Job Title: Systems Supervisor (GIS)

Salary: $5,314.61 per month

Minimum Requirements:
A Bachelor’s Degree in Computer Science, Geography, Engineering, or a related field AND Five (5) years of experience with ArcGIS, to include one (1) year in ArcGIS 10.x and two (2) years with ArcServer, ArcSDE, REST, SQL, and Python.  Experience with JAVA is preferred.  An equivalent combination of education and experience may be substituted.

Duties: 

  • Maintains currency of Allegheny County Geographic Information Services (GIS) data. 
  • Develops and maintains enterprise GIS databases and Internet-based GIS applications within the Division of Computer Services for County-wide use or for use within specific County Departments. 
  • Assists with training County personnel in GIS skills. 
  • Ensures that data entered into the Allegheny County GIS systems from within or without meets standards for accuracy and correctness. 
  • Develops data for input into SQL database and develops Architecture of SQL database and internet map services provided through ArcServer. 
  • Prepares responses to inquiries from the public or from within the government and other studies and reports as assigned. 
  • Implements GIS projects within the various county departments as recommended by past, current, or future needs analyses that have been or have yet to be performed. 
  • Maintains data dictionaries for all GIS information on a current basis. 
  • Performs other related duties as required or requested. 

Knowledge, Skills, and Abilities:
Knowledge of: 

  • Theory and operation of an enterprise GIS system, server architecture, database replications, and data management
  • Programming with Python, Java, and HTLM
  • Surveying techniques and interpretation of Global Positioning Systems (GPS) derived data

 Ability to: 

  • Maintain GIS in an enterprise system including REST, SOAP, SQL, SDE, ArcServer, and IIS
  • Use geographical data input methods such as version editing, ArcPad, and geocoding
  • Communicate effectively, both orally and in writing
  • Interact well with the public, elected officials, and county management and staff

Residency: Must become a resident of Allegheny County within one (1) year of appointment

About the Position: This position will be filled as a Geographer-0150, Civil Engineer-0810, or Cartographer-1370
As a technical specialist/expert, utilizes knowledge of surveying, geodesy, photogrammetry, mapping, engineering, Geographic Information Systems (GIS), and information technology to plan, coordinate, and accomplish all District surveying, mapping, an GIS tasks, necessary to support a variety of projects in the areas of planning, engineering, construction, operations, and maintenance.

Major Duties:
•Plans, coordinates, and develops digital data and mapping (raster and vector) products in the areas of remote sensing, photogrammetry, hydrographic surveying, topography, and land surveying utilizing state- of-the-art methods, practices, techniques, and equipment.
•Serves as the Districts Geographic Information System (GIS) coordinator and mapping technical point of contact (POC) with the responsibility to maintain liaison with District Offices and other individuals public and private sector concerned with GIF mapping.
•Develops and analyzes hydrographic survey data for navigation dredging, reservoir sedimentation projects, engineering design, flood insurance studies, and other projects as required.
•Attends professional meetings, seminars, and training courses to maintain state of the art knowledge of technical advances and applications in the areas of surveying, mapping, and GIS.
•Serves as a technical team leader for employees performing mapping and GIS efforts by assigning work and monitoring technical production and progress.
•Prepares and presents correspondence, briefs, factual reports, charts, other documentation, and demonstrations as necessary.
