Prof. Tan Sri Dzulkifli
bin Abdul Razak
Albukhary International University
Dzulkifli Abdul Razak (or for short, Dzul) is the current
Vice-Chancellor of the Albukhary International University. Prior to this, he
was the 5th Vice-Chancellor of Universiti Sains Malaysia (USM) and held the
office from 2000 – 2011.
He is also the 1st Vice-President of the International Association
of Universities (IAU), a UNESCO-affiliated organisation. His other involvements
include being a member of the Asia-Europe Meeting (ASEM) – Advisory Education
Hub Committee, Executive Council of the Association of Commonwealth Universities
(ACU), and Advisory Committee of the World Universities Forum, Davos
He has also served as a member of the World Health Organisation
(WHO) Expert Advisory Panel on Drug Policy and Management since 1995; and the
WHO Scientific Committee of Tobacco Product Regulation (2004-2006).
At the national level, he was the Chair of the Malaysian
Vice-Chancellors’/Rector’s Committee and Malaysian Examination Council including
being an Advisor to the National Higher Education Research Institute (IPPTN).
He also chaired of METEOR Sdn. Bhd., the parent organisation of the Open
University of Malaysia (OUM).
He was also a member of the National Economic Advisory Council
established in 2009 (until 2011) and a co-chaired of the Malaysian
Industry-Government Group for High-Technology (MIGHT) from 2006 to
He is a Director of the Malaysian Productivity Corporation
(formerly National Productivity Corporation) Board, since 2008, and leads the
Innovation and Consultative Panel.
He also serves on the National Innovation Council, the National
Biotechnology Implementation Committee, the National IT Council and the
Malaysian Innovation Agency (AIM).
He is a member of a number of Board of Trustees: MERCY Malaysia,
Razak School of Government, Asian Women Leadership University, MCKK Foundation,
Prime Minister’s Fellowship Exchange Programme, and Yayasan Bumiputra Pulau

Zalina Ismail, is Professor of
Neurophysiology, and Coordinator of the BRAINetwork Centre for Neurocognitive
Science at the School of Health Sciences, Universiti Sains Malaysia. Zalina
Ismail is a medical doctor with a degree in law and a doctorate in
neurophysiology. She lectures in physiology and is currently pursuing her
Masters in Medical Law.
She is a fellow of the Foundation for Advancement of
International Medical Education and Research, a committee member of the Women
in World Neuroscience, International Brain Research Organisation and consultant
to the Ministry of Education on a novel brain-based neuroplastic curriculum.
a visiting professor at Swinburne University, Australia her research
collaboration involves affective pedagogy and neuroplasticity. She is an
external examiner to local and international medical schools. Her research
involves the neurogenetics of analgesia and the roles of c-fos and DREAM
protein in the central processing of pain. She is also interested in the epigenetics
