Combat Rescue Helicopter Passes Critical Design Review

Lockheed Martin announced Tuesday that its Combat Rescue Helicopter, the HH-60W, has passed critical design review and is cleared to begin assembly, test, and evaluation. "This milestone is an important achievement and demonstrates Sikorsky and the Air Force are well aligned on the technical requirements of the HH-60W," said Tim Healy, CRH program director, in a company press release. "We got here by conducting several milestones on or ahead of schedule, and we are committed to staying on that track as we build the first HH-60W aircraft." In 2014, Sikorsky was awarded a $1.28 billion engineering and manufacturing development contract for the CRH, which included the delivery of four helicopters. The next year, Lockheed acquired Sikorsky along with its CRH work. The Air Force plans to buy up to 112 of the Black Hawk derivative helicopters for its search and rescue mission. In January, the Air Force exercised its first option to request five more HH-60Ws for $203 million.

Letter from Mali Jones:

Mali Jones spoke to the attendees of the Rescue Gala (ARA Banquet/Rescue Ball) telling us what it meant to her to be a recipient of TOMLF money to attend college. After she got home, she wrote the following letter:

TO THE FOUNDATION AND THE RESCUE COMMUNITY

My youth pastor’s wife once told me that, “everything in life is a blessing.”  I had a really hard time believe this statement on 27 September 1998 and a few other days… It took me a while to actually see the blessings that came from my dad’s death, and being able to attend the rescue ball and stand in front of such a beautiful crowd of heroes is just one of them.  Thank you so much for allowing me the opportunity to say, “Thank you!”  Thank you to the rescue community for putting your life on the line daily.  Thank you to families that support and are the backbone of what these men and women do, so that others may live.  Thank you to TOMLF for the emotional, mental, and financial support throughout my long, college career.  My parents’ dream was for all of us (the kids) to graduate from college.  In some way, shape and form, you have helped to make my parents’ dream come true.  I am so blessed to be a part of amazing, loving, and supportive families (my family and the rescue family).

The dates are all set for the 2016 ARA/TOML-F Reunion and Ball in Las Vegas--Oct. 12-16. Hosts Mike and Kim Tillema have selected the Tropicana Las Vegas on the strip, and it's going to be our headquarters for another memorable reunion. Their plan includes a Nellis Day with the 58RQS, 66 RQS, 34 WPS and the Air Force Thunderbirds. TOML-F will sponsor a warrior luncheon, too! That evening we'll enjoy a Las Vegasdinner and show. The next day, we'll go to the Grand Canyon and Hoover Dam, and/or participate in a TOML-F-hosted, half-day, three-gun shoot at different ranges. On Saturday we will have our customary Awards Banquet followed by the TOML-F Ball and including the official presentation of the Kight Trophy to this year's winner. This will be a gala evening and a significant first since the formation of our partnership with TOML-F. We have invited the Air Force's Band of the Golden West to play for the ball. There will be great participation from our active duty airmen stationed at Nellis!

The 550th will inactivate this year. They are the last "direct" connection/link to the 1550th.

We would like to have a Heritage Days Event for the 1550th at Kirtland AFB this summer. In looking over project dates, the original thought of June may be tight. We are thinking about August. This year is the 40th anniversary of the 1550th at Kirtland and the 1550th is the predecessor to the 58 SOW. To my knowledge we have not had a Heritage days event with the 1550th and I think it is about time. In your contact with others ask them to let me know if interested. The more interest the greater chance of this coming to fruition.

We have not picked an exact date as of yet. I was hoping to see some interest before sending out an exact date. Probably around the time of the Airshow this summer 4-5 June 2016 (but not set in concrete as of yet). Yes, you may give out my e-mail.

2016 Richard T. Kight Award Winner Named

The winner of this year's Richard T. Kight Award has been announced. In his notification message, Lt Gen John W. Raymond, AF-A3, wrote in part:

"I am pleased to announce the winner of the 2016 Air Rescue Association Richard T. Kight Award is Master Sergeant Maurice Muro of the 31st Rescue Squadron, Kadena Air Base, Japan. As you know, this award is presented annually by the Air Rescue Association to recognize the individual whose exemplary efforts throughout the year have contributed to the overall effectiveness of the rescue mission through management, innovation, or other outstanding achievement. This award is an excellent means of recognizing the outstanding accomplishments of Airmen who reflect the spirit of the rescue motto originally coined by General Kight: "These Things We Do That Others May Live."

