2. Roundtable Manifesto

New thinking in our principally new epoch,

                reaching world peace and harmony

Dear Mrs Irina Bokova,

This letter is addressed to you as to the Director-General of UNESCO and because you are deeply concerned about our fragile world, about the status of culture and education and their role in the creation of a more democratic and humane world. As an open letter, this letter concurrently addresses people who are engaged with education, culture and art and those who are interested in these subjects. Ultimately, this letter addresses all people because we all are formed by cultures; each of us is living in the space created by the arts, by institutions, and by the ideas we get from the different resources. We are not separated through education, culture and art. We depend on them. This letter will attempt to define common ideas which unite all of us on the basis of education, culture and art, and then consider how such ideas relate to the UN and UNESCO activities in our mutual endeavours to reach peace and harmony on the planet.

We believe that education, culture and art have an especially important significance today, but in the contemporary business, industrial and political world people frequently fail to recognise their importance. We will attempt to analyze the interrelation and interdependence of education, culture and art, to look at them as a whole (E, C & A). Individuals understand the words "education", "culture" and "art" in their own individual way. There are no strict universal definitions of these words, although they are commonly used throughout the modern complex world. Similarly, there seems to be no universal definition for human being. But, all of us agree with Emmanuel Kant that it is not peculiar to human to be a means because human is always the purpose. We also appreciate The Universal Declaration of Human Rights, which formulates and gives basic shape to concepts of Human and Humanism in a universal sense.

E, C & A can become the pathway for a better understanding between people, and can lead the world to harmony. Unfortunately, the world is full of problems. Politicians as well as the majority of people understand and agree with your note, "The stakes are high. The fabric of society is quickly torn and long to mend." People engaged in E, C & A play a most important role in this transformative time of world diversity and globalization which is often met with intolerance and lack of understanding.

The world situation suggests to us the idea of uniting people engaged in E, C & A at the international level. As an artist, I first wish to share with you my thoughts concerning artists. If each artist is primarily concerned with only his or her individual artistic research, then which ideas can become mutually beneficial to all of the artists? However, with mutual creative endeavours we happily feel that the world and humanity are a great and boundless realm, and we comprehend the universal and absolute value of human life. We comprehend happiness, we comprehend freedom. Artists from different countries understand each other, but not as a result of any uniform homogeneous culture. We don't create an international eclectic multi-culture. Our mutual understanding is based on those human aspirations which are common to the entire world, have always been international, and can be understood by everyone. They are incompatible with violence and oppression; they are contradictory to war and murder. It is like one human consciousness and one thought of love and good will expressed in different forms, in different times, and in different nations. It is art through the entire human history.

It is what unites artists, not only with each other, but with all people at the national and international levels. We understand people's interest in art; we feel their focus on us and on our arts. Artists exist thanks to people who appreciate the arts. Other people not only provide our livelihood, but they educate us morally. They entrust to us their best aspirations, their best thoughts, their best dreams of love, happiness and hope, dreams which don't always coexist in the real pragmatic and violent world. People entrust to art the spiritual and emotional moments in their lives. Art helps to overcome sorrows because when something terrible is transformed by light of art, then it doesn't destroy a soul. Art is able to save people, to cure them; art is able to stop desperation, revenge and violence. Human nature is not evil; it is why people are not able to be existimg fully in the evil circumstances. People transport the best of them, what cannot find its place in a horrible reality, into the mythical sphere of art until better times come, until their best dreams might become true. Art becomes a part of culture; cultures educate people, and then people make their dreams true. Education, culture and art are interdependent and united. People, engaged in E, C & A, should give back to all people the cultural resources and spiritual treasures, which they have guarded and cherished within the terrible and happy times.

We must let people know that they are not wrong about artists. They listen to us more now than ever before; people anticipate the movement of spirituality into ordinary life. We are afraid that the contemporary global problems can not be solved successfully, if a spiritual dimension of human life is ignored in the complex kaleidoscope of social relations. You have noted, "Diversity is not a choice but a reality across the world. Increasing proximity has not translated into greater understanding." We also recall the simple yet powerful words of Martin Luther King Jr. which seem to have been said about our time of globalization, "We must learn to live together as brothers or we perish together as fools."

Our choice now is which of human principles we will suggest to the contemporary world of globalization. Who are we now? We could offer some hypotheses concerning the future, but the future depends on what we chose now. That is a reason for all those, who are engaged in E, C & A, to be united internationally and to be joint with all people, who are for peace and world harmony. Artists are integral to the world, artists unite the world, and we share our creative research with everybody. Our studios are open, our minds are open. We do not lock up ourselves inside of conditional spaces or dead-end ideologies; it do not paralyze us. We can help to open new horizons in human understanding. People can find in our studios and in our minds an optimism, belief in development, belief in achieving happiness and a good for everybody through cultural communications. Everybody can find a mutual enrichment of different cultures in their communications with each other, whilst maintaining the uniqueness of each certain culture. People can watch our search for free development, also our search for a meaning of human life and a personal integrity. That is like to be "captain of my own soul", as Nelson Mandela wrote in his poetry from prison. It is common to artists to be involved in activities apart from work at the studios. To live as broadly as possible is our life position.

Mahatma Gandhi's life position was a simple human position, which we respect now. He was not particularly a politician, and it is difficult to relate his activity to any commonly definite activities. He was simply stating his own feelings and thoughts as a free and independent person, and a lot of people were agreeng with his principle ofnon-violence. What is a non-violent principle? There are three ways how to act under violence: do fight; do not fight and to obey; do not fight and do not obey. The third way is not passive action, it means action against violence, that: do refuse to obey the violent demands, do not give up, but do not fight and do not change oneself under a pressure. This is non-violent principle.

The principle of non-violence is a great achievement of the 20th century. An effectiveness of this principle has been demonstrated in the liberation of India and many other triumphs of peaceful solutions. Non-violence principle has been practiced by Mahatma Gandhi, Martin Luther King Jr., Nelson Mandela, Dalai-Lama and by millions people around the globe as an idea understandable on any language. The principle of non-violence appears to us to be the only viable principle, which corresponds to our peaceful position in the 21st century. Tragic history has surely taught us that force and violence inevitably lead to misunderstanding and war; such actions would push contemporary society into global disaster.

We see a lot of evil on the planet, and what can we do? Take a look for instance at the tragedy of Tibet. For the fifty years we know about the genocide of millions of Tibetan people and the violent destruction of Tibetan culture; the UN keeps documents concerning the tragedy of Tibet. Tibetan people, educated in the most peaceful teaching on the entire planet, are keeping the principle of non-violence during a half of century. They prefer to die rather than to resort themselves for violence. The fourteenth Dalai-Lama Tenzin Guatso called on the Tibetan people to continue the non-violent resistance and to save the unique peaceful Tibetan culture for the benefit of all humanity. He explains that human nature is not evil and the Chinese people are not enemies, but many Chinese are still deceived by evil politics, do not have true information about Tibet, and the educational level of many of them is still low. If the Chinese people could know the truth, then they might use a non-violent principle along with the Tibetan people against the Chinese government, and then the Chinese government would not be able to resist against all of them together. Dalai-Lama explains the true roots of evil on the tragic example of Tibet. To watch the increasing evil and to do nothing is not a human position. Negative performance is not the right life position, because a doing nothing is an evil also. We must analyze and then define our own actions.

