Tube of choice one with a close up is preferable. I am using the sensational art by Keith Garvey. You can purchase a license to use his art HERE at MPT.
Chica's Twilight-New Moon Srap kit and Template #19 by Chica's Designz HERE. Thank you so much Chica for sharing your Sweet template.
Plugin>Xero> Radiance HERE (Optional)

Ok Let's Begin!!!

Open up Chica's template and remove her watermark layer. Layers>New Raster Layer, and flood fill white and move to the bottom in the template.

Copy and paste paper 12. On the large circle in the template, Selections>all. Selections>Float. Selections>Defloat.
On the paper, Selections>Invert and press the delete key on your keyboard. Selections>None. Delete the original large circle in the template.
Copy and paste paper 11. On the rectangle on the left side repeat the above steps, Selections>all...etc. remembering to delete the original in the template.

Copy and paste paper 10. On the larger square on the right side, repeat the above, Selections>all etc...

Copy and paste paper 19. On the small square, repeat the above steps, Selections>all etc...

On the Ring apply effects>3D>Drop shadow: V5, H2, Opacity 71, Blur 11. Use these same Drop shadow settings throughout.

Drop shadow all the squares and both word arts and the city logo.

Copy and paste the close up tube. Drop shadow. If using the same one I re-sized it 50%. Move it below the city layer. On tube>Adjust>Hue and Saturation, settings: Hue 255, Saturation 0. To make tube black and white.

Copy and paste full tube, Drop shadow. Move it below Word art 2 in the template.

Add the elements you wish from Chica's Twilight kit. I used Bow 12 ~ 30%. Rosebud 2 ~ 20%, Duplicate>Image>Mirror.
Piano with Rose ~ 40%. Candle 5 ~ 40%. Paisley 2 ~ 40%.

On the Moon, Adjust>Color>Red 100, Green 100, Blue 100. Making the moon turquoise. Effects>Xero>Radiance, settings:
Strangeness 128, Charm 50, Truth 128, Beauty 134. Fading the moon with an interesting effect.
***All this is optional, especially if you are not going on with the animation.

Add your watermark, copyright and name. Font of choice, I used A&S Black Swan.
Re-size all layers to your liking, The original size of the template I found was good.

Save as a jpg or png if you are not doing the animation.

On the moon layer, Adjust>Add>Remove Noise. Add Noise with these settings:
Random Checked, Monochrome UN-checked, Noise 36. Layers>Copy Merged and paste in Animation Shop as a new animation. Go back to PSP, undo the effect. Change Noise to 38, copy merged again and paste in AS after the first frame. Back to PSP and repeat these steps once more changing the Noise to 40. Run your animation, save as a GIF....and you've got a shimmering Moon!!!
