Departmental Restructure

A major restructure of Government will reduce the number of departments. The current Cabinet consists of the following departments & offices and will change, moving responsibility to Vertical Responsibility Departments as indicated.

Merge the Government Equalities Office, the Department of Work & Pensions and the Children and Family sections of the current Department for Children, Schools & Families.

Merges the Department of Business, Innovation & Skills and the Schools section of the current Department for Children, Schools & Families

Border Control Agency becomes part of Defence

Foreign Affairs

Merges the Foreign & Commonwealth Office and International Development

Health & Social Care

Social Services becomes part of Health & Social Care

The Police Authorities will split into The Public Policing Service and Central Investigation Service

Justice & Democracy

Merges the Attorney General, Cabinet Office, Justice, Advocate General for Scotland, Leader of House of Commons, Leader of House of Lords

Crown Prosecution Service

Responsible for Parliament for Horizontal Responsibility purposes

Local & Devolved Government

Merges Department for Communities & Local Government, and the offices for Northern Ireland, Scotland and Wales

Transport, Environment & Infrastructure

Merges Departments of Energy & Climate Change, Environment, Food & Rural Affairs and Transport

Horizontal Responsibility Groups (HRG)

New Horizontal Responsibility Groups (HRG) will be created that have responsibility across all government departments.

These groups will provide consistency and ensure a "teeth and braces" approach to parliament and the Government functions and processes.

Description

Administrative Support

Providing standard office and accounting functions across departments

Democratic Reform

Review of democracy and electorate involvement.  Includes analysis of local government and restructuring of Vertical Responsibility Departments to align with reforms

Electorate Scrutiny & Review

Provides access and ability for the Electorate to scrutinise Government and Parliamentary business and decisions

Government Communications & Transparency

Looks to review and where practical standardise communications from government to the electorate and other interested parties

Human Resources

Management of Staff, Contractors and other Human Resources including MP costs & staffing

Legal Services

 

Solicitor and legal services, including advice to Ministers

Local Data Management

Standardisation and improvements to expose local data sets for comparison

Parliamentary Estates Management

Management of all government and parliamentary properties and fixed assets including MP offices

Public Body Co Ordination

Co ordination and oversight of all Publicly Funded Bodies

Service Delivery & Project Management

Continual review and co-ordination of systems and processes to ensure “joined-up” government, Project Management and effective and efficient service delivery

Targeted Review Team

Cross governmental analysis and review of targeted problem areas, e.g. Alcohol Abuse, Commuter Travel etc

Technology & Digital Assets

Review and co-ordination of government technology and Intellectual Property


The funding for Horizontal Responsibility Groups will be allocated (as a percentage of total cost) across one or more Vertical Responsibility Departments, which will be openly disclosed.

As part of a change in senior management, all Public Bodies (including all publicly funded groups, quangos, NDPB’s etc) will be responsible to one of the above Vertical Responsibility Departments and to one or more of the new Horizontal Responsibility Groups.


Funding for these Public Bodies to be allocated to the Vertical and Horizontal Responsibility groups.

The standard accounting practice will be used within all governmental departments, including Public Bodies.