Now, when we look at the 20th century from the small distance, we note the positive achievement of the last century. We can continue and develop them in the 21st century. When we try to decide which results of the 20th century are most important for us now, we should point out that people have won in the total battle of evil against humanity. The total battle had consisted of the bloody revolutions, First and Second World wars, the Cold War, and uncountable other wars. Thanks to the victory of humanity in this 20th century battle, we have now incomparably better times because we have a hope - it is very important for us. In the tragic times of 20th century people of different nations came together and created the United Nations in their mutual struggle against the evils of fascism, racism, and all forms of discrimination and oppression, an organization based on The Universal Declaration of Human Rights. Those are great achievements for humanity inherited by the New Millennium from the last century.

We are living in the principally new epoch, which has begun from the moment when The Universal Declaration of Human Rights was adopted. The contemporary new epoch is based not on the position of force and violence, but on a humane essence of the person. It is impossible to be truly agreeing with the Declaration forcibly and then do protect Human Rights. It is only possible according to his or her good will. The new epoch could not come automatically because a new epoch needs a new thinking of a good will. It is necessary first to overcome the hatred, ignorance and intolerance of the old thinking. Against the tragic history of mass madness the idea of happiness grows slowly. The roots of evils such as misunderstanding, intolerance, misinformation, lack of education, and ignoring of the spiritual dimension of human life can be uprooted by E, C & A. The new tolerant mind can be obtained through E, C & A.

We completely agree with you that "culture should accompany every development effort." The world is changing more rapidly than ever before, and we should use all the possibilities, as speedily as possible, for understanding of the meaning and role of E, C & A, while the world is developing by humanistic and democratic principles. We should note that there are lack of such understanding even among people, who are directly engaged in E, C & A, as well as among others.

For instance, the initiative International Artists for Peace and World Harmonylaunched by the New York Metropolitan Martin Luther King, Jr. Center for Nonviolence was presented at the 61st Annual United Nations Conference in Paris in 2008 at UNESCO Headquarters. Rosa Naparstek and I held a Caucus on Art and Culture with a presentation of the initiative. My personal impression was that culture and art presented in the form of this initiative was accepted, and yet considered unusual to the workings of the Conference. This initiative and its presentation took place thanks to the efforts of both the UN and of the artists, but these ideas have not been further developed among the artists or at the UN. Your following point is very important, "I regret that culture is not included in the MDGs /Millenium Development Goals/ and I intend to relaunch the debate on culture and development because culture should accompany every development effort.", as you have advanced in your Mission Statement.

We want people to perceive the arrival of a prinipally new time; we want to arouse the world. It seems that the majority of people are still asleep and dreaming of the uninspired pragmatically-senseless world in which there is no happiness, laughter and joy, but there are mostly horrible things happen. The spiritual dimension of human life is absent in such a dream. Wake up and let a fantasy come to your soul! People understand a spiritual dimension of human life in different ways. For us it is a great boundless realm, what is difficult to describe fully. Nevertheless, some noticeable signs are: the absence of intolerance and hatred; the presence of joy and hope. A belief in happiness is also one of the external signs. However, belief and knowledge are not the same. Belief may exist even when knowledge doesn't allow to hope. In our analysis we know with certainty that "the fabric of society" is not yet torn. We wish all people to chose a position of love.

Some people cannot believe that harmony and happiness are possible in our world. We are people engaged in E, C & A and we must share with all our confidence that it is possible. We have saved the dreams entrusted to us, and we will help people to attain unlimited horizons of human understanding and happy development. Our work becomes a part of human cultures; the cultures educate people, and then we see the best dreams come true. New era of spiritual freedom on the planet, that people are no longer victims or oppressors for each other, but they are free and happy people of good will. We want people to believe in the best.

Thank you for reading this letter. We hope that our ideas do not conflict with your ideas, and that this letter will support your efforts as Director-General of UNESCO. The ideas of this letter are not definitive, but are open for discussion. Education, culture and art are essential to the world; they are like an invisible light; the destiny of the world depends on this light. Such invisible light is humanism. We hope that people will support your constant efforts in achieving more humanistic and democratic societies, your endeavours in reaching world peace and world harmony.

Thanks to all readers of the letter. As an open letter, it is an appeal to all people to recognize culture, education and art as an important part of their personal and social lives. Please take part in this dialogue, share your ideas and proposals, and set your signatures under the letter if you agree.

The world we are living is far from perfectness. We know a lot of examples of inhumane teachings promulgated in the world. We don't forget the words of Edmund Burke, "The only thing necessary for the triumph of evil is for good men to do nothing." Please send this letter to your friends; our gathering of like-minded people on the base of education, culture and art with the purpose to advocate for them and to take part in the world harmonisation is ongoing.

In my artwork, I attempt a dialogue with the viewer. I challenge them to question their bias and really look at what they believe is true. To make people really think about the inequity and tragedy in the world around them, locally and globally, and to try to connect with that small place where they can really make a difference. That is my job as an artist. To allow people to jump to the next place through an "art" moment.

If artwork can be used to make even the smallest difference in this world ...not just another "pretty picture"...this could all be worth while

Yes, the intellect can‘t lead for life doesn‘t follow. The more you create and give art, the more it is, including the art of living; remember, Carlos Castaneda said, "Discipline is the art of feeling awe" - viva la evolution. reality

With all my passions in my artworks I'll try to teach Ukrainians to smile. My art project Ah, Africa had around show since 2005 till 2010 and visit a lot of Ukrainian cities. I trust that can change something... Now I stay in Cape Town and happy to paint the life of local people. That's help many of them realize that they are very important part of the World!

I'll do my best in divulging, though I cannot promise much response, due to the world crisis and  with Europe seriously involved in it. It all sounds sofar, as if educastion, culture, art are not a priority in recession times, but in my opinion ONLY APPARENTLY,  and your open letter to Irina explains exhaustingly !

Public relations (PR) is the practice of managing the spread of information between an individual or an organization (such as a business, government agency, or a nonprofit organization) and the public – from Wikipedia

The public is ordinary people in general; community, society – from the dictionary

We would like to mark the phenomenon associated with PR: any wave arising in the society, even some absurd, gets support of a lot of people. This comprehensive phenomenon of today's global society is visible everywhere, and particularly in art. On examples taken from art fields this phenomenon can be seen distinctly. We should note also that the quite reasonable people can be agreeing with absurd, and these people are not deceived or intimidated by anybody.

Here are prime examples. First we note that everyone undoubtedly knows that the canned sharks and the dirty urinals haven’t artistic and aesthetic capacity.

Nonetheless, the most influential figures in the world of British art – artists, dealers, critics, curators and owners of art galleries – has considered in 2012 "The Fountain" by Marcel Duchamp as the most significant work of the twentieth century. Duchamp, when he exhibited the dirty urinal in 1917, openly and unabashedly taunted the public concerning their admiration for his escapade with the urinal. In his time he did not understand the phenomenon, and he did not assume that his object a hundred years later can be recognized as the most significant work of art through the entire century. Also in 2004, the dead shark canned by Damien Hirst was bought for $ 12 millions by American collector; independently that Hirt, for avoiding of any misunderstandings, has named his fabric “A Dead Shark Isn't Art”. Later the collector has donated thus expensive delicacy to the art museum in New York. This made Hirst one of the most prominent figures in art of 20th century.

Nobody forced anyone of those conscious and educated people to take such decisions. But, anything can collect people, like a snowball rolling down a hill collects snow. A lot of people are in harmony then.

