Connected Actions

The EIS includes analyses of three connected actions: (1) the Rio Pojoaque irrigation improvement project, (2) the Pueblo de San Ildefonso future projects, which consist of a wastewater system and water distribution infrastructure, and (3) the Rio Tesuque channel modification project. Each of the connected actions have been analyzed in the EIS to the extent that the details of the projects have been developed. The three connected actions are summarized below.

Rio Pojoaque Irrigation Improvement Project

Under the connected actions, the EIS assesses the potential short- and long-term environmental impacts of the five alternatives under consideration for the Rio Pojoaque irrigation improvement project: the No Action Alternative (Alternative RP-A) and four Action Alternatives (Alternatives RP-B, RP-C, RP-D, and RP-E). The alternatives include:
  • RP-A: No Action - The Rio Pojoaque irrigation improvement project would not be completed. The existing Rio Pojoaque Barrier Dam would continue operating with its current design
  • RP-B - Extend existing barrier dam
  • RP-C (Preferred Alternative) - Divert water from Indios irrigation canal with extended open conveyance canal
  • RP-D - Enhance existing infiltration gallery
  • RP-E - Extend existing infiltration gallery

Pueblo de San Ildefonso Future Projects

In accordance with Section 615(d)(7)(A)(ii) of the Settlement Act, the Pueblo de San Ildefonso is considering constructing certain water-related infrastructure improvements, including wastewater system improvements. These could be more cost effective when implemented in conjunction with RWS construction. The EIS assesses the potential environmental impacts of constructing certain water-related infrastructure improvements, including a wastewater treatment plant and associated wastewater conveyance systems. In addition to these improvements, the Pueblo de San Ildefonso is considering other water-related infrastructure in a 630-acre area, near the Pueblo’s northern boundary, along with three potential new pipeline alignments.

Rio Tesuque Channel Modification Project

Under the connected actions, the EIS assesses the potential short- and long-term environmental impacts of the five alternatives under consideration for the Rio Tesuque channel modification project: the No Action Alternative (Alternative RT-A) and four Action Alternatives (Alternatives RT-B, RT-C, RT-D, and RT-E). The alternatives include:
  • RT-A - No Action: The Rio Tesuque channel modification project would not be completed
  • RT-B - Restore the existing incised channel between the Upper Ponds Diversion Dam and the U.S. Highway 84/285 Bridge
  • RT-C - Excavate a new channel in the floodplain, east of the current channel alignment
  • RT-D (Preferred Alternative) - Remove deposited sediment from the east side of the Rio Tesuque, just upstream of the TP-806 Bridge
  • RT-E - Construct an infiltration gallery upstream of the Upper Ponds Diversion Dam to collect water from the Rio Tesuque and transmit the water to the Pueblo of Tesuque irrigation system
