This website contains an in-depth investigation on the University of Georgia (USA) computer science Professor, Hamid Arabnia , who made TENS OF MILLIONS of dollars by cheating the researchers using the bogus conference WORLDCOMP . He run this scam for more than a decade, he accepted and published fake research papers, he brought “paid keynote speakers” as baits, his program committee members never reviewed papers, he brought “imaginary experts” to review papers, he made fake challenges, he used bogus names to defame other conferences, he created a ranking site and ranked his own conferences high, he gave awards to himself, he filed lawsuits on critiques, he went on to newspapers claiming him as a victim, he wrote his own student reviews, he criticized his own university, but he still works for the same university and organize the same bogus conference from behind the scenes.

Section 1: Introduction

Hamid Arabnia , born in Iran, studied in UK, and now a Professor in the Department of Computer Science at the University of Georgia, USA, has been organizing the world's biggest fake conference WORLDCOMP for more than a decade in Las Vegas, USA.

If you visit WORLDCOMP 's website, obviously, you feel that it is a high-level technical conference. However, it is a fake conference. Yes, WORLDCOMP is the biggest bogus or fake or sham or scam conference in the world that has been annually and successfully taking place for more than a decade, accepting almost all submitted papers without any review and collecting millions of dollars each year.

How to get your paper published in WORLDCOMP? It is a very simple process but the key part is that you should be ready to pay around 600 US dollars as registration fee: just get some technical material (not computer generated garbage that looks suspicious) from two or more published computer science papers of your choice (these papers need not have any relation with each other and you can select them randomly!). Make sure there are no grammatical mistakes in the material. Neatly format the material and put some decent title and submit it to WORLDCOMP. Wait for few weeks (if you submit the paper in response to an extended submission deadline then you get the acceptance in around a week time) and you will get an acceptance message (this is only a part of the message) as follows from Hamid Arabnia and if you pay the registration fee (note that fee payment is THE KEY part) then your paper will be published:

“... I am pleased to inform you that the following paper … has been accepted as a Regular Research Paper (RRP) - ie, accepted for both, publication in the proceedings and oral formal presentation… ”

“... Each paper was peer-reviewed by two experts in the field for originality, significance, clarity, impact, and soundness... ”
...

However, in reality, there is no "review" , except checking if the paper is a computer generated garbage and has any major grammatical and language issues. Simply say, the appearance of the paper should look neat and should not look "suspicious" . What Hamid Arabnia cares the most is whether you paid the registration fee or not. The conference is his Cash Cow or Golden Goose ! The registration fee is around 600 American dollars (as of WORLDCOMP 2012) for each non-student paper.

There were serious allegations and suspicions on WORLDCOMP and its fakeness for a long time. For example, see this link (or see Attachment-79 if this link is not working) for some comments. But Hamid Arabnia's gang countered these allegations successfully by posting responses and messages at various blogs/websites/mailing lists, pretending as innocent bystanders. For example, see the reply from this gang for the earlier comments (or see Attachment-84 if this link is not working) .

The compilers mailing list first and formally announced the fakeness of WORLDCOMP in January 2011 to the public . [ Dr. John R. Levine posted this announcement. He has a Ph.D. in Computer Science from Yale University, USA and he is a well-known person in the research community]:

"If you're looking for a conference that accepts every paper regardless of quality, nobody goes except the presenters, and you'd like an excuse for a junket to Las Vegas, this [WORLDCOMP] may be the conference for you."

Because compilers mailing list is a very reputed one, we all assumed that Hamid Arabnia will take compilers mailing list announcement seriously and stop this fake conference business for the sake of entire research community. However, Hamid Arabnia didn't stop. Hamid Arabnia's gang is flooding the internet with WORLDCOMP's call for papers. The gang is "attacking" , in online forums and groups/blogs, anyone who criticizes WORLDCOMP slightly. This entire situation obligated us to prove WORLDCOMP's true nature and its fakeness to the public with specific examples. We hope that thousands of authors, who may otherwise submit their papers to WORLDCOMP, will instead choose a decent conference.

Before providing other details, to provide a quick idea about the “reputation” of this fake conference WORLDCOMP, we have provided the comments from some researchers on it.

3.2. Some highlights of fake-paper-1:

(1). Most matter (except figures) in fake-paper-1 is copied directly from genuine-research-paper-1 with some minor changes and addition of many meaningless statements. Some fake matter is added to connect the figures and tables with the rest of the content.

(2). All figures, tables and performance results in fake-paper-1 are directly copied from the genuine-research-paper-2.

(3). genuine-research-paper-1 and genuine-research-paper-2 talk about two entirely different and mutually exclusive topics. So, by joining the content, pictures, performance results and tables from these different papers has generated a meaningless paper, that is, fake-paper-1.

(4). genuine-research-paper-1 is listed as a reference in fake-paper-1 (reference # 3).

(5). genuine-research-paper-2 is listed as a reference in fake-paper-1 (reference # 10).

(6). Although the two genuine papers are listed as references in the fake paper, WORLDCOMP "reviewers" (if any), couldn't trace out that the submitted paper is a fake one. Ie, the "reviewers" (if any) failed to use this obvious clue to catch fake-paper-1.

(7). Most references in fake-paper-1 are wrongly cited (irrelevant citation or at irrelevant location or both) in the content/body of fake-paper-1.

(8). fake-paper-1 has many contradicting claims. E.g.,
at line # 7 in page 6: “It proves that knowledge attribution to intelligent agents is always possible” .
at line # 15 in page 6: “It confirms that knowledge attribution to intelligent agents is impossible.”

(9). fake-paper-1 contains many incomplete or meaningless statements and they are numerous.

