Project Definition


The aim of SAHEL project is to provide a flexible formative program in the field of healthy nutrition able to ensure that rural business – a way to ensure a good quality of ecological food in the EU – adapts continuously to the changes and demands of the new society and habits. The learning tool will be conceived as an e-Platform focused on the main priorities highlighted by the local community such as: -natural food, agricultural products, environmental protection, rebuilding consumer confidence in food safety, promotion of traditional healthy food, as an instrument to offer to the European citizens new attitudes in favor of respect and understanding of a healthy nutrition, based on natural resources.
The beneficiaries of SAHEL partnership are individuals whose skills will be updated: adults, adults without basic qualifications living in disadvantaged rural areas as well as trainers. The partners involved in the project will teach a group of specialized persons in adult education, focused on training activities, able to maintain the contact of the trainers with the main target groups.
A first part of the program will be dedicated to the e-platform devoted to healthy food,   healthy life  and dissemination of information related to the EU programs on this topic. The partners will organize exhibitions and traditional festivals in order to promote their specific food products, will arrange seminars to promote healthy nutrition style and will prepare an e-cooking-book, as well as informative materials devoted to this topic. SAHEL is willing to become a pilot program in institutions, aiming to evaluate the development of rational nutrition, based on balanced diet and healthy lifestyle, in order to re-discover the benefits of fruit, vegetables and good cooking habits.

The Purpose (Mission)

The SAHEL project is focussed on some major requirements on training, development of materials and methodology, to meet some of the crucial challenges in the rapid changes of needs for health and nutrition due to a large explosion of fast food and to the easy access to unhealthy life style. The nutrition information is not enough reaching out to vulnerable groups in the society and the changes in lifestyle are strongly affecting the health situation of these groups.
As specific objectives, SAHEL intends to:
– To promote the exchange of methodologies, learning tools, books, experiences through human resources (organizing personnel, learners) in the field of health nutrition;
– To create a global and flexible platform, easily up-dated and able to facilitate the multilateral learning using accumulated experiences;
– To watch and analyze how European citizens of the involved countries use such innovator methodologies;
– To educate training staff to develop new strategies of training activities well suited to different goals of each group;
– To improve creativity by an e-platform as e-learning tool, to develop new skills, to motivate participants to improve their knowledge and to create job satisfactions;
– To enhance non-formal and informal LLL educational activities of adult persons;
– To provide the possibility to integrate citizens with disfavored social conditions (living in severe rural areas and marginalized people); in this context, after brief interviews and questionnaires of this disfavored category, the specific columns will be particularly focused on the needs, requests and demands of this unprivileged category.
By its specific rubrics (i.e. “In the pipeline in agriculture”, "A new cooking recipe per day") devoted to the main needs and the demands of each country involved, SAHEL project will contribute to set-up people working in rural areas in order to improve the food or agro-tourist diversity as common objective of future EU strategy development;
- To increase the attractiveness, accessibility and effectiveness of adult participation in learning activities
Through its aims and objectives, SAHEL addresses directly to the objectives of Grundtvig program. Through SAHEL and its interactive e-platform, the partnership is willing to respond to the recommendation of the European Parliament and of the council of 18.12.2006 on key competencies for LLL, accordingly to the procedure of Article 251, by developing and updating of adult key competencies.

These are the targets we want to meet

SAHEL is willing to become a pilot program in institutions, aiming to evaluate the development of rational nutrition, based on balanced diet and healthy lifestyle, in order to re-discover the benefits of fruit, vegetables, dairy products and good cooking habits.
The topics of the seminars will be associated to an interchange of experience based on the development of pedagogical and innovating practices in rural areas, related to the active and responsible citizenship.
Based on the professional analyze of need questionnaires made by the partners with high expertise from NO and NL the topic of each mobility will be extended to a series of aspects linked to: biological nutrition, support of disfavored persons,  environment protection, contributing in this way to attract the interest of adult learners. They will also benefit from significant information or counseling through the project e-platform and its columns.
With its partners, high experienced in Nutrition, Health, Environment and Pedagogy, gained in previous EU programs, the project will be focused also on the sensitive problem of training needs on the work market, for ethnic minorities and immigrants. In this context, a training course on “Cooking, Diet and Nutrition” for immigrants, refugees and ethnic minorities will be prepared and developed in the frame of SAHEL partnership. The project has also the intention to respond to the pertinent needs in minimum knowledge in ICT of the aged population, who have a limited access to INTERNET, or for adult people who, by other reasons are outside of the information stream within the each country.
Many institutions form this partnership will prepare seminars and programs devoted to people from disadvantaged social groups, especially for older people devoted to Nutrition and E-communication in EN language, the language of the partnership. Thus, SAHEL project will clearly respond to the increased needs in development of e-learning skills and teaching material across Europe, to exchange good practice experiences among trainers and adult trainees.
The development of SAHEL partnership will put great accent on the management of health and nutrition issues having the intention to substantially improve the quality of adult learning in disadvantaged EU rural areas. Through its innovative across boundary opportunities (mobilities and e-platform) the project will have a relevant and significant contribution on the improvement of  the quality of life for elderly people.

