Tubes of choice. I'm using the artwork of Keith Garvey.

Font of choice. I'm using, "Love"
Penta.com-Dot and Cross
Let's begin. Remember to save often.
Open new canvas, 700x700 with transparent background. We will resize later.
Copy paste BowtieFrame, resize 65% all layers unchecked.
Magic wand inside frames, selections-modify-expand-8-OK
Copy paste paper16. Selections-invert, hit delete. Select none.
Add the following drop shadow to the frame:
5: 5: 50: 5: Black and again at -5: -5: 50: 5: Black.
Paper background layer active, selections-select all-float-defloat.
Add your tubes placing below the frame layer. Resize to your liking.
Rotate tubes to go along with the frames. Selections-invert.
On each tube layer, hit delete. Select none. Merge your tubes into one layer.
Duplicate tube layer. Adjust-blur-gaussian-blur-radius 3-OK.
Set blend mode to overlay. Original tube layer, set blend mode to Luminance Legacy.
Add drop shadow to original tube layer.
Copy paste DoubleFlower. Resize 45% all layers unchecked.
Duplicate, Image-mirror-Image-flip. Merge layers. Place below paper layer. Add drop shadow.
Copy paste ButterflyString. Resize 75% all layers unchecked.
Duplicate, Image-free rotate-right-90-OK. Merge layers. Place above flower layer. Add drop shadow.
Copy paste GauzyButterfly. Resize 30% all layers unchecked.
Duplicate. Image-mirror. Resize 75%. Place on top of frame layer. Add drop shadow.
Copy paste CandleHolder. Resize 50% all layers unchecked. Place above frame layer. Add drop shadow.
Edit-Copy Merged-Edit-Paste As New Layer. Bring image below flower layer.
Adjust-blur-gaussian blur-radius 25-OK.
Effects-Plugins-Penta.com-Dot and Cross at following settings:
Copy paste CircleFrame. Resize 85%. Bring to bottom layer.
Magic wand inside frame. Selections-modify-expand-10-OK.
Copy paste paper1. Selections-invert. Hit delete. Select none.
Add same drop shadow as BowTie Frame.
Resize your tag to your liking. I resized mine to 650x650.
Add your copyright, license# and your name. Save as desired.
We are done.
