421-429 Cutler NW Zone Change Meeting

The owners of the now-vacant lots at 421 and 429 Cutler Ave NW want to rezone their property.  The Near North Valley Neighborhood Association meeting on November 18 is an opportunity for you to ask questions and share concerns before the application is filed. 


The lots used to be zoned residential and once had houses.  The property is currently zoned “MX-M” aka “Mixed-Use Medium Intensity Zone District.”  The owners plan to request a change to either “NR-C” aka “Non-Residential Commercial Zone District” or “NR-LM” aka “Non-Residential Light Manufacturing Zone District.”  


There is a very helpful table in the zone code that compares the different ways a property can be used in these zone districts.  You can find the table at page 143 in the zone code.  Go here:, and then go to the “Allowable Uses” table on page 143.

• Learn about the impact of the new Integrated Development Ordinance zoning code on you! City Planning Staff will be on hand before the meeting as well to answer questions about individual properties.
• Hear an update from Councilor Isaac Benton about the 12th and Menaul roadway project—the third (and hopefully final) phase is coming up!

Can you help with local needs?
Bring to the meeting: Gently used coats, jackets, hats, scarves, mittens for Job Corps students (young men & women ages 16-24).
Socks, travel-size toiletries, and blankets for the homeless, for distribution through providers in our area.

On June 27, Mayor Tim Keller will participate in our Annual Meeting, sharing his thoughts on his first six months in office and discussing his initiatives on crime and homelessness.  Mayor Keller will be joined by recently appointed Family and Community Services deputy director Lisa Huval whose duties include working with department leaders and others to “move the dial” on homelessness in Albuquerque.

Semi-Annual Membership Meeting

Our semi-annual membership meeting is next Wednesday, November 8, at the Indian Pueblo Cultural Center.  We’ll have a reception at 5:30 pm; the meeting starts at 6:00 pm. 


There are two main agenda items.  First, we will be joined by Mayor Richard Berry, City Councilor Ike Benton, Pueblo dignitaries, and others in celebrating completion of Phase Two of the 12th Street and Menaul Great Streets Improvements project.  We’ll hear about Phase Three and get an update on Avanyu Plaza.  Second, we’ll talk with City Parks & Rec staff and APD about the five parks in our area—what we have and what we can do to make them more family-friendly.  If you have questions or concerns about the park near you, this is an opportunity to get some answers.

Albuquerque Mayoral Candidate Forum


Candidates for Mayor will speak and answer questions at the annual membership meeting of the Near North Valley Neighborhood Association on Tuesday, April 25 at the North Valley Senior Center, 3825 4th Street NW.  The meeting starts at 6:30 pm, preceded by an open house at 6:00 pm. The candidate forum will start at 7:30 pm. The program also will include brief presentations about the Edith Waste Transfer Station, the Indian Pueblos Marketing, Inc., building and infrastructure developments, the City’s 12th and Menaul roadway improvements, the Rio Grande Crossing development at Rio Grande Blvd NW and I-40, and the Brown property redevelopment at 4th Street and Fitzgerald Rd NW. There will be door prizes, the Association’s board election and Good Neighbor Awards.

Albuquerque Indian School District - New Development Plans

Does anyone know if there are plans for any businesses/establishments in the same area as the new Starbuck's?


Yes, Indian Pueblos Marketing Inc. (IPMI, the for-profit enterprise that supports the Indian Pueblo Cultural Center) has an updated plan to develop the remaining property of the former Indian School campus. On Monday, City Council approved "O-16-22 Updating Development Design Standards For The Commercial And Office Tracts;
Adopting Updated Development Design Guidelines; And Adopting Updated Authorized Uses For The Commercial And Office Tracts." This was the result of almost a year of work by IPMI, their development planners, the City Council, Planning staff and Municipal Development staff and the 12th & Menaul Committee of the Near North Valley Neighborhood Association. The new plan updates and clarifies parts of the HOK Plan developed in 2005 with community participation.

With the new plan in place, IPMI is working with prospective businesses about locating along the commercial strip along 12th Street. There are good prospects for a restaurant on the lot immediately north of the Starbucks.

Another facet of the new plan is that it is in harmony with phase two of the 12th & Menaul Great Streets project. The engineering on this is virtually complete. Work could begin on the street and streetscape on 12th south of Menaul by the end of this year. There is dated information about the project at

The Near North Valley Neighborhood Association will have presentations about these developments during our semi-annual membership meeting on Tuesday, October 25th at the North Valley Senior Center, 3825 4th St. NW. There will be an open house beginning at 5:30 pm and the regular meeting at 6:30 pm.

2016 Annual Membership Meeting

The Annual Membership Meeting of the Near North Valley Neighborhood Association will be on Wednesday, June 29 at the Indian Pueblo Cultural Center, Chaco Room, 2401 12th Street NW.  There will be an open house from 5:30 – 6:30 pm with displays and information about community projects such as the Alameda Drain and Trail Master Plan, the development of the Albuquerque Indian School Campus and planned street improvements on 12th and Menaul. 


The program starts at 6:30 pm, and will include a discussion of public safety issues in our area by APD Valley Area Command officials, the Valley Citizen Policing Council and elected officials. There will be refreshments and door prizes. We will hold board elections and present our Good Neighbor Award.

2015 Annual Membership Meeting

The relocation of major homeless services into the Near North Valley neighborhood will be discussed by City officials and service providers at the annual meeting of the Near North Valley Neighborhood Association on Tuesday, June 16 at the Indian Pueblo Cultural Center, 2401 12th Street NW. 
The event begins with an Open House from 5:30 pm to 6:30 pm, at which time the public can view current plans for 12th Street and Menaul area roundabout and street improvements, and plans for expanding and renovating the County Extension Service/4-H property, talk with Garfield Middle School Principal David Lynch about Garfield’s conversion to a STEM (Science, Technology, Engineering and Mathematics) magnet school, and meet staff of UNM Hospital’s North Valley Clinic for Family and Community Health on 4th Street NW.
The membership meeting starts at 6:30 pm, with a celebration of the Clinic opening, reports from City Councilor Isaac Benton and County Commissioner Debbie O'Malley about area projects and issues, and the panel discussion about homeless services. There also will be election of officers and board members.
