Indeksen bygger på fire indikatorer for tjenesteproduksjon (pr. innbygger): besøk, utlån, deltakelse på arrangementer og bruk av bibliotekets internettmaskiner.  Statistisk sett viser det seg at alle fire henger nært sammen. Det ligger i selve begrepet at tjenesteproduksjon ikke måler kvalitet, verdi, excellence eller tjenestenes betydning for lokalsamfunnet.
To create a more comprehensive ranking of public libraries, we need additional data. Output data elements that would make this ranking system more complete include more precise and diverse measures of digital service output, data on in-library use of materials, and a breakdown of circulation by format. The need for such improvements in the available data about public libraries is not news. Indeed, most of these issues have been under discussion at local, state, and national levels for many years. Proposing solutions to these data-collection challenges, however, is far easier than delivering on them. Lyons, 2008.


Library Journal’s new national rating of public libraries, the LJ Index of Public Library Service, identifies 256 "star" libraries. Created by Ray Lyons and Keith Curry Lance, it rates 7,115 public libraries. The top libraries in each group get five, four, or three Michelin guide-like stars. All included libraries, stars or not, can use their scores to learn from their peers and improve service to their communities.