(10). fake-paper-1 has no logical flow between successive paragraphs and successive sections (and in some cases, between successive statements) and the fake paper didn't convey any meaning (not even 0.0000001%) as a whole. The figures have no relation (not even 0.000000000001%) with the rest of the content.

(11). Hamid Arabnia submitted fake-paper-1 to DBLP and it is listed in DBLP .

(12). Hamid Arabnia is the primary Editor of IC-AI'10 Proceedings, in which fake-paper-1 is published.

(13). Hamid Arabnia stated in his acceptance letter (see Attachment-48 at the end of this webpage) dated April 4, 2010 to the author of fake-paper-1:
Each paper was peer-reviewed by two experts in the field for originality, significance, clarity, impact, and soundness.

He also stated:
"Only those authors whose papers have been accepted SUBJECT to MANDATORY changes will receive the compiled referees' report about THREE days after the date of this email - The referee reports would be sent to such authors by track chairs who arranged the evaluation of your paper or by the coordinator/staff of the conference. "

Why didn't Hamid Arabnia's " two experts ” notice these horrible, damaging and serious issues in fake-paper-1 (really if there were any experts and reviewing)? We claim that there was no review and it is a fake conference.

The author of fake-paper-1 never received any " compiled referees' report " stated by Hamid Arabnia. We believe that Hamid Arabnia stated the " compiled referees' report " just to trick the author by creating a feeling that there was a real review going on.

(9). Most references in fake-paper-2 are wrongly cited (irrelevant citation or at irrelevant location or both) in the content of fake-paper-2.

(10). fake-paper-2 has many contradicting or misleading claims and statements. For example: the last four lines in Page 1:

The first line claims two windows. The second line claims three windows.

(11). fake-paper-2 contains many incomplete or meaningless statements and they are numerous.

(12). fake-paper-2 has no logical flow between successive paragraphs and successive sections (and in some cases, between successive statements) and the fake paper didn't convey any meaning (not even 0.0000001%) as a whole. The figures have no relation (not even 0.0000000000001%) with the rest of the content.

(13). Hamid Arabnia submitted fake-paper-2 to DBLP and it is listed in DBLP .

(14). Hamid Arabnia is the primary Editor of EEE'10 Proceedings, in which fake-paper-2 is published.

(15). Hamid Arabnia stated in his acceptance letter (see Attachment-49 at the end of this webpage) dated June 1, 2010 to the author of fake-paper-2:
Each paper was peer-reviewed by two experts in the field for originality, significance, clarity, impact, and soundness.

Hamid Arabnia also stated " The system shows that your paper is accepted without changes ."

Why didn't Hamid Arabnia's " two experts ” notice these horrible, damaging and serious issues in fake-paper-2 (if there were any experts and review)? We once again claim that there was no review and it is a fake conference.

Hamid Arabnia was in a rush to collect the registration fee from the author of fake-paper-2 because the acceptance letter was sent on June 1 2010, and the conference date was very close (July 2010). Hamid Arabnia didn't want to waste any more time by putting the author on hold waiting for "reviews", as it was the case for fake-paper-1. This is why, Hamid Arabnia stated "The system shows that your paper is accepted without changes." , encouraging the author to pay the fee quickly.

 

 

 

Section 4: Details of All Papers in a WORLDCOMP Conference

This section presents all submitted papers (along with their “reviews”) in IC-AI'10 , (IC-AI'10 was one of the conferences in WORLDCOMP'10). On June 3, 2011, Hamid Arabnia sent an email to some authors of IC-AI'10 that contains all details of all submitted papers of IC-AI'10 (see Attachment-44). It looks he has sent these details inadvertently or due to system error. This email includes the schedule of IC-AI'10 and most importantly, the details of each and every paper (paper number, paper title, authors of the paper, email addresses of authors, whether RRP or SRP (ie, category of acceptance), and optional comments for example if the author paid the fee or if the author cannot attend the conference and "review").

Some abbreviations Hamid Arabnia used:
RRP: Regular Research Paper
SRP: Short Research Paper

As you can visualize from this file, all submitted papers were accepted with most papers (98%) accepted as RRP. Except for comments for example " writeup suffers from poor english ", there were no other reviews conducted for all these papers!

In conclusion, there was no review (except checking major grammatical errors) for any paper submitted to WORLDCOMP!

 

 

Section 5: Investigation

We did a detailed investigation on this fake conference WORLDCOMP (including Hamid Arabnia and his gang's threats to researchers, lawsuits, and the fake papers they submitted to other people's conferences, etc). Thanks to many researchers who helped us a lot in this investigation. We are sharing some of our findings here.

(1). DBLP and almost all important listing/indexing agencies stopped indexing WORLDCOMP proceedings. For example, see Hamid Arabnia publications listing at DBLP (or see the listings of one of the conferences of WORLDCOMP) and notice that WORLDCOMP is not listed after 2010. However, in the call for papers, Hamid Arabnia's gang cheated the authors with wrong information about the indexing of WORLDCOMP proceedings by DBLP. See for example WORLDCOMP'11 call for papers:

“…The proceedings will be indexed in Inspec / IET / The Institute for Engineering & Technology, DBLP / Computer Science Bibliography, and others…”

Many authors who published papers in WORLDCOMP are now very worried that their publications may in fact damage their resume/CV rather than giving any help (because WORLDCOMP is already proved as fake and the proceedings are not listed). Some authors already removed their WORLDCOMP publications from their CVs (see the comment published by “old professor” on Mar 30, 2012 at 04:14 PM in Attachment-6).

