Toronto Open Budget Initiative (TOBI) is a group of residents and community organizations working to create a more open, participatory, inclusive and equitable budget process at Toronto City Hall. Initiated in September 2009, TOBI emerged out of a frustration with the current City budget process that largely excludes community members and groups from meaningful participation.  Toronto City Council's budget decisions ($9.2 billion in operating and $2.4 billion in capital) touch the lives of Toronto residents in a myriad of ways - through the delivery of emergency services, green bin, garbage and recycling, snow removal, repair and maintenance to transit, parking, parks and recreation, public health, housing and shelter, child care and youth programs, to name a few.  It's time to open up the process to the City's people to have a real say in shaping the priorities and planning for Toronto.
