Explain the different ways that strategic planning and assessment can be aligned

Share tools that can be helpful in establishing such an alignment within a University system

Provide participants with an opportunity to discuss how the framework and tools could be utilized to benefit their institution

Strategic planning can provide a framework that generates assessment data used to guide decision making, management, and operations at all levels of an institution.  When the strategic planning and assessment processes are aligned properly, the university’s continuous cycle of improvement is enhanced.

Piedmont Virginia Community College’s Director of Institutional Research, Planning, and Institutional Effectiveness (IRPIE), Jolene Hamm was recently elected as executive board president of the Virginia Association for Management Analysis and Planning (VAMAP).

VAMAP is a 501 (c) (3) nonprofit organization that seeks to advance research and knowledge leading to greater understanding, planning and operation of post-secondary education institutions throughout the state of Virginia. This voluntary board is comprised of representatives from public, private, two-year, and four-year colleges and universities and is the Virginia state affiliate of the Association of Institutional Research.

In her new role, Hamm plans to foster and continue communications with major constituent groups while acting as the spokeswoman for VAMAP.

“My goal is to continue to bring higher education issues to my peers,” said Hamm. “Through this association, I also intend to bring educational support to those who are new to institutional research.”

Hamm has a Ph.D. in agriculture and extension education, an M.S. degree in career and technical education, and a B.S. in animal and poultry science, all from Virginia Polytechnic Institute and State University (Virginia Tech). She has worked at PVCC as the IRPIE director since 2013 and has over 10 years of experience in institutional research and effectiveness at both the two- and four-year, public and private, institutional levels.

In her role as IRPIE director, Hamm facilitates strategic and annual planning processes for the college; serves
as the liaison for the Southern Association of Colleges and School’s Commission on Colleges, the college’s accrediting body; and serves as a member of the PVCC President’s Staff, the PVCC Incident Command Team, and the PVCC Crisis Management Team.

PVCC is a nonresidential two-year institution of higher education that serves Central Virginia—principally residents of the City of Charlottesville and the counties of Albemarle, Buckingham, Fluvanna, Greene, Louisa and Nelson. The main campus is located in Albemarle County. The PVCC Eugene Giuseppe Center is located in Greene County, and the PVCC Jefferson School Center is located in downtown Charlottesville. PVCC is one of 23 community colleges in Virginia that comprise the Virginia Community College System. For more information, visit, or call 434.977.3900.
