Democracy is a big subject so let us start with a big vision...

Don Heiman, the former CITO for the Kansas State Legislature, has thought long and hard about how technology can now be brought to bear to complete the vision of America's founding fathers. Over the years he has refined the vision and “infected” many of us who have come into contact with him. The vision envisages a world where anything that you can do in the physical presence of your Government, you can do in the physical absence of your Government, without regard to walls or clocks. The vision encompasses the functions of all three branches of Government and covers everything from drafting legislation to applying for a marriage certificate to participative neighborhood policing strategies.

I hope to work with Don to capture the vision in book form in the future. It will take at least a book to do it justice...

Next, I will be posting an outline and a roadmap for where I believe technological standards based on the NIEM framework fit into the eDemocracy vision. It will take me some time to pull all that together but in the interim, I would like to propose that this group have a discussion about our various perspectives on eDemocracy and NIEM on the mailing list (http://groups.google.com/group/niem-edemocracy).

I will be posting a suggested "low hanging fruit NIEM eDemocracy standard" related to Bill Tracking next...
