The Start of IH-35 Widening

Property owners started receiving certified letters from TxDOT in May 2010, with attached surveys indicating exactly what will be taken for widening I-35 through Troy. Currently, there are at least six appraisal companies, primarily appraising along the west side of IH-35 from north of the Loop in Temple, to the County line, and into Eddy. As we understand it, TxDOT will be trying to finalize the financial compensation for the land needed for right-of-way, houses, and commercial buildings, and/or denial of access as well, by the end of 2010. Many houses may be vacated, and businesses required to move and/or close, by early 2011. Bidding is to let in August 2011 for the start of the construction process of the new roads. 
The purpose of this project is to increase mobility and improve safety by widening this section of I-35 from four lanes to six lanes and to convert the existing two-way frontage roads to one-way operation. As far as we know, the TxDOT plan is not on the internet for public view yet.  The old preliminary design plan from December 2008, is available for viewing at the Troy City Hall, but it is not up to date, and changes have been made.
September 2010 - TxDOT conducted a final public hearing to discuss 18 miles of IH-35 from N Loop 363 to FM 2837 South, in Bell, Falls & McLennan Counties. The meeting was held on Tuesday, September 28, 2010 in the Commons Area of Troy High School located at 205 North Waco Road in Troy, Texas.
November 2010 - Interstate Highway 35 widening in Troy is still waiting for environmental approval from the Federal Government before moving forward with any offers to the 130+- parcels needed for road widening from the North Loop in Temple to the north City Limits of the City of Troy. TxDOT expects Federal approval soon, then the acquisitions department can start discussing buying the needed property from property owners in Troy.
December 2010 - Only one property was known to have been negotiated with TxDOT for the right-of-way taking.
January 2011 - To date, there have been a couple of properties that have been made offers by TxDOT for ROW taking.
February & March 2011 - More property owners continue to receive TxDOT "approved offers" (third party appraised values).
April & May 2011 - More of the same......
June, July and August - Many property have settled with TxDOT and have moved to another location for their residence or business. Others have had to relocate their fences, sales area, parking lot, driveway, etc. Other property owners are continuing to get their own appraisals, and some, attorneys, and negotiate with TxDOT for an agreed upon just compensation for their property. All previous deadlines have been missed, as this is a large project, utilizing employee's from several regional TxDOT offices.
