The Department of Commerce’s Open Government Plan makes good progress on making the agency more open, participatory, and collaborative. The plan benefits from well-documented projects launched across its diverse range of agencies that intend to make the Department’s vast stores of data more accessible and available to the public. The plan also commits Commerce to collecting citizen input via innovative new channels and generally upholds the principles of transparency, participation, and collaboration.
Commerce’s plan would benefit from greater specificity particularly for planned internal reforms, milestones, and deadlines. The Department should also consider ways to harmonize its decentralized governance structure with certain areas of its Plan, such as with regard to its FOIA program(s).