This is how our organization will gain

Although there is a considerable consensus of opinion on the important role played by diet in achieving and maintaining good health, there are still many unsolved and controversial issues.
The SAHEL partnership offers a palette of activities and informal education focused mainly on employability and entrepreneurship in rural business and agro-tourism.  Great importance will be attached to disseminating information, knowledge, methods, skills and success stories as widely as possible. The edition of an e-platform in different languages (Greek, Romanian, Italian, Norwegian, Spanish, Dutch, Turkish and English) will be an interface between adults working in food or agro-tourist sectors through formal and non-formal education in order to introduce the innovative practical training and formative environment as well as marketing solutions for the promotion of natural healthy products. The bottom line will be linked to the opportunity of integration and reintegration into the local labor market through getting pertinent information and guidelines for integration by self-directed learning programs in a very friendly and easy to use training environment, the e-platform, able to facilitate this activity of both actors - learner and teacher, to overcome barriers related mainly to motivation and self-confidence to (lifelong) learning.
As regarding the relevance of the topic for the country involved in SAHEL partnership, all recent studies reveal the importance as follows:

SPAIN: The topic of the project SAHEL is an up-to-date one in Spanish society nowadays. The Spanish Society has changed during the last years by affecting nutrition to a great extend. The Spanish people eat a lot of take away and fast food products, various nearly cook aliments having a bad effect on their health, in such way that the levels of cholesterol and diabetes have increased dramatically. People do not realize how important is to have healthy life habits and the methods to get them through healthy nutrition factors and sport. SAHEL will be an excellent opportunity to teach adults how to keep their body in an optimum condition.

ROMANIA: For Romania, the project SAHEL represents a very appropriate and actual subject with a great impact on adult learning people. According to a study realized in 2009 by Abbott Laboratories, Romania ranks third in Europe on this disease (obesity) among women and fourth among men. Also, in Romania there are over 3.5 million obese, of which only 10% attend a medical examination and only 1% is included in a national program of education against obesity.
 According to the Federation of Diabetes and Nutrition Diseases, 25% of Romanian is downright obese, while 50% have problems with extra pounds, and yet most people do not realize how serious the situation is, only 1% presenting to the doctor. The situation isn’t worrying only in adults. A study by the World Health Organization show that our country ranks third in Europe in terms of obesity among children.

ITALY: Italy is a Mediterranean country with tradition in terms of diet and health nutrition, based on consumption of fruits, vegetables, potatoes, fish and olive oil.  The diet is known worldwide under the name "Mediterranean diet".
This diet was abandoned in the sixties and seventies when it was considered unattractive, in comparison with other modes of nutrition and recipes borrowed from other countries, mostly from America. Worried about the explosive rise of certain diseases such as diabetes, bulimia, obesity, the Italians started to realize the importance of traditional foods and return to reconsider the Mediterranean diet.
The problem of nutrition, based on traditional products, started worrying even the European Parliament which has become very careful on this subject, after main scientific studies showing that, a correct diet, accordingly with the principles of „Mediterranean diet”, reduces cardiovascular problems, cases of Alzheimer's disease and different types of cancer.

THE NETHERLANDS: The Xgrant R. BV Society from The Netherlands works with unemployed adult learners, and hope that through this project will have an excellent opportunity to give them new skills and chances to a new healthy life. Sustainable development is a key topic in Holland and Xgrant R. BV made already a study on this subject; in this way, the SAHEL project could combine this study with the need for work and education. One of the targets of Holland is to find new ways of employment and to point people towards unexpected possibilities on the labor market based on health food products.