(2). Since WORLDCOMP is rapidly losing its paper submission base for the last one year, Hamid Arabnia's gang came up with a tricky idea to cheat the researchers to get more papers for WORLDCOMP'13. The idea is to have two different categories of paper submissions namely “ Submission of Regular Papers ” and “ Submission of Poster Papers”: see this link (see Attachment-101 if the link didn't work) for paper submission details at WORLDCOMP'13. The “ Submission of Poster Papers” stated:

“Poster papers can be 2 pages long. Authors are to follow the same instructions that appear above (see, Submission of Regular Papers) except for the submission is limited to 2 pages . …”

How can WORLDCOMP review (if at all there is any review) a 2 page length paper, to decide its technical merit? 2 pages are hardly enough for the abstract, experimental results, and some references.

It also stated:

“…Poster papers (if accepted) will be published if and only the author of the accepted paper wishes to do so.”

This arrangement is to attract paper submissions from authors who are shy of publishing their papers in the proceedings (because they know that their papers have no technical merit and they do not want their papers to be viewed by others by publishing them in proceedings) but wish to claim their paper “presentation”. Note that in many community colleges and similar places, paper “presentation” itself is enough to claim the achievement. “publication” is not mandatory. Means, WORLDCOMP is openly encouraging low quality paper submissions (ie, 2 page papers) to make money.

However the authors of these 2 page papers have to pay complete registration fee (in Attachment-101, there is no mentioning of fee reduction/cancellation for these 2 page papers). Means, Hamid Arabnia wants to get full registration fee from these 2 page poster papers also!

But it was not the case (ie, there was no “ Submission of Poster Papers” category) in WORLDCOMP'12 or WORLDCOMP'11 (if these links didn't work, see Attachments 102 and 103) or earlier WORLDCOMP conferences. This is because many people didn't know the fakeness of WORLDCOMP until WORLDCOMP'12. That is, WORLDCOMP had no problem getting paper submissions almost until 2012 conference. In fact, WORLDCOMP'12 itself experienced “some” affect from developing countries. If you see WORLDCOMP'12 proceedings or its schedule (see Attachment-104), you will notice that, on average, there are no more than three papers (per conference) from China and almost the same number from India, and so on.

In conclusion, Hamid Arabnia noticed that WORLDCOMP'13 will completely collapse due to lack of paper submissions and that's why he came up with the idea of 2 page paper.

(3). Hamid Arabnia brought well-known scientists as keynote speakers by offering them VERY attractive financial package that includes accommodation, air fare, food, remuneration, etc. and an “outstanding achievement award”. For example, Prof.Gene Spafford (Spaf) gave a keynote in WORLDCOMP'11 and received an “ Outstanding Achievement Award” from Hamid Arabnia (see the link http://spaf.cerias.purdue.edu/news.html or Attachment-111 and search for the word WORLDCOMP). Hamid Arabnia uses these keynote speakers (from present and past WORLDCOMPs) as “ baits ” to attract authors for paper submissions. WORLDCOMP's website always highlights the details of (former and, if any, present) keynote speakers on its main webpage. Innocent researchers, once see the names of these well-known scientists at the conference main page, get very good first impression about the conference. See the main pages of WORLDCOMP'11 and WORLDCOMP'12 and WORLDCOMP'13 (see Attachments 23, 42, 62 if these links didn't work or if WORLDCOMP website is modified after this message).

However, some keynote speakers are Hamid Arabnia's very close friends and they helped each other. Eg., See Hamid Arabnia's CV (Attachment-51). It stated:

“…this award was formally presented to him [Hamid Arabnia] on June 26, 2006 by Professor Barry Vercoe (Massachusetts Institute of Technology / MIT)…”

Professor Barry Vercoe got the chance of keynote speaker in WORLDCOMP (see Attachments 23, 42, 62) because he helped Hamid Arabnia with the award (or vice versa).

(4). WORLDCOMP always forms program committee with open invitation (or see Attachment-78) as of January 3, 2013. This is because, people who joined the program committee on their own (rather than invited by WORLDCOMP) are generally silent and do not question Hamid Arabnia about the paper review process (because they know that they may lose their program committee membership otherwise). Most of the people, who join WORLDCOMP committee, are those (i). having personal contacts with Hamid Arabnia's gang or (ii). who wish to claim this membership in their CV/resume without doing any work (because they know that there is no review process in WORLDCOMP) or (iii). innocent researchers who didn't know about WORLDCOMP's true nature or (iv). who cannot get memberships in any other decent conferences due to their lack of decent research credentials.

If you see any WORLDCOMP proceedings, you find a lot of program committee members from the lowest ranked colleges and universities in the world (in fact, it doesn't matter whether the program committee members are good or not because there is no review).

In addition, Hamid Arabnia also invites some famous professors (let us say, Professor-x) to join the Steering Committee of WORLDCOMP for name sake and to create an impression to the public that WORLDCOMP is great. However, Hamid Arabnia invites professor-x only if Hamid Arabnia already knows that professor-x is not a trouble making person. We contacted several steering committee members of former WORLDCOMPs enquiring about their role. Some of them didn't respond while some others said that their role was just limited to provide advises, if needed [due to respect (and to keep our promise) to those steering committee members, we are not revealing their specific names here].

