Citizen Corps is FEMA's grassroots strategy to bring together government and community leaders to involve citizens in all-hazards emergency preparedness and resilience.  Citizen Corps is comprised of five programs that can be utilized during a disaster or emergency.  All volunteers that are to be utilized operate under the National Incident Management System.  All programs are activated under emergency management.  Citizen Corps programs include the Community Emergency Response Team (CERT), Medical Reserve Corps (MRC), Fire Corps (FC), Neighborhood Watch (NW), and Volunteers In Police Service (VIPS).
