Communiqué de presse.                              Les 20 septembre 2014

 

Feu-vert du ministère de l’environnement  pour l’énorme centrale hybride de production d’électricité de la société française EDF (1) : la recette de la destruction, de la liquidation du patrimoine, de la spéculation et du mépris des populations locales  continue de s’appliquer à la Crète…

Au-dessus de la région touristique de Malia : deux réservoirs d’eau de 1.200.000 m³ chacun, raccordés par un conduit de 2,40 m de diamètre et long de 2,7 km (2), au sein de « Azilakodasos »  - une des rares forêts méditerranéennes  de chêne vert (Quercus Ilex), unique en Crète.

-106 éoliennes réparties sur quatre sites jouxtant  des localités et des unités d’élevage ovin, la plupart  au sein de  forêts officiellement protégées et de Zones Importantes pour la Conservation des Oiseaux (3), sites également reconnus pour la richesse de leur flore endémique. 


Ce projet, porté par la française EDF, vient d’obtenir l’agrément du ministère de l’environnement  pour l’étude d’impact environnemental – dernière étape avant le permis d’installation. C’est le nouvel épisode de la « success story » du supposé redressement  économique du pays… (4)
Est-ce donc cela le fameux « modèle de croissance pour la Crète » - soutien au tourisme et au secteur primaire - promis aux Crétois lors des récentes élections régionales ?


Quelles sont alors les compétences du gouvernement de la région Crète, si ce n’est entre autres  « La rédaction, le suivi de l'application et l'appréciation des règlements d'administration et de fonctionnement des plans de gestion pour les régions protégées »,  compétences censées œuvrer à la protection des activités productives ?
Où en est  l’initiative de caractérisation  de « Azilakodasos » en forêt naturelle esthétique, qui aurait exclu automatiquement de tels projets?
Quand et par qui  a-t-il été décidé que les eaux souterraines de Crète seront attribuées à des usages énergétiques  afin d’approvisionner des stations de pompage ?
Quand et par qui a-t-il été décidé que les eaux seront privatisées, et que les travaux énergétiques de colosses tels qu’EDF  assureront  l’approvisionnement en eau potable et d'irrigation pour la population locale, en cas de pénuries des réserves à l'avenir, comme il est mentionné dans l'étude (EIE)?
Qui a le droit de décider sans nous consulter que la production d'énergie en Crète, mais aussi la gestion des ressources en eau, dépendra de l'EDF française  qui promeut la majorité des projets hybrides (éoliens-hydroélectriques) sur l’ile ? (5)
A qui veut-on faire croire que ces technologies se substitueront aux usines thermiques, alors que personne  n'a étayé la moindre thèse concernant  leur éventuelle fermeture? Alors que personne jusqu'à ce jour n’a publié un bilan de l'économie supposée en combustibles fossiles, de par le fonctionnement actuel de parcs éoliens et photovoltaïques d’une capacité installée de 260 MW ?
À quels naïfs  s’adresse-t-on  lorsque l’on promet la diminution du prix de l’électricité, lequel ne cesse de  grimper de jour en jour parallèlement à la précarité énergétique ?

 Comment ne pas se sentir escroqué lorsque l’on nous dit que l’on finance simultanément des travaux de stockage de l’énergie (centrales hybrides, centrales solaires à concentration) et la connexion de la Crète au continent (et à l’Europe…) via quatre câbles sous-marins, et cela avec des subventions, des prêts bancaires, les taxes « énergies renouvelables », et les services d'utilité publique que nous payons tous sur nos factures d’électricité ?

NOUS APPELONS TOUTE LA CRÈTE À SE SOULEVER FACE À LA DESTRUCTION,  À LA LIQUIDATION DU PATRIMOINE, À LA SPÉCULATION ET À L'OFFENSE FAITE AU MODE DE VIE ET AU BON SENS DES POPULATIONS LOCALES !
NOUS APPELONS CHAQUE CITOYEN À DÉCLARER QUE CE CHANTIER, COMME  TOUT AUTRE  CHANTIER QUI MENACE L’INDIVIDU ET L’ENVIRONNEMENT,  TOUT SIMPLEMENT NE SE REALISERA PAS !

