Tea bags come with many varieties, shapes and flavors.
This special one has a Morse code keying feature in it.
Its handle looks like this. A darlington transistor BC517 acts as a water sensitive switch. (I used this same circuit in my Rowing boat CW key.)
When these pieces of pc-board touch water, transistor base current will flow and transmitter is keyed.