We hardly believe that such kind of harmony is absurd only. Something essential should be found behind the obvious absurdity. Some hidden aim rules people. What is behind the idea "to be the same as all are?”. Perhaps, people accept this conception as consent of all together; in its turn a common consenting is associated with stability. Just consent is essential achievement, and then consent can be reached by any way and independently of the object of consent.

We can see the same trend in other areas of public life, a tendency of consent with majority. Each WISHES to support what the majority already have supported; probably people hope to obtain a guarantee of social stability by this way.

Feeling of a sense of community is old as the world. The media cannot deceive people, because nobody accepts them as a true; we never accept media in exaltation, hoping to get something unusual. Media rather is a mental public agreement, convention, rather a game than a lie. The tasks of media in this game are to indicate any PR points, and then to inform the people what they have today to agree with. People are always waiting for something to be ostensibly agreed. True is a collective consent, independently of its matter. The PR officials work hard; they tirelessly serve us with more and more bubbles of consent each time.

Some enterprising people make a lot of money on PR, but the majority voluntarily join the PR-Army not for money. There are not any differences between educated people or people without education, wealthy or poor people, etc. in PR-Army, when all of them serve some ghosts of stability. For instance, a huge mass of the public had served fascism.

Immemorial instinct of collectivism can administrate the society, but blindly only. The blind people walk holding each other. A sacrificing of the individualities according to concept "do what all are doing" could lead the society to disaster.

Some journalists, political analysts and as well politicians voluntarily join the PR-Army. They don’t pay attention that the PR-world is a fictional world. The PR officials create fictional world, let the public go inside, and then operate in their own creation. This way the PR-world jumps with the real world due to public involved. Reality is changing by influence of the PR fictions. We understand that distortion of reality in politics dimension is: it always rules us in the direction opposite to stability. Many people are afraid now that the idea of whipping up of confrontations on a global scale has already become a kind of psychosis, which can be a cause of war directly, because psychosis makes the public able to accept the fictional fears only. But, please don’t worry! It is not a psychosis, this is only innocent game to "do what all are doing" in journalism and politics. But, fictional waves generate the real actions and political steps in the real world that could have irreversible destructive consequences.

Generally accepted definitions of PR help us to mark the global phenomenon that we try to understand and we have already identified it as PR-Army and its concepts. The actions of the PR-Army according to its concepts are destructive. If we don’t discuss that PR in politics could lead the world to a global economic chaos and wars, we should tell that PR-Army confidently leads the world to degradation. The PR-Army directs the future of the world in some bleak track by depriving the reality of some essential elements, of the best ideas like the most beautiful butterflies, of true essence. In this meaning, even the innocent PR joke with the dirty urinal has discredited an art in the public opinion. Many pieces of art have not been created due to people are not interested in art any more. But we have the canned dead shark like a butterfly effect.

PR is damaging to art, and then to individual and society life. PR-Army tries to replace art with PR. But art is not lost, and could somebody get rid of the art? Even in the case with the urinal, Duchamp showed at the gallery art of design. In fact, Duchamp was only promoter of the artist who has made design of this urinal. Even traces of urine on the urinal are not by Duchamp. Why don’t we see the name of the artist-designer near the name of his promoter Duchamp? Perhaps, in that time the copyright was not developed enough. Why does a name of artist not specified until now? Perhaps, PR-Army hasn't such an order yet.

The public has lost interest in art, because the public thinks that all already know the best work of art. We couldn't agree that this work of the unknown designer advertised by Duchamp is the best work of art of the 20th century. The public has seen the works better, visiting toilets, so the public don’t visit museums. Yes, indeed, the museums of contemporary art are a scene for PR-Propaganda, but even there a lot of great things accidentally are got. It would be well to organize exhibitions of the urinals also, the exhibitions of urinal design, contemporary and historical with the names of the authors ©. The female half of humanity is deprived of possibilities to enjoy with art of the urinals in the places of its practical use, so that is discrimination. Feminist Department of PR-Army will support our idea to display this art at the museums.

Yet, even if the museums of contemporary art would be complemented with the exhibitions of urinals, they could not represent art completely, at whole. They stay preconceived and reflect only a top of art iceberg, which is displayed by the PR-Army Forces. PR-Army Forces prefer to show only themselves at their own campaign scenes such as the museums of contemporary art, but not art.

Much has been said about the role of art, but it is unknown what is now called art. Duchamp promoted art of design, and, probably because of it, design now is respected and developing freely. There are many other directions in art besides design, both old and contemporary. Sometimes arts of different directions appear at the various galleries. Although the galleries are coordinated to PR, they struggle each other for the right to be directly subordinated to the Head Staff of the PR-Army, and their strategic aim in this struggle between themselves is to get direct access to the scene of the PR-Propaganda. Nevertheless, the galleries include to their tactical-temporary tasks the shows of art too, sometimes.

There are the auctions also. It is no sense to mention them separately, because auctions are already subordinated to PR Head Staff completely. We mention them only to tell about their relationships with the galleries, for a full sketch of the considering phenomenon. When artist offers works to any of the local auctions, artist hears: sorry, but you can not participate in the auction, because you have not died yet. When you die, then come, you are welcome. Before that nobody knows how you stand. Price for dead artist is defined and convenient in use, it is stable price. Then artist goes to a local gallery and hears there: if price of you has already been determined at the auction, then we could talk about a show.

Now, when the phenomenon is understood quite clearly on examples of art scope, each reader of this article may note that PR-Army acts in a similar way in his or her sphere.

This article raises more questions than gives answers. Imagine discussion, there are various questions, hesitation, but also answers appear sometimes born in the discussion by chance, by themselves.

- PR-Army has already won the entire planet...(?)

- Who are there, in this army?

- For example I recently signed up voluntarily. From the beginning I was worry to buy only those goods, which were promoted by PR, and then I started to support everything of PR.

- Me and my friends too.

- I have been recorded for a long time ago. To serve PR-Army is my life completely now.

- Me too. I am going to be at the Head Staff soon.

- Where is the Headquarters?

- Nowhere. In the mind of each individual.

- What are they going to do with the planet?

- Who are “they”?

- “They” do not exist at all. They are us. If we have abandoned of individualities, when we have voluntarily joined the PR-Army, then we are now like no existing.

- What do, exactly, in general, the Propaganda Department promote, what are their plans?

- Whom the plans?

- They/we promote nothing. And there are no plans.

- If there are not Headquarters, strategic objectives and the Propaganda has no specific goals - then it is not the Army, but simply a disease of society.

- It is not disease of the society; it is rather disease of individuality.

- It is not disease of individuality. To be a soldier of PR-Army is a healthy and consciousness choice of each. It is a choice to give up with his or her freedom and individuality.

- Is it possible now to choose back to freedom? Or freedom can be wasted up only once

- How to treat?

Many people don’t count as a sacred duty to join the PR-Army. They are free of service and of duty to do what all are doing, so society of the free people is different from the community of PR-Army. These people are enthusiasts of their work and ideas, or just of life. They do not want to give up their individual freedom. They do not go against themselves for the sake of the concept “do what all are doing by any way, by any value, even by sacrificing of meaning of life and activity”. They do not sacrifice their individualities for common consent in nothing. They prefer to search, to be free and to create. It is an individual choice of each of them. Their choice does not contradict to the world religions.

Freedom is own way, but people forget that. Art unclose a human freedom. Freedom inevitably appears, when art tells to everybody: wish to be yourself.

