Have fun!!

1 Open a new transparent image 800 by 800, I always use a large workspace, you can always crop or resize later, floodfill with white.
2 Open a few papers in psp, I used 4 different ones of the same color, paper 7,17,18 and 23.
3 Put one of the papers in the background of your materialspalette, angle 0, scale 50.
4 Take your ellipse tool and make sure the settings are like this:

Circle, create on vector, linestyle solid and width set to 10.

5 With the foreground to a solid color from your kit or tube, I used #a1536b and the background to one of the papers draw a circle on your canvas. It doesn't matter wich one you make first, just play around with the sizes and the different backgrounds.
6 Layers/Convert to a raster layer.
7 Do this with all circles you make and give them a dropshadow of choice or use mine:

horizontal 2
vertical 2
opacity 55
blur 5
color black
shadow on new layer UNchecked.

8 Move them around the tag, you can always move them around when you're building the tag with other embellishments.
9 Open the tube(s) in psp.
10 Edit/Copy, Edit/Paste as a new layer.
11 It's up to you where you put your tubes, just see what you like the most :-)
12 Give them a dropshadow.
13 Make sure you are on your white backgroundlayer.
14 Open another paper in psp, I used paper9.
15 Edit/Copy, Edit/Paste as a new layer.
16 Layers/Load/Save mask/Load mask from disk and find your wsl mask 42 with these settings:

Source luminance checked
Fit to canvas checked
Invert transparency UNchecked
Hide all mask checked.

17 Layers/Merge/Merge group.
18 Move a bit to the left and the top.
19 Layers/Duplicate
20 Image/Flip
21 Image/Mirror
22 Open the wordart in psp, I resized mine and colorized it (Adjust/Hue and Saturation/Colorize)
23 Edit/Copy, Edit/Paste as a new layer.
24 Move to the top of the tag.
25 Open the balloons in psp.
26 Edit/Copy, Edit/Paste as a new layer.
27 Image/resize with 50%, all layers UNchecked to both balloons.
28 Image/Resize with 70%, all layers UNchecked on one of them so you have two different sizes.
29 Depending on the tubes you use arrange them on the tag, I gave the little girly the balloons in her hand and removed some of the strings with my eraser tool.
30 Open bow8, bow9, springflower1 and springflower4 in psp.
31 Edit/Copy, Edit/Paste as a new layer.
32 Image/resize with 20%, all layers UNchecked.
33 Give them a bit of an angle with the picktool.
34 Arrange them around the tag, see mine for reference.
35 Open two lady bugs from the kit in psp.
36 Edit/Copy, Edit/Paste as a new layer.
37 Image/resize with 10%, all layers UNchecked, on all of them.
38 Give the same dropshadow.
39 Take your texttool and write down your name, I put one of the papers in my background and the scale to 25, in the foreground I used the same color as the circles, linestyle solid, widht 2.
40 Layers/Convert to a raster layer.
41 Give the same dropshadow.
42 Image/Resize with 75% , all layers CHECKED or to your liking.
43 Add your watermark and proper credits if needed.
44 File/Export as a jpeg :-)
