The Council for Environmental Quality’s (CEQ) Open Government Plan is a basic but thoughtful plan that makes good progress achieving the requirements of the OGD. For a very small agency with a very specific mission, the plan is a commendable first step with several positive proposals. Much of the plan, though, is only that -- a plan to plan. The Council talks about what they will do without specific timetables or milestones for its goals.
CEQ’s plan would be improved if the agency revised the proposals on improving transparency, participation and collaboration to include concrete deliverables and schedules for when the public should expect them. Although the CEQ's plan demonstrates that the Council is on point with the message of open government, there is still much work to be done in order to open the Council's data and internal processes.