APPROVAL OF MONSTROUS PUMPED-HYDRO ENERGY STORAGE FACILITY: The recipe for disaster, sellout, speculation and fooling continues...

Ø  Two pumped-hydro storage tanks 1,200,000m3 each, inside the forest of Azilakodasos – one of the rare Mediterranean holm oak forests and the only for Crete – interconnected with a 2.4m. in diameter and 2.7 km long pipeline hanging over the tourist area of Malia, and

Ø  one hundred and six (106) wind turbines on four sites within walking distance from settlements and livestock facilities, most of them projected to be installed inside officially Protected Forests and Important Bird Areas with dozens of endemic plants.

This is the new project of the success story of the supposed development plan, approved for the integrity of its terms.... from the Ministry of Environment!

We wonder: Is this project consistent with the famous 'development model' for Crete, for its primary sector and tourism, which they shamelessly promised before the recent regional elections?

Which are the powers of the Regional Government of Crete if not "the preparation, monitoring of implementation and evaluation of management and operation regulations and management plans for protected areas", which are meant to protect productive activities?

Where is the only sensible initiative for Azilakodasos, its declaration as Aesthetic Forest, which would exclude from the outset such uses?

When and by whom it was decided that the underground water resources of Crete will gain energy use, so one can feed pumped-hydro reservoirs?

When and by whom it was decided that water will be privatized and that energy projects of colossal multinational companies such as the French EDF will ensure potable and irrigation water for the local communities in the case of future scarcity, as mentioned in the study?

Who is entitled to decide for us that energy production in Crete and the management of water resources will depend on the French EDF, which promotes the majority of pumped-hydro storage projects in Crete?

Who considers us so naïve to believe that these projects will substitute thermoelectric plants, when no one ever detailed any plan for their closure? None until today, produced some estimate on the supposed fuel saving in Crete from the current operation of wind and solar power plants totaling 260 MW of installed capacity.

Who considers us idiots to believe that these projects will reduce electricity prices when we see them rising day after day along with the dramatic increase of energy poverty?

How can one not feel stupid when they tell us that they will simultaneously finance energy storage projects (pumped-hydro and solar thermal) along with the undersea cable interconnector of Crete, with subsidies and bank loans for their construction and through the special RES tax (Special Tax for Emissions Reduction) and the Services of General Interest tax (SGI) for their operation, which we all pay in our energy bill?

WE CALL ALL CRETANS TO RISE AGAINST THE DESTRUCTION, SELLOUT, SPECULATION AND OFFENCE TO THE LIVES AND INTELLIGENCE OF LOCAL COMMUNITIES!

WE URGE EVERY CITIZEN TO DECLARE THAT THIS PROJECT, - AS ANY OTHER THREATENING THE PEOPLE AND THE ENVIRONMENT – WILL SIMPLY NOT HAPPEN!

PRESS CONFERENCE OF THE PEOPLE’S ASSEMBLY OF PALAIA ROUMATA

Against the increase of the renewable energy sources (RES) tax which results in rising electricity bills in favor of the industrial renewable energy sources.

An open assembly took place in Palaia Roumata, on Sunday 27/10/2013, raising the subject of the  ΕΤΜΕΑΡ increase (gaseous emissions reduction green tax on electricity bills) and other current issues concerning the mountain area of Apopigadi Chania, with the participation of citizens from Chania, Selino, Palaia Roumata, Voukolies and other villages. We decided to oppose every anti-popular measure which leads to impoverishment and undermines our dignity. We propose the formation of people’s committees at the villages of our provinces and everywhere else, from which a coordination body will emerge for the best coordination of the local communities fight.

The assembly has decided to invite anyone who is against the unjust and illegitimate decision of the ΕΤΜΕΑΡ increase, to sign in view of the appeal to the Council of State, aiming foremost at the cancellation of the 323/2013 ΡΑΕ[1] decision concerning the ΕΤΜΕΑΡ increase, i.e. the special gas emissions reduction tax imposed on electricity bills in the behalf of ΛΑΓΗΕ which is the operator of electricity market. The deficit of the special ΛΑΓΗΕ account is the source of funding for the guaranteed market prices system for the energy produced by the renewable energy facilities (so called feed-in tariffs for renewables).

