History

The Developmental Disabilities Advocacy Project was started in 1986 in response to a law suit brought against the state of Connecticut by parents of residents of the Mansfield training School. TACAP was the last of 6 Citizen Advocacy programs organized by the Connecticut Office of Protection and Advocacy for Persons with Disabilities in direct response to the CARC vs Thorne consent decree. Since our start, we have made and supported over 85 matches, many of which have lasted for more than 15 years. In 2001, the TACAP board of directors recognized the need to develop and support an advocacy program for people living in nursing homes who have no family or friends involved in their lives. The Elderly Advocacy program is now supporting matches in the greater New London Area, with plans to expand to other communities in Southeastern Connecticut over the next several years as additional funding is obtained. The Elderly Advocacy Coordinator has identified numerous individuals living in in nursing homes who want and need a Citizen Advocate, however the demand exceeds the supply.
