Children’s Mobile Response and Stabilization Service is available to children whose escalating emotional or behavioral issues require timely interventions to prevent disruptions of their current living arrangement. Mobile response is a face to face service at the site of the escalating behavior, whether this is the child’s home, a group home or another living arrangement, including foster and adoptive family homes. Mobile Response provides time limited, intensive, preventive services that include behavioral and rehabilitative interventions designed to diffuse, mitigate & resolve immediate crises.

Care Management Organizations (CMOs) provide a full range of treatment and support (wrap-around) services to children with the most complex needs. They work with child-family teams to develop individualized service plans. The CMO’s goals are to keep children in their homes, their schools and in their communities.

Family Support Organizations (FSOs) are family-led organizations that provide direct peer to peer support to families involved with the Care Management Organization. They also provide support groups, education, advocacy, information and referral, and other services to family members of children with emotional and behavioral problems who are involved with the System of Care and in the community. The Family Support Organization’s Youth Partnership program provides leadership development skills and socialization opportunities for youth ages 13-21.

Morris County Division of Community and Behavioral Health Services - The Division plans, develops, and monitors a coordinated service delivery system for persons with mental illness, substance use disorders, behavioral health needs and services for youth at-risk of involvement with the Family Court and/or Juvenile Justice System. The Division has administrative responsibility for almost $20 million in State and County public funding that is awarded to Morris County community-based providers. We also provide information, referral, advocacy and linkages to services for individuals and families.

Community and Behavioral Health focuses on children and families in need of emotional and behavioral health service and support. Through the County Board of Chosen Freeholders, a total of approximately $198,519 in Grant in Aid and Special Freeholder Allocation goes to these services. The New Jersey Juvenile Justice Commission also allocates approximately $473,570 through several grants for programming for at-risk youth. State funding is also provided through the NJ Division of Children's System of Care.

Youth Services Advisory Committee - The Morris County Youth Services Advisory Committee consists of the County Inter Agency Coordinating Council (CIACC - CSOC) and the Youth Services Commission (YSC- Juvenile Justice Commission). This is a group of providers, system partners, and community members who act as a combined advisory body to the Freeholders regarding funding for youth programming in Morris County. This Committee also acts as a quality assurance body reporting to the Division of Children's System of Care and the Juvenile Justice Commission on any trends in the Morris County Child Behavioral Health System of Care and Juvenile Justice System.