(5). Hamid Arabnia's gang created a fake and anonymous (ie, no physical address or phone number but only an email address) ranking site called cs-conference-ranking.org that listed (ie., ranked) WORLDCOMP conferences (such as ICAI, PDPTA, etc.) along with world's top level conferences such as ACM SIGMOD, VLDB, IJCAI, ACM/IEEE ISCA, AAAI, etc. Then Hamid Arabnia's gang sent call for papers claiming WORLDCOMP is a top level conference, by giving reference to this fake ranking site:

“Most of these [WORLDCOMP] conferences have been evaluated and determined to be top tier research conferences (see http://www.cs-conference-ranking.org/index.html for an example)”

The call for papers were sent to a HUGE number of important forums/mailing lists, see for example, forum1 and forum2 and forum3 and forum4 and forum5 and forum6 and forum7 and forum8 and forum9 and forum10 and forum11 and forum12 and forum13 and so on… (if these links didn't work then see Attachments 55, 56, 57, 58, 63, 64, 65, 66, 67, 68, 69, 70, 71).

However, Prof. Jijun Tang from the University of South Carolina, Columbia, USA has revealed the truth [see Prof. Jijun Tang's details at this truth revealing website . If these links didn't work then see Attachments 60 and 61] behind this fake ranking site. As explained in these websites, Hamid Arabnia's gang sent legal notice to Prof. Jijun Tang, asking him to remove his comments. However Prof. Jijun Tang refused (we salute Prof. Jijun Tang for his firm dedication on this matter!). Once Hamid Arabnia's gang noticed that they cannot intimidate Prof. Jijun Tang, they quickly replaced the content of that fake ranking site with some unrelated information (a copy of that website as of as of January 1, 2013 is in Attachment-73).

Note that Hamid Arabnia's gang referenced this fake ranking site in the “Foreword” section of many WORLDCOMP proceedings to fool the authors. For example, see the Forward (Attachment-72) of DMIN'06 [DMIN'06 was part of WORLDCOMP but was chaired by a separate person. However, WORLDCOMP collected the registration fee]. DMIN'06 Foreword says:

DMIN conferences have been ranked within the top 10 conferences in Data Mining worldwide and within the top 30% (no. 78 of 328 conferences) in the domain of "Databases/Knowledge & Data Management/Data Security/Web/Mining" through an independent review at Computer Science Conference Rating ( www.cs-conference-ranking.org) ”.

In fact, this “Foreword” has a bunch of other lies eg., it has supported students from lesser developed countries, etc. (see Attachment-1 on how the students from lesser developed countries were treated).

Another IMPORTANT purpose of this “ cs-conference-ranking.org” was to gather email addresses of potential authors and use those addresses for sending WORLDCOMP call for papers: “ cs-conference-ranking.org” contacted/solicited (pretending as a true conference ranking site) several other conferences, let us say, conference-x, asking it to submit the details of its published papers in order to list conference-x at “cs-conference-ranking.org”.

The key requirement for listing conference-x at “cs-conference-ranking.org” was: conference-x should also submit the email address of at least one author for each published paper. “ cs-conference-ranking.org” gave the reason that it will rank only reviewed conferences and that these email addresses will be used to directly contact some authors (randomly by email) to verify if their papers were really reviewed by conference-x or not.

But the fact behind this email collection was to send WORLDCOMP's call for papers to these collected email addresses (means, WORLDCOMP will be getting more papers each time while other conferences were losing submissions).

We have documents from several conference organizers who were cheated by “ cs-conference-ranking.org” . Due to respect (and to keep our promise) to these organizers, we are not releasing the details here.

CAUTION: do not get confused between Hamid Arabnia gang's fake ranking site “ cs-conference-ranking.org” and other sites with almost identical names (cs-conference-ranking.com, cs-conference-ranking.net, conference-ranking.org, etc, some of them are shutdown as of January 1, 2013). We didn't complete our investigation on these sites.

(6). Hamid Arabnia makes fake challenges to convince people that WORLDCOMP is a great conference. See Hamid Arabnia's challenge to Wikipedia . (if this link didn't work then see Attachment-40 and look for “hamid” in the attachment). As you can see in this website, Hamid Arabnia challenged Wikipedia as follows:

“ If someone is declaring that a gibberish paper is published/accepted in a conference, shouldn't they provide with the copy of acceptance notification + the paper that was accepted/published, ... as evidence?”.

However, it is already proved that gibberish papers were accepted and published in WORLDCOMP. Hamid Arabnia himself confirmed the publication of gibberish papers in his Red&Black newspaper interview (if this link didn't work then see Line 1 in Page 5 of Attachment-7).

(7). In order to silent his critiques, Hamid Arabnia has been filing lawsuits/subpoenas (see Attachment-2). In fact, Hamid Arabnia's attorney daughter Samira Arabnia (see attachments 2, 3 and 4) has been instrumental in these lawsuits. Hamid Arabnia started this legal process (sometime in March/April 2012) just to trick the potential authors of WORLDCOMP conference that it is not bogus (his hope was that the legal action will change people's perception about WORLDCOMP, once the critiques are silent with these legal actions). Hamid Arabnia used the legal process to successfully remove pages from the following well-known blog that criticized the fake conference WORLDCOMP:

Hamid Arabnia served a subpoena (see Attachment-5) on April 1, 2012 to a German Professor, Dr. Debora Weber-Wulff (an expert on plagiarism and fake conference matters) who manages the well-known copy-shake-paste blog . She was forced to remove all her comments about WORLDCOMP from her blog due to legal notices from Hamid Arabnia (see Attachment-34). However, all the deleted files from her blog are provided as PDFs at the end of this webpage (see attachments 6, 1, 8, 9, 10 and read them in the same order).

Hamid Arabnia is still pursuing legal actions on some people: see Attachment-17. One of the defendants, Muhammad Ismail Pasha is the author of a fake paper published in WORLDCOMP'10 (see above for the details of the fake papers). One of the other defendants is Hamid Arabnia's friend and it looks Hamid Arabnia is playing a trick!

