The quickest 911 response system that I envision works like this -

someone dials 911 - the dispatcher picks up the phone - the call is

immediately patched to the 10 closest field units and 3 closest fire

stations - dispatch time is essentially 5 seconds (maybe 0 seconds)

Medical studies have shown - defib in under 2 minutes gives 40% saves

(IIRC) - ALS in under 4 minutes is beneficial - ALS between 4 and 8

minutes shows no benefits

The recent NFPA mobilization study shows - average fire call

processing time is 56 seconds - average EMS call processing time is 44

seconds - average daytime fire turnout (chute) time is 68 seconds -

average nightime fire turnout time is 110 seconds - average EMS

daytime turnout time is 54 seconds - average nightime EMS turnout time

is 101 seconds

(From the Montreal video - it took 25 seconds to put on turnout gear)

(Some firefighters get dressed while riding in fire trucks to the scene)

Overall - close to 3 minutes elapse between calling 911 and hitting

the road for nightime fire calls in the USA (paid FDs) - approx 2

minutes for nightime EMS calls

As you can see - Houston we have a big problem
