The Department of Energy’s (DOE) Open Government Plan meets many of the OGD requirements. While DOE presents a fairly substantial inventory of other available data and information, the plan would be improved by identifying key stakeholders for agency information and their needs as required by the OGD; fulfilling this requirement would help DOE review how it can open itself up to the public. The plan would also be improved by providing greater clarity in how it currently engages the public and employees, and how it plans to better engage these stakeholders, and by offering proposed actions and clear future milestones, specifically regarding upcoming open government public meetings.
The plan is weakened by DOE’s failure to explicitly state how it will improve participation by revising its current practices to increase public participation, and propose changes to its internal management and administrative policies to improve participation. In explaining its flagship initiatives, DOE also fails to adequately explain how it would measure improved transparency, participation, and/or collaboration, or how it would sustain and improve the initiatives. DOE can easily address most of these requirements in subsequent versions of its Plan.