Sergej Jakovlev, 2014-12-21

One day, in Paradise or in some other of the countless quantum worlds, George Friedrich Wilhelm Hegel and Oswald Arnold Gottfried Spengler have met. Hegel said,
“I know about sense of history. I understand that history is a conscious movement towards freedom. It is a meaning of Civilization.”
“Civilization should perish inevitably. Death of Civilization is its meaning and it is the end of history,” answered Spengler.
“Probably people would not agree with you. What do you think?” Hegel asked.
“Ok! We can check it. Let’s go to the beginning of the New Millennium, about 2015.”
“Let’s go and look! On the way!” they agreed.

Hegel and Spengler have reached our world successfully and then they went through the 20th century, being much impressed, and arrived to the present time as the invisible spirits.

H. Now this world looks like a global Civilization.

S. It would be called Globalization.

H. Globalization was forming earlier and has appeared first in the First World War.

S. But, why Globalization did not show itself as the First World Peace then?

H. Phenomenon of Globalization happened with advent of the mass media. Mass media organized people globally by common topics. What ideas are common for all? Fight, confrontation, violence has come into the mass media from the histories of all cultures on all continents as the topics, which were understood by the masses in the entire world. In the beginning of Globalization the mass media were able to operate only by understandable categories of fighting, confrontation and war implied.

S. In the beginning and further, what worked towards the Second World War. It was a traditional closed circle of eternal confrontation with periodical peace for preparing for the next war. Media were speaking in this semantic space more and more, which has involved more and more followers. That was not a moving to freedom.

H. When you told about end of Civilization, did you expect that Civilization might die in the nuclear war?

S. No, I knew nothing about global weapons when I was living on the Earth; I did not suppose a quick collapse. But, I noted that people were suffering with Hegel’s Syndrome. They heard from you that things are developing consequentially and then quantity changes into quality. People changed a lot of talking concerning fighting into quality of confrontations; quantity of confrontations were changed into quality of ideology and propaganda, and then all the obtained became a quality of war of high quality.

H. People tend to believe in everything they hear; people tend to imitate. What do you call a syndrome of my name?

S. It is a paradoxical phenomenon. As you know, historically people have never been free. People don’t know from the history what a freedom is. The lack of freedom consists of the bad things mostly. People apply your theory to the bad things. We should note that quantity of bad things cannot be changed into quality of good things. They come to the results, which are in opposition to your philosophy of freedom diametrically. Such a converse effect I call Hegel’s Syndrome.

H. If all the bad things could disappear like a mist in sunny day. My dear Oswald, I become pessimistic.

S. My dear friend, I hope we can be optimistic. Now I am ready to rethink my last theory. I have told about the historical cultures, but I have not seen that the principally new Culture of Globalization has already been on the yard of the Earth!

Global Civilization is civilization of a new kind, which have never been before. Such civilization can avoid crisis and collapse. Global Civilization consists of the numerous different cultures. The new theory is born in my mind, the theory of cultural interaction on global scale. The interacting cultures reanimate each other and get a new base of common development. Cultures do not contradict each other and do not lose own identities. It develops as a symphony in harmony, where each instrument of orchestra is self-evident.

H. I agree. All cultures are similar in their deep inner humanism and beauty; so communications, interactions, and development on these common bases are possible. How to implement such a shifting of attention to culture, arts, and education? Such displacement, carried out once, might rid the world of conflicts now and in the future. Carried out ones, it might come on a new paradigm of further historical development. New paradigm is outside of the traditional semantic circle, in which the world is recognized as eternal confrontation.

A spiritual dimension of human life represented by culture, arts, and education is on zero stage unconscious freezing, due to my syndrome probably. Nobody wants to wake up it. The contemporary huge mass media are not fit for the role of conductor of a new paradigm orchestra. Besides, the media are afraid that people are not able to accept something new, and people are afraid that media would give them something unusual. People whirl in the dead circle of confrontations being closed in spiritual slavery. How to avoid this vicious circle?

S. Now people have Internet besides the media. Who would have believed at the time when you lived, if someone told to people that they might have in the pockets all information of the world and possibility to communicate as quickly as thought with anyone, anywhere?

H. I could believe then. The borders of human spirit are incomprehensible. But, many probably would want to revive the Holy Inquisition. In any case, Internet can be used as a means of moving toward freedom instead of repeating the mass media or share the pictures of cats and dogs with friends. Internet gives principally new possibilities of the new peaceful era on the Earth.

People will keep away from the bad things, and then the good things will emerge. People will lose interest in confrontations and will transform the number of good things into quality of good things in the free cultural interactions. Thank you Oswald, now I believe in human spirituality again.

S. Cultural or spiritual life on the planet is very rich and varied. Arts, science, religions, and many others disciplines will be accepted in the new globally-communicative aspects. In the way of a social spiritual revival people will obtain high possibilities of creativity and then a lot of discoveries will be done. Humanity will step to a new level of development; we are wild now in comparing with future.

H. People will comprehend their free spiritual individualities, similar to people comprehend their physical and juristic individualities. Now many have the personal doctors, the personal lawyers. Would people want to have some personal creators also, such as artists, philosophers, etc.?

How such a spiritual freedom would be combined with economics and finance? May we ask Karl Marx?

KM. Hello! Karl Marx is in touch! I very like your discussion! I am happy to say don’t worry; everything will be perfect with economics! My law of concentration of production is working successfully and now the large corporations provide an abundance of high-quality goods, nothing wrong with it. There are enough of goods produced, and economics will be changed. In order to avoid a crisis of overproduction, gravitation of economics is already moving to the benefits of cultural institutions and the personal creators. To accept this inevitable revolution, people should be free in all dimensions, in spiritual dimension also. Personal inner freedom is all. The free persons will obtain on a cultural market what each of them likes personally, but not what are recommended by management games.

Only in the society of free people with the independent personal opinions such an economy may exist. That will lead to extensive development of arts, science, philosophy, and other creative disciplines.

Their products will be for exchange without borders for benefit of the national economics and freedom. Cultural things/goods/for-sale will be the essential fillers of Gross domestic product that will lead to new jobs, more opportunity, and will reform the contemporary economy. It is a replacement of industrial filling countries' GDP by filling from the creative economy. You are welcome!

H. and S. Dear Karl, a lot of thanks! Do you think we would be useful also?

KM. Yes, of course, you can be a part of the future creative world. There will be no essential difference between scientist, artist, philosopher, and others because all activities will be creative in the new creative society. This way humanity can reach all what would be imagined: prosperity, happiness, unimaginable technologies, friendship with the peaceful and creative civilizations on other planets, all! Thanks!

H. Great! I don’t know how to sell and buy a philosophy, but probably some new kind of money will appear. We are really wild now. We know that the Earth revolves around the Sun, but one day we will look at this our knowledge with the same smile with which we look now at the apparent perception that the Earth is flat. There are other spaces; what's left from the bustle of serious thoughts and objectives. Fish is free, when it is in the water. Bird is free, when it in the sky. Human does not know the limits of moving toward freedom. The borders of a conscious human spirit are incomprehensible.

If freedom is the recognition of necessity, then I'm not aware of the necessity to be a slave.

S. A conscious movement towards freedom begins. But, it is necessary to get rid of the mentioned syndrome first. Whom of people the people would sell it, to get rid of it?

H. Of course, the contemporary time is a time of trade by the unnecessary and harmful things. There are another ways to get rid of the syndrome. For instance, people tend to imitate and follow to what they wish. It is a form of life-creativity. There are not the desirable objects for imitation in the Management/PR space of competition, struggle, anger, denial, humility, and depression. To fit a time, people obey to Management, implement all imperative recommendations of PR-Army and visit the Temple of All Brands because all of that is a recognized necessity. But the necessity to imitate remains unsatisfied.

