Joe Rowe was a whaler from Kapiti Island who was a dealer in human heads. He was captured and killed, along with another whaler, in 1831 by a party of Tuwharetoa men, at the mouth of the Whanganui River, when they recognized the heads of their fellow tribesmen. Andrew Powers and a Negro were also in the party of whalers.
