The US Department of Agriculture‘s (USDA) Open Government Plan met or exceeded almost all of the OGD’s requirements. It addresses transparency in its processes, information, and accountability not simply in response to the OGD but as public and internal cultural transformation. Of particular note is that in the plan USDA identifies new positions and management structures to further align transparency and openness into its core mission.
The plan would be further strengthened, however, by addressing the process of how it responds to Congressional requests for information. The plan should also address the potential to use innovative methods such as competitions and prizes to encourage collaboration from other agencies and outside stakeholders. Additionally, the agency should make clear its commitment to respond to public feedback on the plan.
