Realignment of Colleges and Universities in Orissa


One of the main issues with the current structure of colleges in Orissa (and probably in most states of India) is that the lecturers belong to the state government and they can be transferred from one college to another almost at the whim of the government. Thus most faculty do not have a strong bond towards their college and many do not care about how the college evolves.   

We propose to convert all government colleges to one of the following:
  • an independent college
  • a member of a cluster of colleges in a particular geographical area that form to make a metropolitan university
  • a constituent college of a university in that geographical area.
(The private colleges will be affiliated to one of the above three. Also, since the private college faculty can not be transferred, the earlier mentioned problems do not arise for them. However, exceptional private colleges can be adopted by the government, or be made an independent college, or they can become a deemed university, or they can become a private university.)

In the new structure, faculty are hired by the independent college or by the university. If they are hired by the university, they are appointed in a particular college of that university. The university administration can deput a faculty of one college to another college of that university, but only temporarily. However, the faculty may request a transfer from one college to another in that university. To maximize resources, cross-offering of courses between colleges of the same university will be allowed and even encouraged. 

All promotions will be open promotions in that they will be advertised and there will be a search. This will provide an opportunity for faculty to move from one college to another, if they wish to do so. This will also allow positions in remote colleges to be voluntarily filled, and not through punishment transfers. 

Contribution to the college outside of teaching and research will be an important criteria of all evaluations.

Following is an initial attempt at reorganizing the government colleges of Orissa. (The list of colleges is given in http://orissagov.nic.in/highereducation/actsrules.htm and copied in http://www.orissalinks.com/archives/1780. An area-wise clustering is given in http://www.orissalinks.com/archives/1889.  We now describe how the colleges will be organized.

1. A Bhubaneswar-Cuttack metropolitan University will be created that will consist of the following colleges:
  • S.B. Women’s College
  • JKBK College
  • I.M.I.T. Cuttack.
  • B.J.B. College, BBSR.
  • Rajdhani College, BBSR.
  • R.D. Women’s College, BBSR.
  • CITE, BBSR
  • ISMT, BBSR
  • MICM, BBSR
2.  S.C.S. College, Puri and Govt. Women’s College, Puri be merged to an independent college immediately and subsequently made constituent colleges of Puri University (by 2020).

3. N.C College, Jajpur will be made to an independent college immediately and subsequently a constituent college of Kalinganagar University (by 2020).

4. Bhadrakh College will be made to an independent college immediately and subsequently a constituent college of Bhadrak University (by 2020).

5. F.M. College, Balasore and K.K.S. Women’s College, Balasore will be made constituent colleges of Fakir Mohan University.

6. D.D. College, Keonjhar, Govt. Women’s College, Keonjhar and B.N. Sanskrit College, Tukuna, Keonjhar will be made constituent colleges of the proposed Central Orissa University, Keonhar.

7.  M.P.C. College, Baripada, Govt. Women’s College, Baripada, and Govt. Sanskrit College, Baripada will be made constituent college of the North Orissa University, Baripada.

8.  Dhenkanal College, Dhenkanal, Dhenkanal Women’s College me merged to an independent college and subsequently made constituent colleges of Dhenkanal University (2025).

9. Govt. College, Angul will be made a constituent colleges of the proposed Central Orissa University, Angul.

10. Khallikote College would be made to Khallikote University and B.A. College, Berhampur, S.B. Rath Women’s College, Berhampur and Govt. Sc. College, Chhatrapur will be constituent colleges of this university.

11. Niranjan Govt. Women’s College, Aska will be expanded to have both male and female students and made to an independent college.

12. S.K.C.G. College, Parlakhemundi will be made to an independent college immediately and subsequently a constituent college of Gajapati University (by 2020).

13.  Govt. College, Phulbani, S.M. Govt. Women’s College, Phulbani be made constituent college of Phulbani University.

14. V. Deb College, Jeypore and Govt. Women’s College, Jeypore be merged to an independent college immediately and subsequently a constituent college of Jeypore University (by 2020).

15. D.A.V. College, Koraput be made to an independent college.

16.  Govt. College, Bhawanipatna and Women’s College, Bhawanipatna will be made constituent colleges of the South Orissa University.

17.  G.M. College, Sambalpur be made to GM University and N.S.C.B. College, Sambalpur and Govt. Women’s College, Sambalpur be made its constituent colleges.

18. Panchayat College, Bargarh be made to an independent college immediately and subsequently a constituent college of Baragarh University (by 2020).

19.  Rajendra College, Balangir, Govt. College, Balangir, Govt. Women’s College, Balangir and B.B. Sankrit College, Bolangir be made constituent college of the proposed West Orissa University, Balangir.

20. Govt. College, Rourkela, S.G. Women’s College, Rourkela and Rourkela College, Rourkela be made constutuent college of the proposed Rourkela University.

21.  Govt. College, Sundargarh and Govt. Women’s College, Sundargarh be merged to an independent college and subsequently a constituent college of Sundergarh University (by 2025).


The state universities will be grouped to two parts and have two adminsitrators and the independent colleges will have a top administrator. They will be called as follows.
  • The Orissa general University System (Old: Utkal, Sambalpur, Berhampur, FM, NOU, Ravenshaw; New: Khallikote, GM,  Bhubaneswar-Cuttack metropolitan, Rourkela, Central Orissa Keonjhar, Central Orissa Angul, West Orissa Balangir, South Orissa Bhawanipatna, Orissa Open University) 
  • The Orissa professional university system (Old: BPUT, Utkal U of Culture, Sri Jagannath University, VSSUT, National Law University. New: Veterinary University, Orissa Health University)
  • The Orissa independent college System
(To manage the large number of independent colleges, they may be made into clusters based on geographical location and each cluster may have some adminsitartive duties.)

Each system will have a President and a small staff to administer the universities and colleges under them. The President of the university will report to the government and negotiate the budget on behalf of the colleges.
