Jacques L Hamel graduated in Engineering (Québec), in Spanish (Malaga), in Business Administration (MBA - Paris) and in Economics (Ph. D.- London School of Economics). After five years in Europe, two years in Latin America and twelve years in Canada, he has been assisting African countries for more than fifteen years in the formulation and implementation of effective science, technology, innovation and knowledge strategies and policies for revealing a distinctive style of modernity in the African region. He has acquired a good experience in international programmes implementation and projects management as well as extensive global experience and understanding of cultures and history through self-studies, wide-ranging readings and travel in 123 countries. He has also some knowledge of Amharic and an awareness Ethiopian issues and challenges (20 years of residence and married to an Ethiopian).

His interest is in engaging the African scientific community with radical strategic thinking and in shaping a new science, technology and innovation (STI) narrative for capacity building and for uncovering the immense African potential for an original mode of modernity, through subversion, disenchantment and rationalization of pre-modern knowledge and beliefs systems, and through building robust STI systems rooted on solid foundations. The central question addressed is the following: ‘What mental costume Africans need to wear to graduate into any form of modernity?”

Jacques is also interested in integrating climate change issues and concerns into STI policies.

Scientific Affairs Officer - UNITED NATIONS (UNECA) - November 1990 – Present 

I dealt with some science, technology and innovation issues from the point of view of the UN. I organized, serviced and participated in regional or subregional meetings, seminars, conferences and workshops in science and technology management, policy formulation and training; designed and executed development projects funded by the regular budget or funding agencies; assessed state of S & T, written papers, prepared presentations and drafted speeches and statements for presentation at meetings; planned and carried out advisory missions to member States and regional organizations; formulated terms of reference for studies, assisted in the recruitment of consultants and supervised their assignments; edited papers for publication in French or English; participated in coordination, harmonization and liaison activities within and outside ECA, with UN headquarter, other UN agencies, international and regional organizations, donors and NGOs; led the development of the ESTNET – the ECA Science and Technology Network., published scientific papers, ensured collaborative partnerships.
