The HOA annual meeting for the Estates at Legacy Pointe Master Association will be held on April 7th 2025 at 6pm in the cafe of the South Middle School. Please consider attending as we will be introducing the new Director/Trustee Peter Petersen along with discussions on several topics that will interest homeowners. This is a time for you to express ideas for consideration and inform your HOA board of concerns that impact our community.

The selection of a new HOA Director/Trustee for 2025 has been completed. There was only one nomination that wanted to fill the open position on the HOA board. Peter Petersen has been installed as the new Director/Trustee for the Estates at Legacy Pointe HOA We welcome Peter to the HOA board and look forward to his support and contribution in delivering the needs of our neighborhood by our HOA. Peter will be introduced at the next Annual HOA meeting which is being finalized and planned for early April. Once the date is finalized it will be communicated on this website and expect signage in the neighborhood for date and time.
Again we thank Peter Petersen for his willingness to support our Estates at Legacy Pointe neighborhood as a Director/Trustee.

April 15, 2024 The Annual HOA meeting for The Estates at Legacy Pointe Master Association will be held at South Middle School library on April 23, 2024. The meeting will start at 7pm. Please plan on prompt arrival befoe 7pm to allow for adequate time for introduction of the new HOA Board of Trustees, and for HOA business. This is a time for you to provide your insights and recommendations for future actions and activities for the neighborhood or to express concerns that should be considered by the board of trustees. We look forward to seeing you at the meeting and hearing from you personally

The selection for our open positions on the HOA board has been completed. There will not be any official balloting as the number of open positions this year, three (3) open positions due to the expiration of one (1) position, and the withdrawal of two (2) Trustees, and the fact that there were three(3) willing candidates seeking consideration, all of those candidates will become the new HOA Trustees. Those filling those open positions on the HOA board are as follows
Pete Thamke, filling a three (3) year term.
Gary Mellon, filling a two (2) year term.
Doug Mayberry, filling a one (1) year term.
This will return us to only needing to fill one (1) open position annually. We will be setting up the HOA annual meeting in the next few weeks.
Feb 2024. Invoices for the 2023 HOA fees will be forthcoming to you home soon. Please review and remit payments as indicated, and know there is no change in the fee amount, $135.
Expect a request shortly for candidate submissions for open positions on the HOA board. Please consider supporting our neighborhood by particpation on the HOA board. This provides direct understanding of the critical support the HOA delivers to the homeowners of The Estates at Legacy Pointe Master Association. Please consider your participation as a trustee/director on the board.
April 1, 2023. Pam Crawford has been added to the Estates at Legacy Pointe Master Association board of trustees. Pam was the only interested candidate that was nominated. It has been determined by the existing board that no candidate balloting will be required with a single candidate. Pam is a new resident of the Estates at Legacy Pointe, and is eager to understand our board responsibilities in supporting all homeowners in our neighborhood.
Pam will be announced officially at the annual HOA meeting now scheduled for April 19, 2023 at South Middle School library. Meeting starts at 7PM. The HOA board looks forward to meeting with our homeowners.
November 16, 2022. Estates at Legacy Pointe Annual HOA Fee Increased: A review of the HOA annual fee was made by the ELP HOA Board/Trustees. It was determined that as a result higher operational costs from our service vendors, an increase in the annual HOA fee would be necessary. It is always the intent to keep HOA fees at the minimum needed to assure adequate resources to provide the service support for maintaining the common grounds, our retention pond, storm trough system, and operational professional services. The costs for these services have all seen increases as a result of the inflationary environment we see at this time. Making sure there are adequate resources available to cover all needed services, will continue to be a focus of the HOA board/trustees. The new amount for the annual HOA fee is $135. It has been several years since any increase has been implemented. This new amount was determined to cover the current required obligations, and the board is hopeful it is several more years before any future changes would need to be considered. Thank you for your continued support of the HOA in the effort to maintain all of our property values to the highest levels.

Tim will be filling the open Director position term 2022-2025. Thanks to Doug for his interest and hope he will consider future opportunities. It is great to see interest by multiple homeowners to serve on our HOA board, which is a critical tool serving our neighborhood. The HOA board is always eager to hear from homeowners on any topic impacting our neighborhood. Thank you to all candidates and those who did vote in our balloting.