At the era of free people, all will imitate and follow the free people. It would be difficult to recognize who is free or unfree. In order to avoid confusion, all will decide to be free, happy, and full of creativity.

The new thinking in a New Era. Primary role of Culture

”Culture should accompany every development effort” - Irina Bokova, Director-General of UNESCO, has noted in her Mission Statement.

We agree with this statement and we recognize a basic significance of culture in the contemporary new times. With our Project, we would like to help a fundamentally new era to strengthen itself.

Humanitarians should actively fill up an emptiness of mental and spiritual space in the society. We call that the new thinking in our principally new epoch.

Culture is not an end in itself but a way of people’s communications.
A new era assumes that culture becomes a marker of human relations.

Culture is a unique mechanism for accumulation and transfer of knowledge between people and from generation to generation. Communications on base of culture is essence of the human civilization, which could not exist without retention and transfer of knowledge, without permanent development through the universal cultural information. The life always needs information to search new paths of development; predominantly the humanitarians infuse intellectual and spiritual content into the life.

Social and personal life should be rich and diverse, and then we will have tolerance as a natural state of the society. We all must resist to primitivization of the world, and then hatred, ignorance and intolerance will leave the planet.

There is a danger of simplification of personal self-conscience on the contemporary stage of globalization. Mostly the simple slogans repeating by media remain in so-called geoculture. But, slogans are nothing as long as they are still empty. All the ideas should be enriched from different perspectives deeply, versatile, diversely. That is a task of culture to reach a harmonic diversity on the global level.

We appreciate importance of culture in the present stage of development, and we understand a danger of the position, when culture even is not included in the MDGs / Millennium Development Goals/.

Artists realize significance of culture today, but many good initiatives by artists are not supported by the same artists and therefore such the initiatives do not gain them goals.

For instance, the initiative International Artists for Peace and World Harmony, which was launched by the New York Metropolitan Martin Luther King, Jr. Center for Nonviolence and presented together with the International Society of Artists at the 61st Annual United Nations Conference in 2008 at UNESCO Headquarters. This initiative and its presentation took place thanks to the efforts of both the UN and of the artists, but these ideas have not been further developed among the artists or at the UN.

This example is mentioned as one more description of the situation with culture at all. Our Project now is cardinally wider. It is not a local project in usual sense. We suppose a cardinal direction, which a lot of projects could consider.

This cardinal direction means that culture has to play a primary role in further development of humanity and assumes active and wide participation of the humanitarians in the social life.

Life must be of wide intellectual and spiritual content, and then a true diversity will take place. We guess that globalization has been present and developing for a long time; probably from the colonial wars and certainly since the First World War. During the twentieth century only economics and politics were prevalent on the global level. This situation has led the world to the tragic consequences. Often history repeats itself, but such repetition is not possible at nuclear times. That would be end of history. The next mankind step is a development in principally different era; in a new era of culture and humanities.

In a new era, life is changing for the better by not only the special cultural institutions. Everybody's activity is correlated with the good of entire mankind, because culture is a regulator and coordinator of human relations. In this sense, all of us are the humanitarians and we should comprehend that we influence on mankind in whole from our individual places.

Our Project let us know that we are already living in a New Era. All of us are not the slaves of absurdly-pragmatic past; though the humans have never had a meaning like robots forced to feed own physical existence, and then forced to kill each other and children in the wars. We let beauty and happiness live in our hearts, and we admit new human meanings into our minds without any fears and suspicions. We should actively be oriented to the Millennium Development.

The new thinking in a New Era, it is when businessmen, politicians, scientists, religious leaders, artists, etc. perceive themselves not only as belonging to the certain markets, parties, organizations, etc. but when we are aware humanity owing to culture. We do not close ourselves into narrow frames of our institutions, professions, markets and local deals, but we share with others our knowledge, words, music, films, dance, paintings, plays and ideas. Then we are the humanitarians, and to be so is a foundation of human happiness and a base for further social development.

Our Project is aimed at the people's awareness of a primary importance of culture in the New Millennium.

Awareness of a New Era already exists in sphere of art. This is a result of hard work and sacrifice of many generations of artists. Artists already do not consider themselves just as a part of the art market or the entertainment market. In the society artists also are recognized rather as the seekers of new ways, as the human researchers. Thanks to the humanitarians, as well the artists, people are not confined tightly within pragmatics in their lives, so a cultural development of mankind continues.

Before now a finances reigned supreme, but art hadn't access to the global level. It is why mostly the arts of extreme, shocking, paradox and absurd could break through pragmatic and political walls and got a global fame in the last century. To explain this thought, a few names could be mentioned. It is by such artists as Richard Serra, Marcel Duchamp, Damien Hirst, David Cerny, Tracey Emin, Marcus Harvey, Andres Serrano, Christo and Jean-Claude, and others.

It is not necessary any more to be oriented to the extreme art traditions. The arts are recognized more responsibly nowadays. There are the national and international systems of art institutions and the curators. Our Project is designed to inspire them to help culture to take its relevant place in the New Millennium.

The humanitarians, including artists, are responsible for the destiny of culture; therefore we can not be passive. We are aware of the great importance of culture more keenly than currently people from the governmental or financial institutions; therefore we should understand and then solve the problems by forces of existing art resources and personally. Our Project is designed to inspire all the people living in a New Era to create a new world; a world of culture.

The first and main problem on the way to the significantly different new world is that culture now is considered as a secondary part of common trade marketing. But, culture and art can not exist on the same rules of mass-market goods and services. We need to distinguish between a marketing machine and a cultural life.

Existing now marketing is unacceptable regarding culture. For cultural objects a special Public Relations should be created.
We do not observe all targets in this opening statement. All that will be set up by the efforts of people who are already interested in culture and who would be involved, independently of their occupations and activities. The more people could be involved into the cultural life, the quicker favorable conditions for existence of culture would be accomplished.

Culture can never be a slave, by definition. Freedom is always free, but freedom can be invisible when freedom is in the status of a slave. Together, we should develop and implement projects that would have brought culture out of a slave status. Culture should become visible, and then the more people would wish a dignified and interesting life.

We are seeking for the like-minded people for joint work with Projects oriented to the Millennium Development.

When Artist offers works to any of the local auctions, Artist hears: sorry, but you can not participate in the auction, because you have not yet died. When you die, then come, you are welcome. Before that nobody knows how you stand. Price for dead Artist is defined and convenient in use, it is stable price. Then Artist goes to a local gallery and hears there: if price of you has already been determined at the auction, then we could talk about a show. As a result, homeless Artist dying of hunger, and so Artist remains unknown even after death, even among a few people, and then art disappears forever.

Collectors pay incredible money for the works of very small part of artists, who have managed to become known today through media and prestigious galleries, but whose works may cost zero tomorrow. Big biennials, the art fairs and auctions remain small and local ones in the times of globalization. They stay preconceived and reflect only a top of art iceberg, which is displayed by the PR-Army forces.

But, the way out of this situation probably runs through the well organized world Internet auctions, which will let art to be related to people wider, and so it will be not something artificial as a dictate from the PR-Army headquarters. Therein people will do their own choice. Critics and journalists do not lose a job. On the contrary, instead of to be the soldiers of the PR-Army they would get a new inspiring area for the interesting researching of independent art development.

Art is related to each of us as a dimension of freedom in social and personal life. Freedom is always free, but freedom can be invisible. Each of the true artists has somewhere the lovers of his/her art, but they are invisible for each other. The wide possibilities of Internet auctions will let all the artists to find their art lovers, and let people to find their artists, probably from other side of the planet.