Our target is one: Resistance struggle and counter attack against every political and economic measure imposed by the lenders and their submissive domestic clique, which affects our living standards and dignity. We ask for the withdrawal of all support schemes for the renewable energy sources. We ask for the socialization of all industrial renewable energy power stations, of all technologies, at the municipalities where these have been installed, in favor of the citizens.

 

As a result of the ΡΑΕ 323/2013 decision, the average price of the ΕΤΜΕΑΡ tax was doubled. From 7,50 E/MWh between the period August 2012 to June 2013, it was raised to 14,96 €/MWh for the second semester of 2013. Whereas households paid 9,53 €/MWh and high voltage consumers 3,55 €/MWh (per unit), after the controversial decision households will pay 20,80 €/MWh, while industrial consumers, mines and airports only 1,79 €/MWh.  Other consumer groups face high increases, such as farmers, the crafts sector, and the middle class consumers. In reality, they are stealing money again from the poor, through their allegedly green taxes (the ΕΤΜΕΑΡ tax on renewables, impending environmental taxes on energy) and giving it to the rich, through subsidies and guaranteed prices in support of an interruptible and demand unresponsive energy generation from the renewable energy program, which causes high inefficiencies and damages to the grid. These are supposedly environmental taxes- taxes which are forced upon the weak households and other consumer groups. On the contrary, there are no laws and/or tax regulations to provide aid for the installation of renewable energy generators at household level for saving energy. The only existing is the monstrous legislative framework enforced by multinational companies’ directorate which resides in Brussels and by the local kleptocratic regime, in favor of the big companies whose funds and subsidies come from our pockets. The evident and anticipated impact of the heavily imposed at the expense of the poor, legislative framework for the renewable energy sources, which further widens the unequal income distribution, is the promotion of the complete privatization of the power plant units, the lignite mines and electricity transmission and distribution system-the drivers being the RES (renewable energy sources) and CHP (combined heat and power) plants-and large increases of the bills paid for electricity. The events of peoples’ forced displacements from their lands, with multiple charges pressed against them, for the installation of industrial wind farms are well known, as in the case of Apopigadi of Chania in Crete and other places. In reality, though it may be hard to conceive this concerns property encroachments and changes in the use of land, funded by all of us. It’s about an unprecedented, in terms of scale, looting of non renewable, invaluable for humanity natural resources. 

 

OUR COUNTRY’S MOUNTAINS ARE NON RENEWABLE-THEY ARE NOT TO BE GIVEN AWAY

 

They say, that the purpose of the industrial RES is environmental protection through the reductions of greenhouse gas emissions, while Kyoto is forgotten and CO2 emissions globally rising, while we all know well, that they are promoting, through legally binding regulations, the subsidized installation of useless for electricity production, unreliable and interruptible energy generation units of power far below its nominal values. This is about the use of unproductive, destructive (considering the impacts on European industry-economy and the citizens), «economic leverage» in favor of only a few sectors of the European industry and particularly of German companies which promote the so called «smart energy» technology. This means the technology of centrally controlled electrical power, through which the submission of the people of Europe to the sovereign elites and their political personnel of politicians will be completed. The target of the multinational companies, through the political services offered by the two stronger groups in the European parliament and elsewhere, is the complete control of the energy sector, the seizure of the land and water, the economic desolation-absolute submission of European citizens.