NORWAY: Norway is a Nordic country based on the Nordic welfare state model with a public health system, free education. In Norway there is an increasing number of immigrants and refugees, in Oslo about ¼ of the inhabitants being immigrants or having two foreign born parents. Many of them are not able to read and write in Norwegian, some are functional illiterates and some have health and social problems.
Obesity is a growing problem both in the host population as well as among immigrants, affecting even children. Nowadays, Norway confronted with a vast immigration from East European EU-countries both with and without proper education, and with low skills in Norwegian. A much higher percentage of the immigrants have diabetes and other health related problems connected to life style and nutrition.
MiA is at the moment working on several tasks directed to ICT skills for ethnic and language minorities, health and nutrition training and projects at workplaces to combine work placements with language and professional/vocational skills. We have also developed written material in health and nutrition directed to adult ethnic and language minorities. We would like to take part in the SAHEL project to be able to share competence and experience on these fields with other European countries.

GREECE: Several Greek companies has delved into Hellenic ancient cuisine to create different menus of dishes hoping that this cuisine will become the basis for a fast food restaurant chain providing healthy diet and profits. A study of 16 populations from seven nations has indicated the Cretan diet, which dates back to the Minoan Age some 4,000 years ago, is responsible for the longevity of its inhabitants. A Greek professor who worked on the project said this was thanks to their consumption of mainly olive oil, bread, herbs and fruit. Recent studies in preventive medicine and nutrition made on the Cretan population since 1985 and latest results in 2000 show that Crete population have the lowest mortality rate from heart attack and cancer compared to all other examined populations.

TURKEY: Healthy nutrition is one of the major factors that affect many people living in Turkey so, it is necessary to increase the rate of lifetime. For that reason, as a partner involved in this project, Turkey will be responsible with the training of adult learners who are not aware of a health diet or who do not have basic knowledge and who live in the disadvantaged rural areas.  

As conclusion, the SAHEL project will take in view to settle and to develop a LLL interactive instrument opened to all EU citizens with or without basic qualifications, irrespective of gender, disability and age, ideal for the economically disadvantaged, re-train unemployed persons to be assessed before moving to or within the EU in improving his/her living conditions, through gaining the necessary social, cultural and human capital. 
Through this partnership the accumulative experience will benefit of an exhaustive analysis made by professionals from the seven involved countries who are already working with similar type of problems. Within this partnership the trainers will have the chance to watch, practice, analyze and evaluate several teaching methodologies focused on specific problems linked to a very up-date subject – the healthy food - and how their solutions are carrying out by our European partners.
One of the main features of this partnership consists in its extremely wide and well balanced palette of expertise linked to adult learners’ demands, well adapted and perfectly suited to the partnership aims. Due to the geographical position of the countries crossing Europe from West to East and from North to South the project will represent a very trustful challenge to attract synergies in order to build an Innovative European popular training instrument.


As concerning the local impact on the institutions involved in SAHEL partnership, The Adult Education (SP) will have the opportunity to overpass the local area barriers, to understand and to work together with other international institutions to improve the health habits of many persons by offering them guidelines, in order to take advantage on new healthy diets and principles. On the other hand, SAHEL will benefit from the experience of Xgrant R. BV (NL) on the correct nutrition and healthy food traditions on one hand and sustainable development or alternative chances on the market labor on the other hand. MiA (NO) has an expertise in Nutrition and Health, having the opportunity to share knowledge and skills in this partnership with regard to the management of health and nutrition issues. By making use of their highly experienced team of nutritionists and sociologists, MiA will contribute to a professional evaluation of  the impact  of SAHEL project  and  will pay a particularly attention on new adult education opportunities. Arcimondo (IT) will involve key factors from the Mayoralty from Vernole and Lecce to cooperate and obtain a new perspective on the topic, enabling to promote  LLL. T.E.I. (GR) and E.T.C. (RO) SAHEL will promote best practices exchange experiences based on the correct nutrition and proper traditions and heritages of the participants’ countries. By the help of mutual learning that will be gained through the partnership process S.Y.D.T.D. (TR) organization will pick up a lot of useful and new formative programs that will acquire European value.
As regional impact, the development of SAHEL project will influence not only the partner institutions themselves but will represent in the same time a catalytic agent for new initiatives for other certainly participating institutions and will enrich their experiences. The proposed partnership will promote the image of the local society and will sensitize local authorities towards rational nutrition, based on balanced diet and healthy lifestyle as well as intercultural diversity related to healthy food and local traditions.
As EU impact, the project will lead to a fruitful exchange of information in the field of health care, nutrition, genetics, as well as in IT communication techniques through an extended specific e-platform. Through all its actions, the partnership will promote cooperation and fellowship by providing significant exchanges in the health care and bio-nutrition.