Each of people is a potential or real purchaser or collector of art and needs in wide information about now art. Probably, Internet auctions can help. To create a net of Internet auctions, where all the now living artist will represent their works. The survey, which would help to understand better the customers in the global art market, can be a beginning of the new wide and free market of art.

Who Want to Be Closed and to Assume the Worst?

(reflections concerning ROLE OF ART caused by Ukrainian events)

Human being is a limited creation. Memory is limited, consciousness is uncertain, mind is unstable, and human life itself is also finite. Indeed, “Where do we come from? What are we? Where are we going?”, a population on the planet lost in the brilliant star space of eternity.

Nevertheless, human nature is optimistic. Imagine that a survey of public opinion concerning the questionWhat would you prefer, either to be closed, to fear of everything and to assume the worst, or being open, do not be afraid and to assume the best?” would be done everywhere over the planet in all places where people are.

Supposedly, a lot of people prefer second direction, independently of their races, nationalities, states, including even the smallest separated tribes in the mouths of Amazon. All people are similar and equal as the humans; all people on the Earth have the same main categories. The process of human formation from monkeys has been successfully completed at that time, when all of the passive participants of this process have realized that they already became people. All of people have already been done, happened as the humans, and now we can analyse our main common categories.

Openness. This category holds a spirit of exploration, curiosity. Friendliness, kindness, a believing in goodwill and desire of the new mutual penetrations are proceeding from it. Willingness for the life rules people to rush towards the unknown worlds and to each other. The virgin nationalities and savage tribes went towards their enslavers, colonizers and killers. Thousands times such reckless openness led people to enslavement and death, but independently of huge negative experience and oppositely to surviving, such aspiration implying confidence, courage and hope for the best stays an ineradicable human essence.

Art, as an ability to creative imagination, is also ineradicable and primary inherent to people. Our happy imagination is ruled by our openness. The same now we send the signals into the cosmic space to inform aliens about earthlings, as the virgins. We can imagine the different variations concerning the future, but the future depends on what we chose now; our choice depends on what we are now. The future is in act of building according to our imagination now, independently we are alone in Universe or not.

Fear is a primary category too. This category of self-rescue and protection is opposite to openness. Fear leads to limitations, to close circuit. Intolerance, anger, hatred, aggression come from fear but they are not primary in a human nature. Some call these human qualities a truth of human, but it is really not true. Such human qualities are only the derivatives of fear. We all feel that we should get rid of such excesses generated by fear.

Art is incompatible with fear. Art is able to recognize truth and unable to be untrue. There is no truth in closed area because there is not enough of knowledge for development. Survival and common benefit can be achieved by openness and tolerance, by coming through the illusive barriers emerging from fear. A broader view from the standpoint of freedom leads to the knowledge and development. It is a permanent way of comprehension the relative truth.

Art is useless thing; art is not close to the useful theories but pragmatism is not an end for humans. Art is unnecessary thing because it does not produce any benefit, neither for some separated unifications of people nor for humanity at whole. Art is closer rather to salvation than to survival. Art only reminds us that the humans have a beginning but no end.

Sometimes a transformed fear and total idea of survival push some unstable minds to the dictatorships. Now the new forms of financial-political dictate are appearing. If there are not enough of tricks, then the tested old forms of nationalism and nazism are also used. An indicator of liberty is when a person does not feel to be squeezed in the conventional frameworks of useful theories, when person does not feel closely and stays simply happy.

Art is inseparable from happiness; even tragedy, lighted by art, can be accepted as a bitter happiness, as a bitter step to liberation of love. Art is freedom so art is never being compatible with any form of dictate.

Dictatorships can be identified by its main characteristic - the fact that human life has no absolute value there. Dictatorships of any kinds appear when a person is considered not as a goal but becomes a means only, when a person is used for something else, besides human as such.

Art considers a person as a purpose always; never as a means.

Now is as a summary. Imagine that there is no art on the planet and art has never existed. What would we do then? Who are we then? Certainly we would be restricted creations; each of us would be closed firstly inside of own individuality with borders between each other and people around; secondly, we would be closed in the limited spiritual and intellectual space, where pragmatic dictate of surviving is total but in the same time a human life has no any value. We would be too closed, fearing and waiting for the worst.

Such situation cannot ever be because art inevitably appears everywhere in the moment when someone tells: imagine! Art does a pre-emptive step of tolerance and goodwill. Humans have a beginning but no end.

Discussions on the New Millennium touch all of us because we agree that the New Millennium has come. This is obvious at least because we understand that the old times can not be continued anymore. We can't hide this fact from ourselves. We're not able to get away from the new times.

Many readers of the article “The new thinking in a New Era. Primary role of Culture” agree with its direction and we would be glad to act, but we need the certain ways of activity, some projects. What kinds of projects would be relevant to the New Millennium? But first, we should note that we are still people of the old times. Therefore, we need to understand a New Era and to change ourselves accordingly. This understanding and transformation we would begin from identification of elements of absurdity in the contemporary personal and public life. We don’t invent any utopias relatively a New Era, we only try to identify elements of absurdity, which degrade our human dignity and make us fools.

We suppose a free research, impartial analysis build on intuition also. We can consider it as a kind of creative activity; each person can become an artist inspirited on such research. One's inspirited eyes observe the details and a whole. One can recognize the forest in a lot of trees; one can know an elephant, when one looks at the fly sitting on the elephant. Eventually, it could be interesting and exciting experience.

We try to explain it on example from sphere of art, related to all, because art explores reality. Let's analyze the contemporary art market. There are many collectors worldwide. Are they guided by own tastes and preferences or by something else? We hardly can believe that there are too many people with lack of taste among them. Rather, they buy what are recognized, popular and recommended within the art market. Consequently, some collectors are guided not by taste, intuition and love to art, but they consider art as an investments area with the purpose to keep and increase money. We do not talk whether it is well or badly to reduce an art to one of the branches of ordinary commerce. We should only note that the contemporary art market is seeming, unreal phenomenon. Why is it so?

If the marketing of a mass trade operates correctly in its own area of goods and services, the art marketing is a conditional game on creation of conditional popularity and a cost for any conditional thing. In order that the art market could be real but not contrived, first, figure of artist should be completely integrated into the market. But, it's basically impossible by definition of artist as a free individual researcher. The individual artists have not been melted away in water of commerce even during the old era. Secondly, a New Era has already come.

Some collectors continue to obey the recommendations of market experts, who often are people of the old thinking, those who formally apply integral principles of a mass trade into the specific sphere of individual arts. According to their mute belief, people are the passive slaves, the small screws of the financial machine, who don't have own opinions and who are obedient to suggestions. It is one of the wrong old concepts concerning human. Perhaps some of devotees of such concepts do not realize clearly their own beliefs, but it is manifested in their actions. They are looking for a fit inside the existing art market, but they do not try to change anything. Although they are creators of the art market too, they create it according to the concepts they believe. They submit themselves to the machine, which they create by themselves, suppressing own senses.

New Era of culture sets us free and opens our eyes. Some of things what are now called “art”, but which are not an art indeed, will be depreciated to zero. People of the new thinking don’t support commercial games, which displace art and artists, and they expel the commercial gamers from art temple. The art market is going to collapse in its contemporary form. But, the new collectors create a radically different art market of a New Era.