 

Our aim is the withdrawal of:

      A)    Article 5, for «rationalization (!!) of pricing for energy produced by renewable energy and combined heat and power plants», of the 3851/2010 law and of all the related ministerial decisions.[2]

 

      B)     No. A.Y./Φ1/οικ.19598 ministerial decision, for the intended analogy between installed capacity and its time distribution among different renewable energy technologies. (Official government gazette issue no. B 1630 11 October 2010 (articles 3 and 4 of 2009/28/EU Directive))[3]

 

 

     C)    No. Δ5ΗΛ/Β/Φ.1.20/οικ.290/08.01.2013 minister’s of environment, energy and climate change decision, «Sharing Methodology of  the Special Tax article 40 par.3 γΝ. 2773/1999 Law» and the no. 323/2013 RAE decision [4]

In addition, we ask for the cancellation-reversal-modification of all provisions related to the special tax for funding the industrial RES, which besides, should be measured as proportionate to one’s electricity consumption. We argue that there is a violation of the Community law on competition and that there are no existing and/or proven reasons to justify public support measures for industrial renewable energy sources on European level, these measures related to priority access and guarantied access to electricity produced by RES. We argue that, in violation of the Aarhus Convention, the so called National Action Plan (NREAP) for the attainment of the 20% share of renewable energy in 2020, never became a subject of public consultation, as well as that it was submitted without the completion of an assessment related to the environmental, social and economic impacts on the country’s economy, especially given the current economic state.

For that, an appeal for an interlocutory question to the European Court of Justice will be filed to the Council of State, simultaneously to the appeal for withdrawal of the above.

-We argue that the binding Community and National overall targets and measures for the use of energy from renewable sources introduced by the 2009/28/EC Directive of 23rd April 2009 are non-sustainable, because the above mentioned regulatory framework does not refer to the RES as primarily energy saving technologies, bypassing the limitations of renewable energy technologies, the laws of nature and the impacts of the Directive on the Member State economies and the environment.

We argue that the Directive must be abolished or amended

-We argue, that no sustainability criteria have been established for the wind power stations and that the implementation of the industrial wind energy programs in our country and the European continent, lead to the genocide of the protected bird species as encoded in the 79/409/EEC Directive, to the complete degradation of the areas which belong to the European ecological Natura network, are detrimental to the health of those citizens unfortunate to be neighbors of wind energy facilities and cause declining property values and harm tourism, not to mention the whole range of other documented problems.

-We argue that the measures supporting industrial renewable energy sources, through public funding and FIT systems, lead to further downfall of the National Economy, to the energy poverty of the financially weaker groups of the population, to the absolute environmental degradation of the Country and foremost, we argue that they represent a direct threat to Europe’s energy security.

-We call upon the Commission and the European Parliament to promptly revise the whole legislative framework related to the renewable sources of energy, in view of the European elections, and we warn of the possibility of them being charged for the subsequent large scale damages caused by the obscene and destructive European renewable energy program which they have imposed on the industries, the businesses and citizens.

THE ANNULMENT ACTIONS AGAINST THE 3 Ind-RES PROJECTS IN CRETE that are integrated into the “FAST TRACK” procedure

In June, the Interministerial Committee for Strategic Investments, published three Ind-RES projects that are integrated into the fast track procedure. We declared that we would appeal against the decisions and called on political parties, local government and all Cretans to join the struggle to prevent this crime.
Today, feeling great joy and responsibility towards the population of the island, we inform you that we submitted timely (10/11/2012) in front of the Greek Council of State the most populous actions ever filed in Greece.
The response was unprecedented and created such momentum that, if we could have extended the deadline, we would be collecting signatures of natural persons, municipalities and associations for a long time!

The Annulment Actions were lodged against the Ministers of Development, Competitiveness and Shipping, the Minister of Finance, the Minister of Foreign Affairs, the Minister of Environment, Energy and Climate Change, the Minister of Infrastructure, Transport and Networks, the Minister of Culture and Tourism, and the Interministerial Committee for Strategic Investments (DESE), requesting the annulment of their three decisions.

The grounds of appeal, in summary, are:

For the project: A) “Crete Green Island, which includes the construction of 36 wind parks with a total capacity of 1.005,10 MW in Crete, and their interconnection with the National Interconnected System for Electricity Transmission via common submarine cable” owned by ELICA GROUP (formerly SARRAS) and B) “Wind Power Generation System (A.S.P.I.E.), which includes the construction of 33 wind parks with a total capacity of 1.077MW, in the four prefectures of Crete and their interconnection with the National Interconnected System for Electricity Transmission via submarine cable” owned by TERNA ENERGY SA:

1. At the time of the decision of the Interministerial Committee for Strategic Investments, there was no approved Strategic Plan for the Interconnection of Islands, nor had any work been included for the interconnection of Crete with the System in the Transmission System Development Study (MASM). Also there was no official planning regarding the development of electricity generation (conventional and renewable) in Crete, let alone for projects of this size.