Distributions of Tasks

The coordinating partner is going to take the prime responsibility for the implementation of the project, and to ensure that all the objectives are going to be achieved according to the project plan. During that process, all partners are going to contribute actively to the project implementation by undertaking specific tasks which the coordinator is going to assign the partners, according to their experience and degree of expertise, as follows:
A.E.C. (ES) : Coordination of  project activities; E – Platform implementation;  Organization of two intermediary project meetings; Contribution to the e-Cooking book;  Organization of a seminar on healthy nutrition.
CTE(RO): Share of experience in Web didactics activities; IT communication courses; Templates of the e-Platform and guidelines for participants; Design of dissemination materials; Organization of seminars devoted to the G MF; Contribution to the e-cooking book edition; Contribution to the e-Platform.
T.E.I.(GR): Designing and development ICT platform; Providing e-support to all participants; Achievement in collaboration with  the CTE of the first draft project platform on Internet; Organizing in collaboration with  CTE of IT communication courses; Organization of one seminar, two project meetings and one exhibition; Assuring of an international cooperation and dissemination.
ARCIMONDO (IT): Promotion of local traditions in natural food& agricultural products; Organization of a festival  on local traditional food products, in cooperation with local authorities; Organization of a seminar devoted to healthy nutrition and Mediterranean Diet; Contribution to the e-Cooking book; Dissemination of activities in local and national mass-media.
Xgrant R. BV (NL): Questionnaires for evaluation purpose; Organization of a project meeting and of a seminar devoted to good cooking habits; Contribution to the e – Platform; Contributes to the e-Cooking book; International cooperation.

S. Y. D. T. D. (TR): Promotion of local traditions in natural food; Organization of a an exhibition and a  seminar devoted to healthy based on natural resources; Contribution to e-Cooking book; Contribution to the E-platform.

Cooperation and Communication

An efficient cooperation between the partners will be facilitated in several ways (e-mails, phones, Skype etc). The partnership started as a result of personal contacts and other EU projects in common. During these events, partners spent time sharing ideas and experience and developed a very good communication support.
All partners will be actively involved in the organ is at ion of all planned meetings and will supply a very important feed-back for each activity of SAHEL project.
 All partners have demonstrated a continued commitment to the project aims and objectives, providing a solid foundation for ensuring cooperation. Cooperation will be facilitated by good communication. The project languages will be the English one and, every partner will provide for the communication good English speakers or will use translators.
 During the first project meeting a representative (from each partner) will be in charge with communication between participating institutions. They will prepare a partnership agreement, signed by all partners, which will specify the role of each partner including deliverable. The agreement will include a communication protocol, with some concrete and specific references to the periodicity of communications, the report model (templates) and will stipulate how partners are required to cooperate and which will be the actions to be taken in the eventuality that some partners will fail to cooperate.
 Each institution/partner will be required to report progress on its actions at project meetings, to permit to the lead partner to collate, harmonize and translate responses into project outcomes. Moreover, the partner organizations will be asked to update their activities (process or outputs) continuously during the project development. In this way, SAHEL project has in view to ensure a very modern and interactive communication between partners through several project meetings.
 An e-platform will be organized in order to guarantee a stronger trans-national feature and a better EU dimension. A forum on e-mail will be organized as an instrument to facilitate discussion lists, e-mails etc., for communication or regularly exchange of information.

Project Results

The development of SAHEL partnership will give a great impact and European value to both trainees and staff as well as on the participating institutions and  substantially improve the quality of learning in disadvantaged EU rural areas through its innovative adult education across boundary opportunities. SAHEL has in view to give coherence to the whole proposal, by making a special emphasis on the trans-national composition of the LP and the geographical distribution of partners’ countries in Europe, from East to West (TR – NL, ES) and from North to South (NO – IT,  GR).
Under this partnership, the involved countries will contribute to the enrichment of European adult people education for a better understanding of the different changes occurred during the last years in the European Union with great impact on their life conditions correlated to their health level.
The innovative training platform will take into consideration the new EU - ideas and will offer a higher degree of the target group integration (citizens coming from rural communities, elderly persons needing to update their skills, people living in disfavored areas) by providing transversal competencies and new cross-curricular learning abilities, social and interpersonal relationships and communication techniques.
A permanent discussion based on various needs of rural economies in EU will start with the real necessities existing in countries like Greece, Romania, Italy, Spain, Norway, the Netherlands and Turkey in order to: 
- establish the main topics and points of interest for an e-platform for healthy nutrition;
- motivate and inform the whole community on the topics;
- promote multicultural contacts and exchanges of all participants (both trainers and trainees);
- encourage socialization and participation of economically disadvantaged.
