It is common knowledge that Arkansas ranks among the poorest states in the nation and with that ranking, the State resides at or near the bottom of most educational, economic, and quality of life measurements.  If the State is to improve its regional and national standings, poverty must be addressed with the same resolve as these other critical areas.  
The Arkansas Department of Higher Education (ADHE) in cooperation with other State agencies has focused significant resources that seek to assist economically disadvantaged people with attaining a college credential.  It is our belief that only with postsecondary level skills will citizens move from poverty to earning wages that can sustain a family.  We recognize that the resources needed by traditional and nontraditional age college students cannot be provided solely by or through the college.  It takes the broader community working in tandem to address the very complex issues of poverty and resources.
