How do we go about governing the state of Kerala after the victory in the election? We will adopt a new leadership model that is well-suited for a knowledge-based economy and not the one that was effective for an economy based on physical production. There is a need to work across organizations, sectors (e.g., government, business, NGO's, etc), and geographies to tackle the large scale problems and scale of changes that face us. We shall concentrate on working toward economic justice, human rights protection, political accountability, infrastructure development, ecological sustainability, and empowerment of youth as well as women - issues that are systemically interconnected and intertwined. We shall make the cities, towns, and villages of Kerala the very best in the world – starting with hygiene, cleanliness, orderly road traffic, proper policing, legitimate distribution of electricity and water, etc. We shall utilize the best practices and latest know-how such as web mapping, geospatial technologies, etc. to provide a transparent and clean administration. There are several open source software for information collection, visualization, and interactive mapping such as Ushahidi.
We do acknowledge that there are very capable leaders in all political parties and we shall offer appropriate avenues and provide adequate arrangements to fully utilize their talents and years of practical experience.
Specifically, we shall draw up a 5-year strategic plan for the Government of Kerala clearly articulating the goals, policies, and implementation steps that describe specific methods and actions to achieve each goal and related policies. Similarly, a 5-year strategic plan for each ministry and large departments and organizations shall be developed making sure that these are in alignment with the overall Government’s plan. These strategic plans shall be used to create the implementation plans for each year, with key performance indicators (KPIs) established to monitor the performance and ensure the accountability of each ministry and department. Find out how a new world-class approach to government, involving government policy development, integrated strategic planning, and performance management can lead to an organized and coordinated functioning of several entities of a Government: “The aim of the strategic planning process is to create the necessary alignment with the government’s vision between all government entities in order to build a high performing government which is responsive and which can contribute to making Abu Dhabi a better place to live, work, and visit.”

Kerala has an abundance of resources, natural and otherwise, as well as a substantial reservoir of talent that can be enlisted in the creation of a vibrant social and economic order.
