Local L&E Overview 

The purpose of this wiki-BHC Learning Site is to collect information on local Learning and Evaluation (L&E) efforts at Building Healthy Communities (BHC) sites.  This information will allow BHC sites to better understand each other’s work and to identify where to go for self-directed peer learning and exchange.

This wiki-BHC Learning site responds to input heard from local learning staff, Hub Managers, and Programs Managers that additional information is needed on evaluation strategies being used across sites to better connect and to facilitate peer learning.  

The wiki site collects, stores, and shares information that can be accessed by local BHC staff for learning purposes.  The hope is that local L&E teams will be able to seek out peers at other sites to exchange information on evaluation design, evaluation challenges and lessons.  By facilitating this type of exchange, it is hoped that sites build evaluation capacity through peer sharing and that the wiki-site provides added value to local L&E teams and to respective BHC sites.

Directions:  Local learning and evaluation staff are welcome to complete this tool.  Please share information with your Hub Manager and Program Manager prior to submission.  Enter your responses into the blank spaces of the below tables.  It is essentially a “fill-in-the-blank” form.

2.  Briefly describe the current L&E structure at your site.

 The L&E team is comprised of the TCE Program Manager Sabina Gonzalez-Eraña, BHC Fresno Hub Manager, BHC Adovacy Specialist and staff at the Central Valley Valley Health Policy Institute.  We regularly consult with action team leads, any technical assistance that aligns with hub and consultant needs.  The action teams are updated at the monthly hub meeting, and as needed at the action team meetings.

 

3.  Describe your site’s current L&E approach, including your L&E design and measurement focus should it be developed at this time.

 The L&E team uses the frameworks of social determinants of health model and social ecological model of measurements of health.  In addition, we also use the Value, Problem, Solution, Ask (VPSA) model as a communications strategy in our outputs to the hub and action teams.  To collect social determinants data we use the Fresno County Public Health records, the Regional Opportunity Index, Migration Policy Institute Undocumented Profiles, Trust for Public Land, and California Office of Business Oversight records on licences for businesses. The hub also uses a power analysis for each team to align learning and evaluation with campaign goals and the L&E team assists as necessary.  We also collaborate with outside organizations to bring necessary capacity building workshops to the region. We also use qualitative information from meetings and events and interviews with key stakeholders to complete The California Endowment reporting tools. In addition, we are using qualitative data about adjacent neighborhoods and public data to create maps.

14.  Please describe how you currently and regularly engage BHC partner agencies/orgs/grantees in evaluation efforts.  If you do not, please share barriers to engaging this stakeholder group.

 We attend action team meetings, monthly hub meetings, as well as hold L&E team meetings as necessary.  We also meet individually with hub and action team members to help plan evaluation efforts, as well as coordinate technical support.  We interview key stakeholders as they are identified by these groups for our annual TCE evaluation efforts.


15.  Please describe how you currently and regularly engage residents in evaluation efforts.  If you do not, please share barriers to engaging this stakeholder group.

Resident engagement has not been the focus of the L&E team.  Action teams set up their BHC universities with support from the Hub.

 Webinars, connecting Fresno site with other regional sites on shared policy issues, aiding in survey development and providing relevant evidence to current campaigns.
