Memorandum of Understanding (MOU)

Teacher Leadership and Compensation (TLC) System

Effective from July 1, 2016 through June 30, 2017


The  (NILC) Community School District in collaboration with the districts of Starmont, Central, and West Central have applied for and received approval from the Iowa Department of Education to participate in the Iowa Teacher Leadership System. The (NILC) Community School District (the “District”) and the (NILC) Education Association (the “Association”) have reached agreement in regard to Master Contract articles that will be affected by implementation of the local Teacher Leadership and Compensation (“TLC”) System.

This MOU shall be in effect beginning July 1, 2016 and ending June 30, 2017, unless the parties mutually agree to modify it, including modifying it to comply with legal requirements or guidelines.  Except as otherwise outlined in this MOU, all terms and conditions of the Master Contract shall continue in full force and effect.

SELECTION COMMITTEE

  1. Each district will have equal representation appointed to the TLC selection committee.  The selection committee shall be comprised of one teacher and one administrator from each district.


  1. The committee will accept and review applications for all TLC positions and will make recommendations to the district superintendents for appointment.  In developing recommendations, the committee will utilize measures of teacher effectiveness and professional growth, consider the needs of the Northeast Iowa Leadership Consortium, and review the performance and professional development of the applicants.   Teachers who are selected must meet all of the qualifications contained in the TLC grant and contained in the law.


  1. Each individual district superintendent and school board will review the committee’s recommendations and appoint teachers to serve TLC positions based on the needs of the individual district, the ability of the individual districts to find suitable replacements, and the performance and professional development of the applicants.
