The Philippine Carabao Center at Cagayan State University (PCC at CSU), through the initiative of its Center Director, Prof. Franklin T. Rellin strikes a partnership with the DZYT Sonshine Radio, Tuguegarao City through the Program Producer/ Host Mr. Jimrey D. Biosa. This partnership aims to help the agency to disseminate various PCC programs and services up to the farflung barangays and communit
ies of Cagayan via the radio and convince farmers to avail of its services.
It was agreed by both parties to go on air every 3rd Monday of the month at 3 o'clock to 3:30 in the afternoon starting December 2016 through December 2017 on the program "Kapartner ng Bayan" which was hosted by Mr. Biosa. This program aims to promote people's rights and welfare and serve as a vehicle in bringing the government programs closer to people.

The PCC Center Director, Prof. Rellin stated that tying this partnership, helps PCC intesify its various programs like Artificial Insemination and the Bull Loan program. It also helps promote products of the different Cooperatives under PCC hence, intensifying the livelihood program of the farmers.
In-charge of this monthly radio guesting are the different section heads of the agency and was tasked to discuss the programs and services of their respective sections.