"The official award presentation will be held at the Air Rescue Association Reunion in Las Vegas, NV from 12-16 October, 2016."

More Aggressive Guard

​The USAF Weapons School at Nellis AFB, Nev., is increasingly using Air National Guard fighter rotations to provide aggressor support and is looking to formalize a more permanent relationship. Since Nellis inactivated its F-15 aggressor squadron last September, the school has faced a perennial shortage. "Over the last six months, we have asked the Guard to provide even more support in the adversary role. It's something that we need, due to a reduced number of Active Duty assets," school Deputy Commandant Lt. Col. Jon Berardinelli, said in a release. "A formal arrangement is going to take a collaborative effort and commitments across all major commands and the National Guard Bureau—all for the greater good," he said. Nellis signed a long-term deal for contracted "red air" from Draken International back in September. Massachusetts ANG F-15C/Ds and some 114 pilots, maintainers, and support personnel from the 104th Fighter Wing at Barnes ANGB, Mass., deployed to Nellis to support the most recent two-week training phase, according to the release.

A US-Dominated Coalition Effort

​The United States has conducted 1,735 out of 7,992 total air strikes against ISIS targets since the operation began last summer, Pentagon spokesman Navy Capt. Jeff Davis said on Monday. The US continues to work with the coalition of 65 countries, and though the vast majority of airstrikes come from US aircraft, international partners help in other ways, he said. This includes letting the US use bases in countries such as Turkey and Jordan, and other methods, such as intelligence. The Defense Department expects to increase its airstrikes in Syria, and is bolstering its presence at nearby bases. A contingent of 12 A-10s from Moody AFB, Ga., deployed to Incirlik AB, Turkey, in late October and six F-15E Strike Eagles are expected to deploy to the base shortly in support of Operation Inherent Resolve. Six more F-15Cs from RAF Lakenheath, England, deployed to Incirlik on Nov. 6 to help the country secure its airspace.

Pacific Pivot Joints

​The RC-135V/W Rivet Joint intelligence, surveillance, and reconnaissance fleet recently surpassed three years continuous Pacific deployment at Kadena AB, Japan, officials announced. Given both China and Russia's increasing antagonistic activities in the region "the operations tempo and demand for ISR … has increased dramatically over the past three years," 82nd Reconnaissance Squadron Commander Lt. Col. Beau Nicewanner, said in a Nov. 9 release. The 82nd RS, deployed from Offutt AFB, Neb., has logged some 400 sorties, totaling 3,400 flying hours over the course of 19 deployment rotations. Specialized RC-135U Combat Sent, WC-135W Constant Phoenix, and RC-135S Cobra Ball from Offutt added more than 300 additional sorties totaling more than 2,600 flight hours over the past two years alone, according to the release. "On any given day, we are flying missions in the Pacific, covering the map from India to Alaska. These missions support our nation's nuclear interests, ensure freedom of navigation in the South China Sea, and support counterterrorism efforts," added Nicewanner. The 82nd RS and systems operators, analysts, and technicians of the 390th Intelligence Squadron marked the milestone on Sept. 26.

European-Based CSAR Shifting to Aviano

​The Air Force is moving its European-based combat search and rescue capability from RAF Lakenheath, Britain, to Aviano AB, Italy, to more quickly respond to needs across Europe, Africa, and Southwest Asia. HH-60 Pave H​awks of the 56th Rescue Squadron and Guardian Angels of the 57th RQS, will relocate to Aviano in 2017, according to a US Air Forces in Europe-Air Forces Africa release. "Moving to Italy, where we're better postured to provide rescue capabilities quickly and effectively, just makes sense," explained 57th RQS Commander Lt. Col. Jose Cabrera. The shift also gives the units greater access to training airspace and opportunities with regional partners and allies, according to the release. USAFE-AFAFRICA announced earlier this year that it is also moving CV-22s and HC-130s of the 352nd Special Operations Wing out of Britain to Spangdahlem AB, Germany, as part of an overall infrastructure review. During the same review, leaders identified Aviano as having excess capacity, making it the ideal site to absorb the five HH-60s and some 350 pilots, maintainers, Guardian Angels, and support personnel currently at Lakenheath, according to a second release.

Lt Gen Raymond has announced that Capt Richard B. "Brian" Scott is this year's Kight Award Winner. LtCol Ben Conde, 33rd RQS Commander, surprised Brian by announcing his selection at the September Commander's Call. We are looking forward to meeting and sharing in Brian's recognition at our San Diego Reunion in San Diego.