What is a difference between the past and the New Millennium? We understand the New Millennium as the new times, as a New Era. We feel the new times as something other than tiresome and senseless games of absurdity, and every time we analyze from the points where each of us in the life right now is, from one's known sphere of activity, and then we share our studies with each other. We are feeling and agreeing that changes are inevitable, a principle development should be, and we would like to discuss the essential topics of the next times.

The strategy of our Project is a creative thinking on identification of absurdity in personal and public life. We aren't going to agree or disagree with those who believe that life is absurdity in general. Such researches are beyond the scope of our Project. But, why do we close silently eyes on the obvious elements of absurdity in our life? Eventually, it is even not correct to keep silently that the king is naked. There are too many of absurd things in the different spheres, but we don't recognize them. It is a danger that after overcoming of some critical level of absurdity some explosion can happen.

Either we neglect everything hoping that all should be developed in the best way by itself, without our reflections and participation, or we are naive. Therefore, the goal of our Project is to submit the Millennium Development for extensive public discussionThat means to observe, to reflect, and a main aspect is to share and discuss. The personal opinions can be wrong, but the truth is born in a dispute. Our views with widely open eyes would be not only interesting and fascinating, but cheerful too. It can become a wide new field for media activity. Moreover, the three whales on which traditionally media lie up - sports, politics and business - are too tired, they need a rest. In any case, it would bring a positive variety into the life.

We, as artists of ISA, stand at the epicenter of what we know as an undeniable truth - that the global human family has an inherent deep quest for peace and harmony. As creative representatives of the broad spectrum of human endeavor, we pledge our efforts to continue what we as artists have been doing for centuries. But we are now endowed with new zeal and even deeper conviction that our work has the power to open portals of new dimensions in human consciousness. The alchemy of colour, form, movement and mystery inherent in art fertilizes the seed of imagination that resides in all humanity. As we advance and expand our vital humanitarian mission, we take pride in joining the United Nations' initiative “International Artists for World Harmony” launched by the New York Metropolitan Martin Luther King Center for Nonviolence with support of The World Council of Peoples for the United Nations.

Let us perpetuate cooperative communication among us – producing important international theme exhibitions, sponsoring educational forums and programs, creating and distributing new age publications, and inventing far reaching, new visual languages that employ universal movement, sound and symbology. We, both collectively and as individual artists, must simultaneously initiate economic enhancement projects as we will encourage the human spirit to reach new heights.

In this new paradigm of the twenty-first century, humanity’s quest for peace, tolerance, love and harmony is treading exciting new paths. We take pride that our collective work has contributed significantly to the creative footprint of this era. Among the vast galaxies of our wondrous universe, and within the scientific context of three-dimensional reality, artists are vibrant creative living organisms that occupy a unique and vital place in the membranes of civil society. Thus, we as the International Society of Artists clearly recognize the precious gift we possess: the ability to affect physical space and consciousness through our expressions in sculpture, painting, installations, interior treatments, space design, literature, poetry, dance, cinema and music. We join our hands and hearts with Society of Caribbean Artists and other men, women and civic organizations throughout the world who are also dedicated to the use of creative energy towards the upliftment of humanity from the bowels of hate, intolerance and violence.

We strive towards a New World Order dedicated to global harmony and progress. Through our work as a united creative force, we hereby make a commitment to discover and provide our indigenous and global communities with those universal visual, audio and movement equations that enhance our central commonalities as human beings. We as creators illuminate and celebrate life’s joys as well as its challenges.

ISA, in all its diversity, celebrates our oneness.
ISA, in its noble mission, speaks to the light within us all.
ISA, in its lofty goals, reaches to illuminate the world.

We are living in the beginning of the Twenty-first century. The Twentieth century was a century of bloody revolutions and wars. But, the Twentieth century was also a century of people of good will, such as Mahatma Gandhi, Nelson Mandela, Martin Luther King Jr. and milliards of people who devoted themselves for humanity. That was a total battle of evil against humanity. People have won in this conceptual battle. Now we have all the possibilities for peaceful development in the tolerant and harmonious world. The future depends on us, who are living now.

Life is something greater than we sometimes passively agree to. The world and the human essential is a great and boundless realm. Art is able now to restore a wholeness and fullness to human life. It is a role of art to support a spiritual dimension of human life, to open new horizons of human meanings. Art now, as always, is a way to peaceful understanding between people and nations; art provides a deep human quest for peace, for individual and world harmony. Art should give us a real feeling for life in the contemporary decisive time. Art is humanism.

Vincent van Gogh said: "I tell you, the more I think, the more I feel that there is nothing more truly artistic than to love people". It is true that Art is for the people, for the world, for life. Art truly unites all of us by the best of human heart and soul. Artists are standing up for a human spiritual independence with their hands, with their hearts and with their lives. It is a standing not against the world; it is a standing for the world, for the peace and world harmony.

We have created the International Society of Artists (ISA). Herein we have formulated goals and strategies that have arisen out of our standing. The main task is to restore a prestige of Art all over the world. In this way public interest in art will be obtained for the benefit of all humanity. Art will become recognized as being an important part of human life. We hope for people's understanding and support. Achievements of human imagination are vital part of everybody’s life.

The idea expressed by Kofi Annan, "Art opens new door for learning, understanding, and peace among people and nations." is similar to the prophesy of Fyodor Dostoyevsky, he stated, "Beauty will save the world." Mahatma Gandhi has written on the wall of his house, “I do not want my house to be walled in on all sides and my windows to be stuffed. I want the cultures of all lands to be blown about my house as freely as possible. But I refuse to be blown off my feet by any.” Martin Luther King has said, "If humanity is to progress, Gandhi is inescapable. He lived, thought, and acted, inspired by the vision of humanity evolving toward a world of peace and harmony.", and, "I found in the nonviolent resistance philosophy of Gandhi... the only morally and practically sound method open to oppressed people in their struggle for freedom."

The future of humanity is a peaceful way of freedom and spiritual independence. Different nations and cultures can enrich each other whilst maintaining their individual identities. Art is the universal sphere of human activity where such a way is provided. Each man and woman, each national culture and each religion has a deep inner beauty. We hope for tireless and enthusiastic people, and we remember the words of Edmund Burke: "The only thing necessary for the triumph of evil is for good men to do nothing".Contemporary time unites artists from the different countries, all feel such necessity. It is why there are a lot of the international art-events in the contemporary world. Idea of the worldwide artists’ organisation, where artists have possibilities to communicate directly and can do some real steps, arose from this actual situation. Artists supported this idea and the International Society of Artists has been founded at the Florence Biennale 2003.

Artists are responsible for the destiny of art and for role of art in the contemporary changing world. The future of humanity is a peaceful way of freedom and spiritual independence. Different nations and cultures can enrich each other whilst maintaining their individual identities. Art is universal sphere of human activity where such a way is provided. Through the arts an idea of peace and world harmony is going without borders and deeply reaches everybody, because each national culture and each religion has a deep inner beauty. Beauty truly unites all people by the best of human heart and soul, by love and joy.

According to United Nations Millennium Declaration, “Differences within and between societies should be neither feared nor repressed, but cherished as a precious asset of humanity. A culture of peace and dialogue among all civilizations should be actively promoted.” With support of the United Nations the International Artists for Peace and World Harmony Organizing Committee has been created. We are for the world without violence and wars; we are for human freedom on the planet that everybody is not a victim or oppressor but a free happy person of good will. Such perfect world is achievement of the human imagination, and arts will help people to reach their best aspirations.

