06 2/20/2018  Message from the Administrator Reaffirming Zero Tolerance for Sexual Misconduct, Abuse, and Fraud USAID encourages implementing partners at any tier to report credible allegations of sexual exploitation and abuse to the relevant Agreement Officer and the USAID Office of Inspector General (OIG). USAID works across the globe to protect vulnerable populations and advance human dignity. This is a serious endeavor and one that comes with great responsibility. Sexual exploitation and abuse are contrary to our core mission and are abhorrent. USAID has zero tolerance for exploitation and abuse involving USAID staff or implementing partners. Reporting is a key component of USAID policies and procedures and is strongly encouraged. This IPN will be updated as further policies are finalized. Existing award requirements regarding trafficking in persons and child safeguarding are unaffected by this notice. 07 10/30/2018 Upcoming improvement in the Payment Management System (PMS) administered by Department of Health and Human Services (DHHS) for USAID awardees using the Letter Of Credit (LOC) method of payment: Effective January 2019 awardee drawdown of funds in PMS will be at a more specific source of funding.  See Notice #7 Notice #7: LOC Payments
