The Toolkit was developed in 2009 to enhance the operational aspects of the All Hazards Emergency Planning Workbook. It includes many documents to meet the CDC's Technical Assistance Review (TAR) requirements for planning and operating EDS sites. It was compiled and developed by the Hampshire Public Health Preparedness Coalition in cooperation with other Region 1 Coalitions and DPH staff. Many document templates are available, but need to be personalized and amended to meet local needs. General topics include Managing the Incident, Contacts and Notification, EDS Set-up and Clinic Flow, Risk and Crisis Communication, Personnel Management, Tactical Communications, Strategic National Stockpile, Security Plan, Training and Exercises, Fact Sheets and Instruction Manuals.