Universal Human Rights and World Harmony

The Universal Declaration of Human Rights appeared and had the possibility of existing only in relatively recent times. Before the 20th century people discussed only the rights of different groups. The Bill of Rights of England, the Bill of Rights in the United States, and the Declaration of the Rights of Man and of the Citizen in France are not the forms of universal human rights. They have constituted mostly the limited political and legal agreements within specific political circumstances without constituting of universal human rights.

Neither the Greeks nor the Romans had any concept of universal human rights; slavery, for instance, was justified both in ancient and modern times. The impulses which led to creation of the concept of universal human rights occurred in 20th century during a time which is known to us as democratic. Within the democracy not only the philosophers, but all people became able to accept a thinking concerning the question of what the human being is, and about the meaning of this in a universal sense. But also, during a time of 20th century which is known to us as totalitarian, a total compulsion had a place and the fascists had even brought the biological and other experiments on people into action.

In the decisive times of 20th century people of different nations came together and created the UN in their mutual struggle against fascism, racism, and all forms of discrimination and oppression. During the human struggle for humanism all the ideas and impulses concerning Human and Humanism emerged in their universal meanings. The Universal Declaration of Human Rights formulates and gives basic shape to concepts of Human and Humanism in universal sense. We are now able to freely discuss idea of the human being in a universal sense, independently of our background such as national, racial, religious, political, social and cultural.

Conceptions of the human being and humanism are continually being formed with new times bringing new meanings. In the contemporary time - we can speak of our time as being a time of good will - we understand that humanism is associated with Freedom. Freedom is related to Happiness. People have the right to be happy. This right includes: the right to have the individual ideas; the right to the individual researching of life; the right to free communications; the right to free choices of activity such as education, profession and the direction of individual harmonious development. We open happiness inside us and we bring out our happiness into the world. We have the right to choose those activities which make us happy, which enrich spiritually the world. In the words of Barack Obama at his inaugural speech: “The time has come to reaffirm our enduring spirit; to choose our better history; to carry forward that precious gift, that noble idea, passed on from generation to generation: the God-given promise that all are equal, all are free, and all deserve a chance to pursue their full measure of happiness.”

We need to form the ideas of Freedom and Happiness out of our own consciousness and then to change the social conditions around us in a spirit of brotherhood according to our individual understanding of freedom and happiness. In the complex kaleidoscope of social relations each of us sometimes can involuntarily be a victim or oppressor, even simultaneously. Often the oppressor doesn’t know that he or she is oppressing, and victim often doesn’t know that he or she is being a victim. We all involuntarily deprive each other of freedom and happiness. Human society should avoid compulsions of all kinds whenever possible nor make any experiments with people including social and political. The world will become freer and happier as we increase our understanding of what Freedom is.

This is not a path of struggle but the way of good will. This way becomes possible in the New Millennium. Economical, political, and social life forms the world, but now the personal, individual life plays a universal role in the formation of the future of humanity. World harmony directly depends on the individual harmony of each of us. A harmonious world consists of harmonious and happy people. It is a vital necessity of everyone to have on the way of good will the right for a spiritual freedom and independence.

Art and culture are unique in the universal sphere of human activity, being able to provide the right to a spiritual freedom and independence in a spirit of brotherhood for everybody. In our time we need to talk about the great importance of a spiritual dimension of human life. Andre Malraux has noted in 20th century that the 21st century will be spiritual or it will be nothing! In the conditions of a spiritual vacuum any banal myth can rule by essential part of people and push society into disharmony. But, art and culture with their universal language, due to their unlimited ability for a deep exploration of the world and people - and the diversity, variety of life shown by art - can help people to reach a world harmony.

Achievements of human imagination are a vital part of human life. People are imagining a picture of the future now, and the future depends on us who live now. We are not apologists of the modern myths, for instance that one which adapts Darwin’s biological theory to a human society. We are for the world without violence and wars; we are for human freedom on the planet, when everybody is not a victim or oppressor but a free happy person of good will. Such a perfect world is the achievement of human imagination. The arts will help people to reach their best aspirations in a real future.

I first met Sergej Jakovlev in Montreal, a few years ago; he spoke to me about the ISA at that time: it was very little at that time.

Then, reading this manifesto today, short and simple, brings a brand new potential from my viewpoint. I'm a French canadian living a few hours north of
Montreal City, close to a lake. I released a manifesto of ALCHITECTURE this summer, creating a name for interdisciplinary art, making it a single art, the art of ALCHI (dosage) TECT (skills, techniques). Interdisciplinarity seem to be the very key element that survives all chats and diners and moments speaking of "art movement" with very different artists. Almost everything else is accepted or refused, creating clans, difference on viewpoint.. but, after a few years being around, being a collective creation organiser, ...interdisciplinarity, including science and sociology (organising humans in a project is quite an art just like organising colors or tones) seems like a
cornerstone to a massive unity.

I also "found" a common "enemy"... the Specialitary Regime

To have people unite, the presence of a clear enemy is quite useful, it is quite the most efficient mode for keeping nation unity right now in a few countries. The terrorists are an EXCELLENT example...

If we take a glance at the Specialitary Regime, it is present in communism as much as in liberal regime and others... I like to date it to Taylor and Ford, probably in
England also... last century... In the industries, men and women were suddenly no more working on the different parts of a production, they were only used for this little thing there, or the other, screwing all day long, sewing this part of the shirt, while someone else is sewing the others... same thing for cars... anything and everything after a while. It then expended to the way we organise the state, the functionaries (civil servants) only work on one little aspect of the whole... and also in the educational system... earlier and earlier, children must choose a specialisation and let behind all other spheres of knowledge.

Specialisation got the artists also, having them identify themselves to a specific part of the field.... art being already only a field of the "renaissance humans".

As I started to evoke the Specialitary Regime, people all reacted the same... saying that they never thought about it, but, once they thought of it, it makes a lot of sense.

1 - Having an enemy is necessary for unity.
2 - This enemy must not be a specific person or organisation.

If we look at all scales of the actual situation on Earth, specialisation is quite the root of a lot of
problems. Specialisation have a link, I think, with the
Babylon story... each specialisation creating
their own words to name things.

I realised that it is interesting to rethink our society systems with a new objective (multidisciplinarity - multispeciality). Other idea that fits with this is R&D governments. Transferring military budget on R&D would satisfy the right and left wings all over the planet. This kind of government would have something like the "military service", but in R&D, some research and development service. R&D is probably the most evident field of action that combines Arts Science and Economics...uniting everyone.

Artists are so important, but, since I have always been as much an artist as a scientific researcher and sociologist, I feel that we must somehow bring with us the young and brilliant inventors, researchers also.

Here are the main concepts I propose:

the Specialitarian Regime
the Alchitecture
the R&D Government
+Cymatics to be more exposed

I would also like to get your attention on a field of science that seems to me like a meeting point for science and art. CYMATICS. Hans Jenny did a lot of key researches in this field and he was a scientist and an artist. Here is a link to the wikipedia page:

I just got a one year subvention to create a DVD that will expose cymatics in a simple and esthetic way,
combining music therapy with it (my partner in this project is a music therapist and violinist).

The objective is to lauch a massive movement for development of this field, since it bring a completely
superb alternative to pharmaceutical medecine.... it is also a field that may give us ways to grow tree and plants many times faster under certain vibrations. I "work" with some people in the field to develop new ways to explore cymatics.

I hope that this message will help somehow the evolution of the global movement for a sane world order. It seems like we all work together without a clear structure: I personally think that this is what makes us strong, powerful.

Please accept my very best words and thoughts.
