Leafleting Policy

In recognition of the library’s role as a Designated Public Forum, the Newark Public Library shall allow groups to leaflet, distribute materials, and disseminate information to the public, provided that they

1.      Provide reasonable notice to library officials

2.      Do so outside of the library in daylight hours

3.      Do not interfere with or impede the entry or egress from the building

4.      Do not create unreasonable or disturbing noise

5.      Do not create an undue burden on library resources

6.      Refrain from leaving materials unattended on car windshields

7.      Ensure that any and all discarded materials are disposed in proper receptacles

8.      Are respectful to patrons and library staff

9.      Abide by all other state, local, federal laws