2. The proposed interconnection is not only absent from any general planning for the interconnection of Crete, but on the contrary, foresees the construction of interconnection infrastructure exclusively for the projects of the particular companies with the continental system and not the construction of interconnection infrastructure with the island’s grid.

3. These projects, for 33 and 36 wind parks respectively, are not “projects” (under Directive 85/337) but “plans” (under Directive 2001/42) and their integration to the provisions of Law 3894/2010 can not be approved since they are subject to Strategic Environmental Assessment under Directive 2001/42.

4. The description of the particular wind parks is vague, since the decision does not include the location of the stations, but only the total installed capacity in MW. Therefore we do not know which of the wind parks planned by each company in Crete, is included or not into the process of Law 3894/2010. It is obvious that neither these projects can be licensed through the procedure of Law 3894/2010 or any other wind park each company chooses to install in Crete in order to reach the desired capacity. Likewise, if some wind parks proposed by the company are not licensed (for environmental, archaeological or any other reasons), they cannot be “replaced” by other unspecified parks in order to reach the desired capacity.

 The installed capacity of wind parks allowed to operate in Crete by direct application of the Special Framework for Spatial Planning and Sustainable Development for Renewable Energy Sources, exceeds the target the entire country is set to reach by 2020!
This investment onslaught makes imperative the evaluation of the Regional Framework for Spatial Planning and Sustainable Development of the island i.e. the only tool that can reconcile on the one hand the requirements of the specific Frameworks and on the other the broader perspectives of the region for sustainable development.

 

For the project :: “Integration of the investment project “Construction of solar thermal power plant of 70 MW total capacity in the area Fournia  County of Itanos, Municipality of Sitia, Prefecture of Lasithi, Crete of 378.306 MWh of annual energy production”, owned by “SOLAR POWER PLANT LASITHI ALTERNATIVE ENERGY SOURCES Ltd”


The project is set to occupy
 ​​1800 acres, within an area marked by the Regional Framework for Spatial Planning and Sustainable Development of Crete as an “area of low intensity tourism development” and comes in stark contrast with the general character of the region. In the particular region, actions have already been implemented in the sense of low intensity tourism development, such as the project GEO.TOPI.A. The approved budget for the project, co-financed by the European Regional Development Fund (ERDF) and national funds, amounts to EUR 890,000.00 and the perspective is to integrate the region in the European Geoparks Network.
In Sitia there are currently operating wind parks of 95 MW installed capacity, production licenses have been issued for RES projects of various technologies totalling 621,15 MW capacity and applications for power projects of at least 750 MW capacity are pending evaluation. In Crete, RES facilities totalling 234,84 MW capacity are currently (March 2012) operating, participating with 20% in the total electricity production.


For all three projects

One of the main reasons for the need to revise the Regional Frameworks for Spatial Planning and Sustainable Development is the ratification of the European Landscape Convention. The implementation of such projects in Crete before the revision of the Regional Framework for Spatial Planning and Sustainable Development, undermines the value of various landscapes of Crete which, in their current state and according to the common course of these procedures will qualify as “landscape zones” of international, national or regional value in accordance with Decree 10106/2011. Typical cases are the Geopark of Mt. Psiloritis where 210 MW (70 turbines of 3 MW) and 223,1 MW, (97 turbines of 2,3 MW) are projected in the two wind power projects and the plateau in Fournia, where the solar thermal power station is projected.

Those of us who gave all our efforts for this action to happen, everyone who signed, we all know very well that it is just one of many battles ahead in order to prevent the conversion of Crete into a huge energy plant. Just imagine that the total,planned “investments” sum up to 6.518 MW!.