Apart from filing lawsuits, Hamid Arabnia's gang is also intimidating their critiques. Click here for the telephone threats Dr. John R. Levine received (see Attachments 85 and 86 if the previous links didn't work). See Attachment-9 for the threats Prof. Debora Weber-Wulff received.

(8). To save face (and to gain sympathy and to run the future WORLDCOMPs), Hamid Arabnia has gone to a local newspaper Red&Black (if this link does not work then see Attachment-7) in Athens, Georgia (note that Hamid Arabnia is working as a professor in Athens, Georgia), claiming himself as a victim of cyber-attack. His story looks like the story of a thief who has gone to a newspaper claiming himself as a victim of an honest citizen/police who attacked that thief while robbing a bank. In fact, the editor Ms. Lindsey Cook (who published this article in this newspaper) is a close friend of Hamid Arabnia. Many questions, such as why (ie, for whose benefit) Hamid Arabnia is organizing this conference, paper review process, who is getting registration fee, etc., are not even addressed in this newspaper article. If you see the end of the newspaper article then you will find that all the comments were supplied by Hamid Arabnia's gang, using different names: there is no single comment against Hamid Arabnia or WORLDOCMP (as of January 1, 2013). The newspaper editor refused to publish our comments although we posted (and also emailed) them many times. In this newspaper article, Hamid Arabnia claimed himself as victim of a cyber attack but in reality, Hamid Arabnia made the entire research community (in the world) as a victim of his sham conference WORLDCOMP (see Attachment-1 for the story of Ph.D. student from Asia).

In his newspaper article, Hamid Arabnia has even criticized his own employer (University of Georgia (UGA)) as follows:

UGA has not offered any help (eventhough [sic], they have the resources to do so)” “I am a proud faculty member of UGA for abut 25 years — I was expecting a little more support.”

How can UGA support Hamid Arabnia's fake conference business? Note that Hamid Arabnia never gave a single penny (of the conference money) to UGA but he was expecting “little more support” from UGA when he was in trouble!

(9). Hamid Arabnia claimed his own publications in the bogus conference WORDLCOMP for his professional growth in University of Georgia (UGA). He provided wrong information to UGA, about the conference's acceptance rate. For example, see Attachment-15 (it is the annual report published by the computer science department of UGA in 2006-2007, based on the information supplied by the computer science professors of UGA) and search for “arabnia”. In this annual report, Hamid Arabnia claimed his own papers published in PDPA'07 (he claimed that the acceptance rate at PDPA'07 was 31%). Note that PDPA'07 was a part of WORLDCOMP. Similarly, he gave wrong information about the acceptance rates in the WORLDCOMP conferences (in which he has his own papers): ICAI'07 (28%), SAM'07 (29%), IPCV'07 (25%), IKE'07 (in this, he has three papers!) (30%), CDES'07 (27%), and so on. In reality, the acceptance rate was almost 100% for each of these conferences. Probably, he paid registration fee for all these conference papers (i.e., paid to his own pocket) by collecting the fee from UGA or from a project. He submitted similar information to UGA for more than a decade.

(10). Hamid Arabnia has claimed that he received the outstanding research contribution award at the Seventh IEEE BIBE conference (if this link didn't work then see Attachments 35, 36, 37, 38). The funny part of this conference is: Haimd Arabnia is the Award committee chair, program co-chair, and distinguished advisor for the steering committee . That is, he (the award committee chair) has given an award to himself! He also gave a keynote speech in the same conference, as invited by the steering committee (in which he is a part!). That is, “he wrote his own reference letter” or “he blessed himself”. In addition, Hamid Arabnia published his award details at UGA website (see Attachment-16 and search for the word “arabnia”) to fool the public at UGA that he is a great guy.

Hamid Arabnia has also "exaggerated" his CVs (see his CVs in Attachments 51, 53, 54). Eg., See Attachment-51. It stated:

“…Dr. Arabnia received the Distinguished Service Award in recognition and appreciation of his contributions to the profession of computer science and his assistance and support to students and scholars from all over the world…”

What about the student from Asia (see Atatchment-1)?

The attachment also stated:

“…this award was formally presented to him on June 26, 2006 by Professor Barry Vercoe (Massachusetts Institute of Technology / MIT)…”

However, Barry Vercoe was a keynote speaker in WORLDCOMP (see attachments 23, 42, 62) and a close friend of Hamid Arabnia.

The attachment also stated:

“…More recently (October 14, 2007), he [Hamid Arabnia] received an "Outstanding Achievement …This award was formally presented to him … (signatories: …. Mary Qu Yang…”

However, Mary Qu Yang is a close friend of Hamid Arabnia and they both published papers and edited many proceedings of the fake conference WORLDCOMP. See Mary Qu Yang's publications at DBLP and notice her partnership with Hamid Arabnia (ie, search for the word “arabnia”).

(11). Many universities in the US already noticed that WORLDCOMP is bogus and they are no longer paying the registration fee if a paper (from their student/employee) is accepted in WORLDCOMP. Several universities in some foreign countries also stopped paying for WORLDCOMP papers. Eg., many top universities in Brazil, Canada, China, India and South Korea. Some other counties are also on this way. Eg., King Saud University in Saudi Arabia. That is, all these universities blacklisted WORLDCOMP.

(12). In the 1 st page of Attachment-2, it is stated that “Computer Science Research, Education and Applications (CSREA)” is a Georgia Company. Note that Hamid Arabnia's family members/close relatives are directors of CSREA. Note also that CSREA is the company that is publishing the proceedings of WORLDCOMP (and also running WORLDCOMP). For example, see the publication details at DBLP and notice that CSREA was the publisher for all these. That is, WORLDCOMP is a commercial activity to make money to CSREA (ie., to Hamid Arabnia's family).

