Upgrading Exisiting State Funded Universities, Colleges and Institutions

A one-time fund of 2000 crores for upgrading existing colleges and universities will be created. The center will be requested to contribute 50% to this fund and the state with its industrial partners and other means will chip in 50%.  Each of the existing 12 state universities will help create a plan for 2020 and funding for that plan will be provided through this funds. Similarly, each of the existing government colleges, medical colleges, etc. will  help create a plan for 2020 and funding for that plan will be provided through this funds. Following are some thoughts.
  • Among the engineering colleges/universities the two oldest, CET and VSSUT will aim to get to the NIT level. In this the plan of Maharashtra government can be taken as a starting point.
Many of the earlier universities are covered under a single act. Various clauses in this acts constrain the functioning of the vice Chancellor. This act should be revised to empower the vice chancellors.