The imposition of  Industrial - RES in 69 mountain tops of Crete, with 796 wind turbines, requiring thousands of tons of concrete for the foundations and kilometres of new roads and transmission networks, and a solar thermal plant in the plateau in Sitia, and all this through a “Fast Track” procedure needed to be answered massively, loudly and clearly as we have done.

The now massive, pan-Cretan struggle continues.

NO to the new occupation through R.E.S.


Gathering from the whole of Crete, we met at the assembly of the Cretan Network Against Industrialized R.E.S. to talk about current issues that concern the network, but also the recent and rapid developments/decisions as far as R.E.S. are concerned in Crete. We came to the following resolution:


Greece today is experiencing one of the darkest periods in its history. Unemployment, starvation, degradation, suicides and a generalized sell-off of its land, natural resources as well as its archaeological and cultural wealth. These are the primary results of the political choices and manipulation of the rulers that handed our national sovereignty over to the Troika and the banking lobby, binding the lives and future of millions of people.

At the same time, using Green Development and Renewable Energy Sources as a “Trojan Horse,” the multinational corporations and their local accomplices are moving ahead implementing Fast Track procedures (accelerated approval of permits) in the largest looting of land and environmental destruction that has taken place in the history of Greece. Using climate change and the salvation of Greece as an excuse, almost all mountaintops, hillsides, fields, even protected areas, are being granted to the investors of: wind, hybrid, solar and solar-thermal power plants. Thousands of acres of precious vegetation are being deforested only to be covered with millions of cubic metres of cement and steel. Water draining and storage tanks able to contain millions of cubic metres will be built wherever there are surface and underground deposits of water, with a supposed aim of controlling the most valuable of natural resources, water itself. 

Obviously, the investors/occupiers of the country believe that the will be able to carry on with their scandalous plans unhindered. The people, who have been methodically dragged into unemployment and poverty, are being blackmailed through the pressure of taxes and tolls to consent to those who promise us the breadcrumbs of so-called Development: work places with hunger salaries. 

Let them know that this island, Crete, which still smells of fire and gunpowder, sweat and blood, is not negotiable, will not be surrendered nor be given.

We are in a position to successfully exhaust all legal and judicial means in our struggle, but we will not stop there. 

We are continuing the information war with success. Every village, every neighbourhood will become a pocket of resistance, through all means, so that the plans of the wannabe “investors” and their local representatives are cancelled.

Our struggle is a part of the total struggle which the people are giving to overthrow the supervisory regime and the politics of the memorandum.

We will not allow any banker or treacherous Prime-minister, to christen, in the name of the Greek people, this predatory invasion of R.E.S., as a “national priority”, or even the Minister of Environment Energy & Climate Change (who should already have been behind bars according to the general agreement of even his own colleagues), to predetermine the future of Crete and Greece in a fascist manner. As many signatures as they place, as many decisions as they make, they will be invalid.

The reason is that nobody granted them the right to decide together with foreign centres of power on subjects that concern the Greek people, without the Greek people. Because they undemocratically and illegally vote for and apply unconstitutional legislation that violates international conventions as well as human rights. 

We have a Dept - the only dept we recognise – and a heavy duty to continue the struggle of our ancestors, who fought to liberate us. 

Crete has historically proven that it knows how to resist, fight, overthrow and prevail!

Le combat des Crétois contre les/ THE RESOLUTION IN FRENCH

Décision de la premiere assemblée

 

Comme c'est le cas dans d autres régions du pays, la Crete cours aujourd'hui un grand danger. Des travaux d'une grande ampleur sont en cours (éoliennes, photovoltaique, solaire et hydrolique),et elle risque donc de se transformer en une immence centrale éléctrique.

 

Il sagit d'une invasion des grandes antreprises financieres afin de servir leurs interets au détriment de l'économie, la société et les ressources naturelles et culturelles de l'ile.

Cette invasion, qui se déroule dans le cadre de la crise financière et qui ne prend compte de la population locale, viens renverser le modele de production de l ile.