The 2021 Virtual annual meeting was held as scheduled on April 8. There were 9 families represented at the meeting. The minutes of that meeting will be posted to our documents section for review by all owners in the Estates at Legacy Pointe Master Association. Trustees: Glen Tucker-President, Pete Thamke- Vice President, Mike Bull- Sec.Treasure, Non-Trustee Don Hayes-Association Administrator. Much thanks to Carol Davis, who served on the HOA board for multiple terms, but is moving from our neighborhood, and will be missed.
Notice of a (virtual) HOA meeting scheduled for Thursday, April 8 will be mailed to each homeowner the week of March 22nd. 2021:
Homeowners please look for the HOA Trustee candidate cards to be received soon. Please consider your participation on the HOA board to support our neighborhood. Once the candidates are identified we will initiate the official balloting for this open trustee position on the HOA board.
2020:
Unfortunately after several attempts the zoning was changed and approved. The water tower was installed despite objections from the residents.......
UPDATE: Efforts were successful to prevent the zoning change allowing for a 140 water tower. The zoning change was defeated. Thank you for any support you may have contributed in this effort. We will continue to monitor and if any new efforts are initiated concerning this request, we will alert our homeowners.

It has recently come to our attention there is an application to reverse the Board of Zoning Adjustments January 2, 2020 denial of a variance to exceed the maximum height limit of 40 feet in the R1A, single-family residential district, to allow Missouri American Water Company to construct a 2-million gallon water storage tank at 530 Knaust Road. What does this mean to you? A water tower of this size is normally located in a commercial zone, not residential area (which is why this land prohibits buildings greater than 40 foot) and could potentially be visible by some homes in surrounding subdivisions and Legacy Pointe. Homeowners have expressed concern over this proposal and have asked the Legacy Pointe Estates HOA to oppose the reversal of the Board of Zoning’s decision. The bill is being voted on this Monday, March 30th by the St. Charles County council members that are listed below. It will take 5 ‘yes’ votes out of the total 7 council member votes in order to pass. Our goal is to ensure that every council member votes ‘no’ on this proposed structure. Please help us ensure this happens and make your voice heard by emailing all the council members with your concerns. For your convenience, attached in the association documents is a sample email and the email addresses of each council member who will be voting. Additional documents with background on this important issue are also uploaded at this location. The vote is Monday, March 30th so please email your council member today.
Annual HOA meeting CANCELLED DUE TO CORONAVIRUS RISK RESTRICTIONS FROM STATE AND COUNTY AUTHORITIES---The date set for our HOA annual meeting is April 9, 2020 at 7PM. Look for the official notice and our neighborhood signage.
Balloting for the open position on the HOA board took place in late January early February. Results finalized on February 19: Carol Davis 57 votes, Bill Laulo 6 votes. Carol is elected to fill the open position on the HOA board.

Work has been completed on the Estates at Legacy Pointe entrance signage lighting. With the updated electrical work we should not see the lights off at night, which was a common sight with the electrical problems that had caused the functionality of the lights intermittent at best.
2019:
The results from our annual Trustee Ballot are as follows. Glen Tucker has been elected to the ELP HOA Board. Actual voting results. Glen Tucker- 23 votes, Jeff Poropat-7 votes, Matt Brouder-5 votes. Thanks to all who sought this open position and welcome your future consideration for future openings.
2018:
Indenture Reminder: There has been an increase in observed violations to the ELP indentures concerning the leaving of trash bins in front of the building or garage, and the parking of trailers on the driveway for extended periods of time. Please review the ELP indentures section 10 Usage Restrictions, and the amendment to this section for specific guidance, but a summary is that all trash bins must be stored either concealed inside the building or behind the front of the building structure to the side. Additionally in section 10 Use Restrictions the guidance on the parking of trailers or other personal property, ie. boats etc. are defined. Please store inside the building or at another location for long term storage. If you have questions make direct inquiry with the ELP board for clarifications. Thank you for your cooperation in maintaining our ELP neighborhood in compliance with ELP indentures.
Special Meeting of the Board resulted in the annual HOA fee remaining at the $120 amount. No change in the association assessment for the Estates at Legacy Pointe for 2018 assessment. Assessment notices will be sent out before the end of the year and prompt payment by the due date is appreciated.
2017:
June 10: We have completed the pump replacement of the fountain in our neighborhood retention pond. Much thanks to Pete, Eric, and Justin for their personal work and expertise in supporting this project.
