Vocational Schools and ITIs

The state has some vocational high schools and colleges. The quality of these programs need to be evaluated. But it goes without saying that there is a huge shortage of good quality plumbers or for that matter any kind of building vocational professional. This is evident from the shoddy finishing of the buildings (both exterior and interior) all across India. Currently people learn these skills informally and the shoddy practices and skills pass from the teacher to the student. At the same time, there are lots of people with Bachelors degrees who do not have the right skills to find a job and often they consider it to be beneath their dignity to do physical labor. We propose that the government create and facilitate the creation of high quality vocational schools in various vocations including and not limited to:
  • Plumbing
  • Masonary
  • Heating, Ventilation, Air Conditioning and Refrigeration (HVAC/R)
  • Electrician
  • Landscape design
  • ...

Central Government Efforts

ITIs are Industrial Training institutes and there is a whole bunch of them in Orissa both in the government and private sector. However most of them are of suspicious quality. One excellent one is http://www.nttftrg.com/. Currently, sponsored by the TATAs, they have opened a branch in Gopalpur with a satellite center in Kalinganagar. Orissa government should insist that all the other big companies setting shop in Orissa open branches by NTTF.

To be able to do the above, manage them, maintain them and even have programs like the ones at the  National Institute of Construction Management and Research (NICMAR) the Orissa government should create a technical University. The Orissa government should pursue a branch of  National Institute of Construction Management and Research (NICMAR) as well as a branch of National Academy of Construction in Orissa.