 

Ce modele est d'ailleur pulvérisé et affaiblit depuis de nombreuses années par cette situation anarchique ainsi que par la dévalorisation politique du secteur primaire, et la déstruction des ressources naturelles et culturelles.

 

Les travaux qui se profilent vont a l encontre des valeurs des energies renouvelables car il n'est pas prévu que cette énérgie ou les bénéfices qui peuvent en découler soient pour la région ni pour le soutient des activités de production de l'ile.

De plus, des lois ont étés vottées leurs permettant d'aménager leurs installations presque partout, dans des forets, sur les sommets, sur des terrains fertiles, dans des régions protégées par Natura ainsi que sur des sites archéologiques qui ne font pas partie des plus protégés c a d de la zone A

 

Une condition indispenssable pour leur fonctionnement est la mise en place de cables souterrains qui seraient liés au système continentale du pays de chaque groupe indépendament, un processus qui dans le cadre du marché de lénergie n a aucune limite.

Comme ses travaux sont considérés “bénéfiques pour la société” d'où la permission de les mener dans des partieles forestières etc, il est très difficile de se battre contre les groupes qui les financent. Il y a eu de nombreux problèmes où des proprietaires ont été obligé d'abandonner leurs terrains pour la mise ne place des ces installations les amenant a faire des procès pour prouver que ses terres leurs appartiennaient.

Nous éxigeons:

Que tout les travaux soient arrétés

Que toutes les permissions de construire données pour ces traveaux soient annulées.

Qu'aucun maire n'indique des terres pour l installation de stations photovoltaiques du programme “ILIOS” comme l'a demandé le ministrère de l'environnement.

Nous déclarons être déterminés:

d'empécher ses installation d'énérgie

de soutenir: les productions et producteurs locaux qui survivent tant bien que mal ainsi que les activités qui réinvestissent dans la région.

De se battre pour un modèle de production en accord avec la Crète en réspectant ses resources naturelles et culturelles ainsi que le paysage magnifique crétois.

Meeting di Panormo: risoluzione n.1

 

Come altre aree in Grecia, anche Creta rischia di trasformarsi in una enorme centrale elettrica di potenza illimitata poiche’ oggetto di progetti su scala industriale relativi la produzione di energia eolica,solare e di sistemi di stoccaggio della stessa.

Cio’ presuppone la completa, brutale e distruttiva invasione di imprese , gruppi ed aziende che operano nel settore delle energie rinnovabili con conseguenze devastanti  per  l’ambiente, la societa’, l’economia e le risorse culturali dell’isola. Questa invasione, che si verifica in tempo di crisi finanziaria, ignora le comunita’ locali e sovverte il modello produttivo dell’isola gia’ indebolito da anni di politiche degradanti per lo sviluppo del primo settore, da interventi per lo sviluppo   non coordinati, dalla distruzione delle risorse naturali e culturali cosi’ come delle potenzialita’ produttive del nostro paese.

I progetti che sono stati attualmente approvati niente hanno da fare con il vero significato e con i  vantaggi  insiti nell’utilizzo di fonti rinnovabili di energia; vantaggi ottenibili esclusivamente tramite la produzione in proprio, la ridistribuzione  diretta dei profitti alle comunita’ locali, il  supporto  alle attivita’ produttive e non loro sostituzione, la conservazione dell’energia e delle risorse naturali.

E’ gia’ stato approvato un complesso di norme (Pianificazione territoriale fonti rinnovabili di energia; legge per lo sveltimento dei progetti per…) che consente l’installazione incontrollata degli impianti a scapito di tutti i settori produttivi poiche’ praticamente dappertutto: in aree forestali, su cime di montagne,in campi altamente produttivi,in aree appartenenti a Natura 2000 network e in zone archeologiche se non appartenenti alla classeA.

Alle aziende interessate viene richiesto, quale prerequisito essenziale, di provvedere alla installazione dei cavi sottomarini necessari per  connettersi al sistema continentale greco di produzione di energia. Ogni compagnia pero’ provvedera’ individualmente all’opera per l’impianto di competenza senza alcuna concertazione e vincolo se non quello della domanda e dell’offerta.