Page 4 of Attachment-2, stated:

“viii. Further interference with Plaintiff's prospective economic advantage”.

This statement once again proves that Hamid Arabnia has economic advantage in this conference. Finally, the University of Georgia (UGA) name is no where mentioned in attachment-2 (note that Hamid Arabnia used UGA name in WORLDCOMP proceedings and website for more than a decade, along with his name). Finally, CSREA name is also used as a sponsor at WORLDCOMP website (see the right side bottom corner of Attachment-52).

(13). Hamid Arabnia is a very tricky person. See attachment-18. In that, he mentioned “ Important Note: TO QUALIFY FOR THE CONFERENCE RATE, ROOMS MUST BE RESERVED BY JUNE 11, 2012”. In attachment 19, he changed the date to June 18. In attachment 20, he again changed the date to June 27. In attachment 21, he again changed the date to July 8. In fact, the rooms were available on the conference dates also for the same price (we verified this with the hotel at that time). He changed the dates many times just to create mental pressure on the authors (so that they quickly book the rooms in that hotel). Note that WORLDCOMP gets conference venue for free of charge in that hotel if and only if a certain number of rooms are rented/booked by the attendees of WORLDCOMP. In conclusion, in order to get the conference venue for free, Hamid Arabnia created mental pressure/tension to the attendees to book their rooms quickly in that hotel (if they don't book the rooms quickly, later they may look around and go for nearby hotels where the room rents are cheaper. In that case, Hamid Arabnia has to pay for the venue).

In the same way, Hamid Arabnia also changes the draft paper submission deadlines multiple times to get more and more papers (means more and more registration fee) until the last minute.

(14). Hamid Arabnia changed the conference contact details several times just to trick the authors and to avoid possible legal issues with the fake conference (if a legal issue arises, he simply escapes saying that he was not the chair at that time). See attachments 24, 25, 26, and 27. Attachment-24 has a disclaimer along with the email address; But 25 has a disclaimer at the very bottom of the page, in order to make the disclaimer almost invisible to the public (a clever strategy); Attachment-26 has no disclaimer at all. In Attachment-27, Hamid Arabnia put his physical address visible but his official email address hra@cs.uga.edu is missing in that.

In Attachment-43 (printed on 12/31/2012), Hamid Arabnia didn't put anybody name or physical address for contact purposes. However, there is a note on top of the webpage saying “Under Construction”. Finally, in Attachment-113 (printed on 01/13/2013) he removed “Under Construction” from the top of the page. However, he still didn't put anybody name or physical address for contact purposes. That is, as of 01/13/2013, WORLDCOMP has no Coordinator or General Chair! That is, WORLDCOMP is like “a body without head”.

(15). Hamid Arabnia created several websites such as www.cs.uga.edu/~hra , www.en.wikipedia.org/wiki/Hamid_Arabnia , www.hamidarabnia.com , www.hamidarabnia.net , http://www.linkedin.com/pub/hamid-arabnia/3/1a/8a9 , http://www.slideshare.net/HamidArabnia etc., and wrote great about himself in these websites. His hope is that these websites alone (not those criticizing him) will pop-up in the first page of Google search and this will help (partially) hiding his true nature to the public. See Attachment-22. He created most of these websites soon after his fake conference was busted.

(16). Since March 2012 (in particular, since the middle of February 2012), Hamid Arabnia's gang completely stopped sending the call-for-papers of WORLDCOMP. Why? This is because WORLDCOMP's fakeness was publicized by some people at various mailing lists on during mid February 2012 (see bioNLP mailing list as an example. If this link didn't work, see Attachment-107). After that, Hamid Arabnia's gang noticed that they cannot continue deceiving researchers with WORLDCOMP call-for-papers (in fact, Hamid Arabnia's gang knows that authors/researchers will violently respond if they receive this call-for-papers in their email inboxes): check the internet and verify that (as of January 10, 2013) there are no WORLDCOMP call-for-papers in any mailing lists since mid February 2012.

In order to overcome the damage caused due to the sudden stopping of call-for-papers, Hamid Arabnia's gang came up with a novel idea. The idea is to create blogs for individual conferences of WORLDCOMP. See for example, the blog for FCS at http://worldcomp-fcs.blogspot.com or see the blog for ICWN at http://worldcomp-icwn.blogspot.com . See Attachments-105 and 106 if these links didn't work.

(17). As of December 2012, Hamid Arabnia's gang wrote most of the comments at RateMyProfessors (if this link didn't work then see Attachment-41), pretending as students. See the comment posted on 12/8/12:

Dr. Hamid Arabnia is the best of the best. He cares about students. He even invited us to his home for Thanks Giving dinner. He is not just an excellent teacher and professor, he is a decent human being. I landed on internship with Microsoft because of his contacts. I learned so much in this course.

We don't think Microsoft gives internships just based on personal contacts. Inviting students to Thanks Giving dinner is good but what about the student in Attachment-1? Finally, if Hamid Arabnia is a “ decent human being ” (as claimed in the comment) then he would not have run this fake conference and cheated the public.

(18). K2P blog provided a wealth of investigation on WORLDCOMP during early 2012. The blog later shifted its focus to climate and environment: http://ktwop.wordpress.com/2012/05/12/a-slight-shift-of-focus and also removed the files related to WORLDCOMP. Some of the removed files are attached as PDFs (see Attachments 11, 12, 13, 14). Hamid Arabnia's gang sent an email to K2P blog, pretending as “John Brown” (see the comment on March 4, 2012 at 12:31pm in Attachment -11).

