On the Doodle Layer, Adjust>Plugin>DBS Flux>Radial Noise with these settings: Scale 24, Threshold 128, Intensity 128, Rotation 72.
Layers>Copy Merged and paste in Animation Shop as a new animation. Go back to PSP, change the Rotation to 150. Copy merged again and paste in AS after the first frame. Back to PSP and repeat these steps once more changing the Rotation to 248. Run your animation, save as a GIF....Pretty snazzy eh!!!
