Student Fee Scholarship - Case Study: Texas' International Education Fee

Students from the University of Texas-Austin rallied together in 1987 to create support on campus for a $1 student fee to support scholarships for students participating in international student exchange or study programs. In 1989, the Texas Legislature authorized the scholarship to apply to all state institutions of higher education who pass local referendums. Ten years later (1999) students at The University of North Texas rallied together to convince the Texas Legislature to raise the fee from $1 to $4 per student per semester. UT-Austin was then able to raise the local fee to $3 per student. Other campuses across the state have been successful in raising the fee to the maximum of $4 per student.

TEXAS Model: this International Education fee in Texas was the earliest fee of it’s kind instituted statewide by the legislature but up to each institution to implement - several examples follow.


Texas State University, Texas

The mission of the Study Abroad Program at Texas State University is to provide students in all areas of academic interest and levels a variety of educational choices abroad. The International Education Fee (IEF) funds the International Education Fee Scholarship program and assists in that mission by making funds available to qualified students who want to study abroad. The 72nd Texas State Legislature passed the IEF Bill, giving authority to the governing boards of all higher education institutions to charge and collect a $1.00 fee from all students who register each semester or summer session. Texas State University began collecting the fee in the 1992 fall semester and was approved to raise the fee to $3.00 starting in the 2002 fall semester.


West Texas A&M University, Texas

Undergraduate and graduate students enrolled at West Texas A&M University, who are in good academic standing, are eligible to apply for the International Education Fee Scholarship (IEFS). Each year WTAMU students receive this scholarship, with about $80,000 available annually for study abroad. Background The mission of the Study Abroad Program at West Texas A&M University (WTAMU) is to provide students in all areas of academic interest and levels a variety of educational choices abroad (i.e. academic programs, internships, service learning, some requiring dean’s approval) . The International Education Fee (IEF) funds the International Education Fee Scholarship program and assists in that mission by making funds available to qualified students who want to study abroad. The 72nd Texas State Legislature passed the IEF Bill, giving authority to the governing boards of all higher education institutions to charge and collect a $1.00 fee from all students who register each semester or summer session. Study Abroad Grants which go to all study abroad students and are funded by a $14 per semester student fee.  It is one of their initiatives to provide access to underrepresented students.  Added a few years ago in addition to the merit-based scholarships that continue to be provided to 40-45% of study abroad students.



Georgia State University (2011-12) International  $19

The International Education Fee supports study abroad by providing scholarships for students to study overseas and provides for compliance with the federally mandated Student and Exchange Visitor Information System, known as SEVIS.

The Georgia State University International Education Fee (IEF) Study Abroad Scholarship, initiated in 2004, is funded by the mandatory international education student fee. If awarded the IEF Scholarship, students will receive a $1000 award. Please be aware that the IEF Scholarship is a competitive scholarship and applying does not guarantee an award.

Kennesaw State University (2007) International Fee $11

The International Fee is used to enhance students’ global engagement experience and increase the number of students participating in study abroad experiences by offering scholarships to encourage participation and support KSU students who study abroad.

University of Illinois Urbana-Champaign. Illinois

Illinois for Illinois (I4I) Study Abroad Scholarship for Undergraduates

I4I is funding by University of Illinois undergraduates for University of Illinois undergraduates through a fee of $4.59 per semester. The I4I Scholarship fund awards approximately $140,000 per semester to 130-150 students. Like all student fees, the study abroad scholarship fee is non-refundable and is assessed to each undergraduate student’s account each semester. Students may apply early for the I4I Scholarship and defer their award for use during a different term. Students who wish to do this should submit the I4I Scholarship Application. All other students will simply submit their study abroad program application, which will serve as their scholarship application as well. BMCC Association Study Abroad scholarship

Funds from student activity fees are also used to sponsor overseas studies in countries throughout Europe, Latin America, and Asia. 60% of costs are paid by student activity fees and 40% of costs are paid by students..

If a student is accepted to a BMCC sponsored study abroad program, the non-­‐scholarship candidate must pay 100% of the total program cost in addition to 100% of all BMCC tuition and fees for the course. A scholarship candidate must be a currently enrolled BMCC student, and pay 40% of the total program cost in addition to 100% of all BMCC tuition and fees for the study abroad course. BMCC program applicants who are accepted in a study abroad program must pay their 40% share of program. Failure to make the necessary payment may result in the student being dropped from the program.

BMCC students may only apply for one study abroad program at BMCC in a given semester, and receive a BMCC Association Study Abroad scholarship only once.



University of Utah. Utah

The revenue from this fee is used for scholarships to enable students to study abroad. Every matriculated University of Utah student who participates on a Learning Abroad program is eligible for this scholarship. The selection of scholarship recipients is a random, lottery-based procedure, and the likelihood of receiving a Student Fee Learning Abroad Scholarship is typically 25-30%
Office for Global Engagement Student Fee Scholarship

Every matriculated University of Utah student participating in an approved program is eligible for the Student Fee Scholarship. Scholarship recipient selection is a random, lottery-based procedure. This scholarship is funded by a $3.00 per student fee assessed with tuition for each academic term, and was initiated by ASUU (ASUU: Associated Students of the University of Utah | Student Leadership & Involvement). Available for every term. Open to Hinckley Global Internship participants.