(19). Hamid Arabnia's gang sent defamatory emails to SEVERAL blogs, pretending as “Mohammad Homayoun”. See attachments 28, 29, 30, 31, 32, 33 in which “Mohammad Homayoun” defamed Prof. Nina Ringo (see Attachment-59 if this link didn't work) who organized an International Conference on Computer Science and Applied Computing, Vienna, Austria in 2011. “Mohammad Homayoun” was disappointed with Nina Ringo because she didn't organize her conference as part of WORLDCOMP (if that was the case, the registration fee would have gone to Hamid Arabnia's pocket) but she started her own conference. “Mohammad Homayoun” then submitted a fake paper to Nina Ringo's conference for the sole purpose of defaming her. Once that paper was accepted (that is what he claimed), he sent these defamatory comments to various blogs. He didn't show any sympathy to Nina Ringo's age also: her age was 73 in year 2011 (note that Nina Ringo's episode is just a sample to demonstrate how Hamid Arabnia's gang expanded their fake conference WORLDCOMP's “empire” by attacking other conferences).

However, when WORLDCOMP was attacked, “Mohammad Homayoun” came out claiming him a “close friend” of Hamid Arabnia and defended WORLDCOMP in various mailing lists: http://www.acm.uiuc.edu/archives/sigembedded-l/msg00444.html or http://erlang.org/pipermail/erlang-questions/2012-March/065540.html or https://lists.ccs.neu.edu/pipermail/bionlp/2012-March/002659.html

(see Attachments 74, 75, 76 if these links didn't work).

Hamid Arabnia's gang may now say that they have no relation with “Mohammad Homayoun”. If that is the case then (i). Why didn't “Mohammad Homayoun” send fake papers to WORLDCOMP for over a decade? (ii). Why did he sent a fake paper to a relatively small conference of Nina Ringo, who didn't organize her conference as part of WORLDCOMP? (iii). Why did “Mohammad Homayoun” defend WORLDCOMP? (iv). Why didn't “Mohammad Homayoun” come out until now (we are sure he has been reading all these discussions because his “expertise” is on busting of fake conferences) and reveal his true identity?

(20). See Attachment-39 (search for the word “hamid” in the attachment) prepared from WSEAS website and notice that Hamid Arabnia has sent emails blaming WSEAS conferences also. Based on all these evidences, Hamid Arabnia (and his gang) were involved in SEVERAL defamation campaigns by using fake names. In the future, if you ever notice any anonymous defamation on any conference or its organizer (other than WORLDCOMP and its spin-offs) then the first person you should suspect is Hamid Arabnia.

(21). In Attachment-27, Hamid Arabnia stated:

“ emails sent to this address are readable by 15 program committee members” .

We ask him to list these “15” program committee members' names (and their complete affiliations) who already received the emails. We ask him to explain the basis/reason on which these “15” members were selected? We also ask him what is the significance of “15”?

Note that Hamid Arabnia mentioned number “15” just to fool the public that WORLDCOMP is not a one-man show (and that one man is Hamid Arabnia).

(22). The fourth paragraph in Attachment-50 says:

“…Each paper will be refereed by two experts in the field who are independent of the conference program committee…”

Our investigation revealed that the names of these “experts” are nowhere to be found (in WORLDCOMP website or in the proceedings or in the call for papers). This will make any outsider impossible to directly contact these “experts” to verify if they did any real review. This is a clever (fake) strategy to hide the review process from outsiders! Why didn't program committee members review the papers?

In fact, we contacted several program committee members of former WORLDCOMPs and all of them (whoever responded) mentioned that they have no idea who these “experts” are. Also these committee members (whoever responded) mentioned that they never reviewed any paper for WORLDCOMP.

(23). WORLDCOMP'13 website stated (see the last sentence in Page 1 of Attachment-42):

“The congress uses a quota system to achieve its institution and geography diversity objectives”

The actual goal of this “quota system” is to use it as an “excuse” to accept ANY low quality paper. If a low quality (or another fake) paper is published (of course, WORLDCOMP accepts 99.9% of the submitted papers) and someone challenges WORLDCOMP about this low quality then WORLDCOMP simply escapes saying that the paper is accepted due to “quota system”. That is, WORLDCOMP is using all possible “excuses” to accept every paper and to safely escape if any problems arise!

(24). WORLDCOMP claimed (in several mailing lists and its website) that it is the world's largest gathering of computer science professionals and attracts around 2500 attendees each year (see Attachment-112). The registration fee for a non-student is 590 dollars and it is 465 dollars for full-time students (see Attachamnt-77). That is, on average, the fee is around 500 dollars per person. That is, WORLDCOMP collected 1250000 dollars (2500 times 500) (ie, 1.25 million American dollars) per year just by collecting the registration fee alone. The conference venue is for free (if sufficient number of attendees rent the rooms in the same hotel). Money received by WORLDCOMP from its corporate sponsors is more than enough to pay all other expenses such as proceedings publication, money to “paid keynote speakers”, tea breaks during the conference, food, etc.

Note that during early 2000s, there were not many conferences available (and also no one was suspicious of WORLDCOMP). Due to this reason, WORLDCOMP has received more number of papers than it is receiving most recently (go to DBLP and count the number of papers published in previous WORLDCOMP proceedings: some proceedings have multiple volumes). The registration fee was around 650 dollars. That is, WORLDCOMP made around two million or more US dollars per year during those years.

All this money has gone to Hamid Arabnia and his family members' pockets.

Tens of thousands of innocent researchers travelled from all over the world to attend this fake conference, without knowing that it is fake. If you add these researchers' travel expenses, their hotel room rents, local expenses, visa charges and medical insurance (for foreigners), etc, it will be several million US dollars! Also, these researchers spent hundreds of thousands of their valuable work-hours to attend this bogus conference. This entire money and time were simply wasted because of a single person's evil goal to somehow become a multi-millionaire! That single person is Hamid Arabnia. Please do not fall in his trap.

