Guiding Principles - The electorate will have ultimate power, via democratic means, to control, govern and approve Parliament, Government and Public Servant actions
- Only elected Members of Parliament (Electorate Representative) may hold executive or ministerial roles within Government
- All Electorate Representatives to be domiciled and resident within the UK
- No Electorate Representative may have appointments to more that one Vertical Responsibility, no more than five Horizontal or Geographical Group responsibilities
- No external appointments are to be held by ministers
- The absolute separation of Government (both local and central) and Religion, apart from the Monarchy being Head of the Church of England
- A standard, published & exposed accounting practice used within all government departments, including Public Bodies
- The House of Lords to be an elected chamber
Departmental RestructureA major restructure of Government will reduce the number of departments. The
current Cabinet consists of the following departments & offices and will
change, moving responsibility to Vertical Responsibility Departments as
indicated.

The funding for Horizontal Responsibility Groups will be allocated (as a
percentage of total cost) across one or more Vertical Responsibility
Departments, which will be openly disclosed. As part of a change in
senior management, all Public Bodies (including all publicly funded groups,
quangos, NDPB’s etc) will be responsible to one of the above Vertical
Responsibility Departments and to one or more of the new Horizontal Responsibility Groups. Funding for these Public Bodies to be allocated to the Vertical
and Horizontal Responsibility groups. The standard accounting practice will
be used within all governmental departments, including Public Bodies. |
