 Short Biography

Dr. Scott Fowler (Docent) received a B.Sc. from Minot State University, the USA in 1998, an M.Sc. from the University of North Dakota, the USA in 2001, and a Ph.D. from Wayne State University, the USA in 2006, all degrees in Computer Science. During 2006 – 2010, he was a Research Fellow in the Adaptive Communications Networks Research Group at Aston University, UK, and Sony Ericsson R&D lab, UK, where the research focused on multiple services in Next Generation Networks (NGNs) in both wireless and wired, and the project team was composed of multi-disciplinary/multi-institutional partners from industry and academia. Since 2010, he has been an universitetslektor (Associate Professor (US)) at Linköping University (LiU), Sweden, as a member of Communications and Transport Systems (KTS) a division at the Department of Science and Technology (ITN) at LiU. His research focuses on Artificial Intelligence, Machine Learning, Optimization, Digital Twins, Internet of Things (IoT), Cloud and Edge Computing, Wireless Communication Systems, Cyber-Physical Systems, Human-Centred Digital Systems, and Data-Driven Decision Support for resilient and sustainable applications. Research in these areas has been supported by organisations including Horizon Europe, the European Union Seventh Framework Programme (FP7), the Excellence Center at Linköping-Lund in Information Technology (ELLIIT), Ericsson, and Ascom. International research experience includes a Research Professorship at Xi'an Jiaotong University, China, funded through EU FP7 in 2013, and hosting a Fulbright Specialist from the United States in 2011. A Senior Member of IEEE and a Senior Member of ACM, Dr. Fowler has served in a variety of leadership roles at IEEE conferences and workshops, ranging from Technical Program Committee member and Track Chair to Symposium Chair, including Symposium Chair for IEEE ICC. Been invited Speaker at the 3rd International Workshop on Cyberspace Security (IWCSS) in conjunction with the 7th International Conference on Smart City and Information (iSCI).  He was the Special Interest Groups coordinator for IEEE Communications Software (CommSoft) Technical Committee from 2012-2017 and IEEE Communications Switching and Routing Technical Committee (CSR) Technical Committee from 2017-2022.   Currently serving as the Vice-Chair for IEEE Mobile & Wireless Networks (MWN formerly CSR)) Technical Committee since 2023-Present, before was the Executive Secretary 2021-2023.
