There are several things I would look at when choosing my web hosting.
First it is very important to know how you plan to use your hosting.
Are you going to build one big authority site?
Do you plan on building a bunch of little sites?
Do you want to build and host a bunch of sites for other small businesses?
Do you want to build an online market site (E-commerce site) to sell your items?
Your answers to these questions will have some impact on what you are looking for in a Web Host.

has capable support that answers their phones with knowledgeable staff
has passed my support question tests
has customer support in the USA, not the Phillipenes or India or South America.
has a reasonable deal (under $10 per month), it doesn't need to be the cheapest.
The companies I have used and checked out so far that meet these requirements:
I am currently researching to add more Hosting companies to this list.