I progetti sono qualificati come “di interesse nazionale”.Cio’ permette la loro attuazione in aree forestali e solleva un tema molto rilevante concernente l’avvio dei lavori senza il consenso del proprietario poiche’ quest’ultimo, frequentemente, deve legalmente dimostrare di esserlo con lunghe dispute giudiziarie (non vigendo a Creta un sistema di accatastamento di tutte le proprieta’ terriere n.d.t).

 

NOI CHIEDIAMO:

- l’immediato arresto di quanto pianificato senza che le comunita’ locali ne siano informate e                coinvolte

-il ritiro di ogni permesso e licenza attinenti i progetti per la produzione su scala industriale di energia gia’ emessi

- che nessun sindaco  dia indicazioni sulle aree per il posizionamento di impianti fotovoltaici di cui al programma HELIOS, come invece proposto  dal Ministero per l’ambiente, l’energia e il cambiamento climatico

 

CI DICHIARIAMO DETERMINATI:

a prevenire congiuntamente la creazione di strutture centralizzate per la produzione di energia su scala industriale;

A difendere:

le locali attivita’ produttive e i produttori della nostra terra, che a stento sopravvivono causa cosi’ tante ostacoli e tensioni

le attivita’ che reinvestono i loro profitti nella comunita’

 

E di batterci per un modello produttivo che si adatti a Creta e rispetti le sue risorse naturali e culturali e l’unicita’ del suo paesaggio.

PAN CRETAN NETWORK AGAINST INDUSTRIAL SCALE RENEWABLE SOURCES OF ENERGY (RSE) PROJECTS

 

Resolution of the First Meeting in Panormos

 

Crete today is in danger of turning into an endless power plant of unlimited wattage, with industrial scale projects (wind power, solar cells, solar heating systems, pump storage systems) as other parts of Greece.

It’s about a complete, brutal and destructive invasion of large enterprises and energy groups, which will result in permanent and devastating consequences for the economy, the society, the natural environment and the cultural resources of the island.

This invasion, which is occurring at times of financial crisis, ignores local communities and threatens to completely overthrow the production model of the island.

The uncoordinated development, the degrading policies for the primary sector, the destruction of the natural and cultural resources as well as the productive potential of our country have for years been a threat and have weakened the model of production.

The energy projects that are currently being launched and planned have nothing to do with the true meaning and advantages of Renewable Sources of Energy (RSEs), advantages that can only be obtained with self-production, direct dissemination of benefits to the local community, support rather than substitution of productive activities, conservation of energy and natural resources.

A thorough legislation (Land-Planning RSEs, law for the acceleration of RSEs etc.) has already been approved that allows the uncontrolled installation of the projects virtually everywhere, at the load of all productive activities, in forests, on mountain tops, on high productivity land, in areas of the NATURA 2000 network, and in archaeological areas where there is no declaration of A zoning protection.

The essential prerequisite for their operation is the creation of undersea connectivity cables with the continental power system of Greece, a procedure which must be followed separately by each interested company and which has no limits besides those set by demand and profitability of business interests.

The designation of these projects as projects of “national benefit”, which allows their placement in forest areas, highlights the enormous issues of resolving land ownership matters, as in many cases the placement of these projects on private land without owners’ consent led to long court disputes where the owners try to prove that the land is theirs, while it has already been made available to a use they themselves did not choose.

WE DEMAND

-The immediate stop of everything planned without local communities being informed or involved.

-Withdrawal of all production permits and licenses that have been already provided for energy projects of industrial scale.

-Let no mayor be given the authority to indicate areas for the placement of photovoltaic stations for the program “HELIOS”, as was proposed by the Minister of Environment, Energy and Climate Change.

 

WE DECLARE OURSELVES DETERMINED

-To jointly prevent the establishment of power plant facilities of industrial scale.

 

To defend:

-The local productive activities and the producers of our land, who already survive under too much strain and obstacles

-Activities that reinvest the profits back to the community

 

And to strive for a model of production that suits Crete and respects its natural and cultural resources and the unique Cretan landscape.
