Report a Violation
Help keep Coloradans healthy by reporting tobacco violations. 

How to Report a Violation

If you see someone smoking inside a public place, report them. Call the non-emergency number of your local law enforcement agency. To find a local number in Colorado, click here.

Reports can be anonymous and law enforcement will investigate the establishment or location. A citation will be issued if they see a violation. 

Sale to Minors

If you see someone selling tobacco products to someone under the age of 18, report them. It is illegal to sell tobacco products to any person under the age of 18. 

You can report violations the following ways:

  • Fill out this form and submit online or by regular mail. Instructions for submitting are on the form.

Other Potential Tobacco Product Violations

  • Flavored cigarette sales
  • Advertising violations (e.g., describing tobacco products as “light,” “mild,” or “low”; distributing t-shirts or other novelty items with a tobacco brand name; event sponsorship in the brand name of a tobacco product)
  • Free tobacco samples
  • Self-service vending machines that provide direct access to cigarette or smokeless tobacco
  • Sale of cigarettes in packs of less than 20
