The Office of Personnel Management's (OPM) Open Government Plan provides significant detail regarding the agency's efforts to be more open, participatory, and collaborative. Particularly welcome is its willingness to look closely at its current efforts, identify room for improvement, and commit to making those improvements in a reasonable timeframe.
OPM’s plan could be improved by the inclusion of a link to the office’s efforts to improve participation, similar to the link provided on collaboration. Also, the plan would benefit from specific dates and timelines for the actions planned on transparency, participation, and collaboration. While OPM offered strong details on many of the issues it plans to work on, it often neglected to provide a schedule for the milestones against which the public can hold the agency accountable.
