Regional Traffic Incident Management (TIM)

According to the RTSMO Glossary, Traffic Incident Management (TIM) is “The systematic planned and coordinated use of human, institutional, electrical, mechanical, and technical resources to reduce the duration and impact of incidents and improve the safety of motorists, crash victims, and incident responders.  These resources are also used to increase the operating efficiency, safety and mobility of the surface transportation network by systematically reducing the time to detect and verify an incident occurrence; implementing the appropriate response; and safely clearing the incident, while managing the affected flow until full capacity is restored.”

 

TIM involves multiple agencies, jurisdictions, levels of government, and modes and it is an important tool in operating the transportation system safely and efficiently.  Since no existing TRB or RTSMO committees addressed the issues of regional TIM, this subcommittee was initiated in January 2011. 

 

The Regional TIM Subcommittee will view regional traffic incident management activities from the perspective of both planning as well as operating agencies.  Some initial areas of investigation will include:

 

  • Identifying areas of regional TIM that are not being addressed by existing groups / committees
  • Documenting what regional organizations / MPOs are doing to enhance regional TIM
  • Developing suggestions for how TIM could be dealt with in a regional context and the role regional organizations / MPOs could play in regional TIM
