TELLICO ROADRUNNERS RV CLUB

1. Organizational Purpose:

The Tellico Roadrunners RV Club is an organization of residents of Tellico Village who own and operate Recreational Vehicles (RV’s) for the pleasure of their families and friends (non-commercial uses). The primary purposes of the Roadrunners are to support group activities pertaining to the use of RV’s, organize travel by the membership for rallies, caravans and other appropriate “outings” and to conduct meetings, events and gatherings to support the enjoyment of the RV lifestyle for all members.

2. Membership Requirements:

Membership is restricted to individuals who reside and/or own property in Tellico Village and who hold total or shared ownership of a commonly recognized "recreational vehicle" / RV. Exception may be made to invite RV owners from neighboring communities, based on a referral of a current member in good standing and a majority vote by the Board of Directors. The other exception to this membership criterion is for individuals/couples who have met the above criteria, who have been members in good standing for no less than one year and subsequently find it necessary to relinquish the residence or RV ownership elements of the membership criteria. In the event that former members of the organization are unable to continue to meet all of the original membership factors, they may elect to continue as "emeritus members" of the Tellico Roadrunners.

Given one of the primary purposes of the club is monthly rallies, New Members are strongly encouraged to join an existing member to co-lead a rally within the first 2 years of membership. Existing members are strongly encouraged to co-lead a rally once every 4 years. Besides contributing to the club rallies, this is an excellent way for members to better get to know each other.

3. Membership Categories and Dues:

All rights of membership are available to individuals/couples who meet the specified criteria for membership as delineated in Section 2. Individuals/couples who meet these membership criteria are eligible to participate in all functions and activities of the organization, vote on all matters of the organization, hold office and serve on committees in the group. Dues for full membership will be determined by the Board of Directors, presented to the membership and adopted by a majority vote of members present at any general/regularly scheduled meeting of the organization. Members joining between January 1st thru September will be assessed full dues for that year. Members joining after September will pay full dues which will include the balance of the current year and the following year dues. The amount of annual dues for membership will be reviewed and set at least annually by the organization. Emeritus members, as defined in Section 2, will be eligible to participate in all functions and activities of the organization, with the exception of voting for officers or holding elected office. The dues for emeritus members will also be determined at least annually, but will in no case exceed the amount of dues for full membership.

 

4. Officers and Committees of the Organization:

The Tellico Roadrunners will elect Officers to the fill the following positions for the organization; President, Vice President, Secretary, and Treasurer. These officers will be elected following nomination, during a regularly scheduled membership meeting, held in the 4th quarter of the calendar year. The President, Vice President and Past President will serve terms of one (1) year, unless removed or becoming ineligible or unable to serve during their elected term.

 The Secretary, Treasurer and At Large Members will serve 2 years (staggered to insure seniority overlap).

Officers will assume the responsibilities at the first regularly scheduled meeting (April) in the New Year following their election.

The President of the Tellico Roadrunners will serve as the Chief Elected Officer of the group and execute appropriate documents necessary for the conduct of business of the organization. He/She will chair the regular meetings of the membership and any/all committees, unless delegated to others by the President. The Vice President will serve in the absence of the President in any/all appropriate responsibilities. The Vice President will be elevated to the position of President at the end of the one year term of the President - or in the event the President is unable to complete their term as elected. The Secretary will record the proceedings of the membership meetings and highlights of Board meetings and will maintain the official records of the conduct of business of the organization. The Secretary will submit them to the President within 7 days of said meeting, shortly after which they will be posted on the website". The Treasurer will maintain the financial records of the organization, collect all dues, maintain and share official membership rosters with webmaster and pay all authorized/approved invoices for the organization.

The Board of Directors will take the lead in the planning and execution of the business of the organization. The Board will be comprised of the President, and Vice President, Secretary, Treasurer, the immediate Past-President and two (2) members at large. In the event the Past-President is not able to participate, a 3rd Member at Large may be appointed.

The President is authorized to incur expenses on behalf of the club, up to a limit of $100.00. The Board of Directors is authorized to incur expenses up to a limit of $300.00. Advance payments for the conduct of Club functions are not included in these limitations. The Club Treasurer and the Wagon Masters / organizers of Club functions and rallies are permitted to use Club funds and conduct these events for the group with prior Board approval. All other expenses are subject to the specific committee guidelines as approved by the Board.

The President will appoint a Caring Committee, to respond to members who have health or other situations of concern where attention and support from the membership may be of assistance. The President will appoint a Rally Committee to plan the rally locations and assist in the recruitment and advising of Wagon Masters. The President will appoint a Nomination Committee to consider and present candidates for all officers, prior to the annual elections. The nominating committee will be comprised of no less than three (3) members of the organization.

In the event that an officer position (other than the President) becomes vacant during the normal term, the Board will select and appoint a replacement to complete the unexpired term of the respective officer.

The President may appoint any appropriate operating and or ad-hoc committees, as necessary, for the ongoing conduct of the business and purposes of the organization.

5. Meetings of the Organization:

The Tellico Roadrunners RV Club will host scheduled membership meetings monthly during the months of April through November. The President or the Board of Directors may call additional meetings, as necessary, for the ongoing conduct of the business and affairs of the organization. The notices of meetings and any/all other communication pertinent to the operation of the group will be distributed by e-mail to all members in good standing who provide their addresses to the organization. Notices by US Mail will be provided when requested, to members who provide stamped, self-addressed envelopes to cover the expense for this individual service/notice.

6. Removal of Members:

Members may lose their rights and privileges in the organization for failure to pay the assessed dues for a period of six (6) months, unless exception by the Board is granted. Members may also lose their rights and privileges in the organization by a majority vote of the Board for conduct unbecoming to the organization.

7. Changes to Articles of Organization of the Group:

These policies of the Tellico Roadrunners RV Club may be amended/altered at any meeting of the group, provided that notice of the proposed change is provided to the membership, through the normal communication/notice process, no less than two weeks prior to the intended vote. Approval of changes will require a majority affirmative vote of all members present at the meeting.