Following is Gen Raymond's email announcement:

I am pleased to announce the winner of the 2015 Air Rescue Association Richard T. Kight Award.  As you know, this award is presented annually by the Air Rescue Association to recognize the individual whose exemplary efforts throughout the year have contributed to the overall effectiveness of the rescue mission through management, innovation, or other outstanding achievement.  This award recognizes the outstanding accomplishments of an individual who reflects the spirit of the rescue motto: "THESE THINGS WE DO...THAT OTHERS MAY LIVE."

This year's winner is Captain Richard B. Scott (PACAF), HH-60G Evaluator Pilot for the 33rd Rescue Squadron at Kadena AB, Japan.  During the award period, Captain Scott was the first United States Air Force pilot to fly with and instruct Japanese Air Self Defense Forces helicopter crews on night aerial refueling with the use of night vision goggles.  Captain Scott also was the flight lead for the Pacific Air Force's Rescue Mission of the Year.  His outstanding achievements distinguish him as most deserving of this prestigious award.

CRH and CV-22

Though there's talk of expanding the reach of rescue forces by buying tilt-rotor CV-22s for the mission, the focus needs to be on buying the Combat Rescue Helicopter first, Air Combat Command chief Gen. Hawk Carlisle said on June 1. He told reporters after an AFA-sponsored, Air Force breakfast that the "minimum" requirement is 112 CRHs. "We have to get to that amount," said Carlisle. If it was an issue of trading away some CRHs for CV-22s, "I could not see" doing that, he said. Only if "there was additional [total obligational authority] down the line" would ACC be interested in possibly adding CV-22s to the rescue mix. In a Q&A after the speech, Carlisle said the CV-22 might be a good add, especially in regions like Africa, given its long range. "But there are limitations," such as the aircraft's "survivability in a threat environment." Still, ACC is "looking hard" at a CRH/CV-22 combination and "where a mixed fleet might work." A driving issue would be capacity, he said, noting there have to be enough CRHs to go around before more expensive CV-22 are purchased for the same mission. With the end of the combat mission in Afghanistan, the "demand for [pararescue] guys has not gone down at all. In fact, it's gone up," Carlisle noted. Airmen Rescue Saudi Aircrew

Djibouti-based Air Force rescue personnel last week plucked a two-man Saudi F-15S crew from the Red Sea after the pair ejected during a strike sortie over Yemen, according to the Saudi government and a press report. An HH-60G rescue helicopter from Camp Lemonnier, Djibouti, recovered the Saudi airmen on March 26, in coordination with US Navy ships in the area, within two hours of the request for assistance, reported the Wall Street Journal. "Both pilots are reported in good health and high spirits" and were taken to King Khalid AB, Saudi Arabia, for treatment, according to a March 28 release from the Saudi embassy in Washington, D.C. Air Force Reserve Command HH-60s of the 303rd Expeditionary Rescue Squadron are currently deployed to Camp Lemonnier alongside pararescue personnel and Alaska Air National Guard HC-130 tankers supporting Joint Task Force-Horn of Africa. Saudi Arabia kicked off an Arab coalition air offensive against the Iranian-backed Houthi rebels in Yemen last week. (Posted 3/31/15).

The CRH and the Future of Personnel Recovery

Though not in the top three acquisition priorities, the Air Force must think hard about how to rebalance its combat search and rescue forces, Air Combat Command boss Gen. Hawk Carlisle said March 17 in Washington, D.C. Speaking at a McAleese Associates/Credit Suisse conference, Carlisle said ACC is now working on ensuring the success of the Combat Rescue Helicopter and is moving out on modernizing the HC-130 fleet with HC-130J models. ACC also wants to evolve how it trains and utilizes joint terminal attack controllers and pararescue airmen across the CAF, including work on how these forces deploy to some of the more "challenging events" that USAF could be called to fight in. "[Personnel recovery] in PACOM is different than in Iraq," Carlisle said, and in scenarios in places such as Europe or Africa. Another important factor in retooling CSAR for future high-threat challenges is how to fill the "Sandy" armed escort role, currently performed by the A-10, Carlisle said. Though the close air support discussion has dominated the debate over the future of the A-10, Carlisle said USAF has to work out what the "'sandy one' airplane that will be part of that PR fleet" will be.
