Priority 1: Develop business rules for districts to understand calculation of Graduation and Dropout under ESEA (Cohort)
Priority 2: Create awareness of data, including disaggregated data related to dropout prevention, transition, graduation, and post school outcomes. Include data from sources including achievement, graduation, dropout, surveys, Indicator 13, ACT EXPLORE, ACT PLAN, ACT WORKKEYS, WVEIS career planning data, EDGE data, Higher Education data, state census and employment data, and RS data. Awareness activities first must occur within the WVDE, then with RESA and LEA staff.
Priority 3: Design a straightforward self-guided dropout prevention tool for use by the LEA to create a customized dropout prevention intervention program for students with disabilities that uses the backward design process and a logic model format. LEAs will progress from understanding the big picture at the state and district level, to drilling down to identify and prioritize strategies into a tiered/phased implementation plan. The tool will have embedded evaluation benchmarks and guidance for adjusting the focus based on data results at key points in time. The long term plan for 2-5 years must be sustainable even when members change.