Hope this information will help you understand the financial status/interest of WORLDCOMP and why it is not giving up despite these fake papers, allegations and proofs.

 

 

Section 6: Open Challenge

We openly challenge WORLDCOMP and Hamid Arabnia to answer ALL the following questions/queries in detail and provide their response at WORLDCOMP website:

(1). Why didn't WORLDCOMP or Hamid Arabnia's gang pursue legal actions on the following people (who deliberately criticized WORLDCOMP) if what these people stated is wrong? [Note that the following people's names are NOT listed as defendants in the lawsuits in Attachments 2 and 17]:

(i). Dr. John R. Levine who posted http://compilers.iecc.com/comparch/article/11-01-119 (our investigation revealed that, just to fool the public, WORLDCOMP sent a subpoena to John Levine during early 2012 and a received a response) [see Attachments 85 and 86 if the previous links didn't work].

(ii). Dr. Bob Futrelle who posted https://lists.ccs.neu.edu/pipermail/bionlp/2012-March/002648.html and https://lists.ccs.neu.edu/pipermail/bionlp/2012-March/002659.html [see Attachments 87 and 88 if the previous links didn't work].

(xi). The owner of the blog: http://anti-plagiarism-org.blogspot.com/2009/01/black-list-of-conferences-and-journals.html (search for the keyword “arabnia” in that) [see Attachment 98 and search for the keyword “arabnia” in this attachment) if the previous link didn't work].

(2). We ask Hamid Arabnia and WORLDCOMP to confirm (with 100% guarantee) that there are no more fake papers (other than the two papers already discussed) accepted or published in any WORLDCOMP.

(3). See the last sentence in fourth paragraph of Attachment-50 . In that, Hamid Arabnia stated:

“… Lastly, the final papers will be reviewed by one member of the program committee..”.

How the two fake papers were published if the program committee members reviewed the final papers also? Were they sleeping?

(4). Provide the names and details of all the program committee members, track chairs, session chairs, etc, who actually involved (if at all involved) in the entire review process of the two published fake papers (do not give any excuses. Keeping the privacy of the reviewers is acceptable in a normal situation. Because the fake papers are published, the responsible reviewers/chairs name should be revealed).

(5). What happened to Haimd Arabnia's challenge to Wikipedia (see Attachment-40 if this link didn't work) (see above for more details on this challenge):

If someone is declaring that a gibberish paper is published/accepted in a conference, shouldn't they provide with the copy of acceptance notification + the paper that was accepted/published, ... as evidence?”. ?

Note that, Hamid Arabnia himself confirmed the publication of gibberish papers in his Red&Black newspaper interview (if this link didn't work then see Line 1 in Page 5 of Attachment-7).

(6). Why Hamid Arabnia still organizes this fake conference WORLDCOMP (and for whose benefit) although his employer (University of Georgia) is not happy with this (see Attachment-100)?

(7). Why didn't Hamid Arabnia file a lawsuit on his employer (if the employer is really troubling him) rather than criticizing the employer in a newspaper article (see his article in local newspaper Red&Black or see Attachment-7 if this link didn't work)?:

“ An email from Ruppersburg to Arabnia asks him to remove any evidence of a connection between WORLDCOMP and the University including UGA email addresses, phone numbers and local addresses, and asks him to add a disclaimer that “WORLDCOMP is neither sponsored by nor affiliated with UGA.” The email also asks Arabnia to submit explanatory material surrounding the allegations against WORLDCOMP and calls for him to halt all activities related to the conference for the time being.”

Isn't this newspaper article aimed to fool the public and to get sympathy and to run future WORLDCOMPs?

(8). Hamid Arabnia wrote a letter to Wikipedia (if this link didn't work then see Attachment-40). In this letter, Hamid Arabnia stated:

Dear David (and/or others who can help): My name is Hamid Arabnia. I hope you can help me with this issue. Someone (and I know who) is being malicious by adding libellous statements to my wiki site…”

Hamid Arabnia also said the following in that letter:

“…The person who is attacking me has been organizing a conference in Orlando each year; he attacks worldcomp (this is the conference that I have been coordinating)by posting unfounded allegations such as posting to blogs that gibberish papers being accepted…”.

If Hamid Arabnia really knows the person who is attacking (ie, if Hamid Arabnia didn't convey fake information to Wikipedia about that attacking person's identity) then did he list that attacking person as a defendant in his lawsuits (see Attachment 2 and 17)? If so, who is he/she in these lawsuits?

(9). Publish the reviewers' comments for all WORLDCOMP papers (after masking the authors' identities). Also classify these papers as per the “quota system” (see above for details on “quota system”).

(10). Publish all the financial records (notarized) for all WORLDCOMPs.

(11). The fourth paragraph in Attachment-50 says:

“…Each paper will be refereed by two experts in the field who are independent of the conference program committee…”

We didn't find the names and details of these so called “experts” at WORLDCOMP website or in the proceedings or call for papers or anywhere else. Publish the details (names and complete contact details) of all these “experts”, for all previous conferences. Classify the “experts” based on the conferences they worked for. On average, how many papers each “expert” has reviewed?

(12). What were the specific roles and responsibilities (if any) of the “Steering Committee Members” of WORLDCOMPs? [see WORLDCOMP website to get the names of these members for all previous WORLDCOMPs]?

(13). Why did WORLDCOMP's contact address change many times on its website (see Attachments 24, 25, 26, 27, 43)? Publish Hamid Arabnia's name and official email address (hra@cs.uga.edu) at WORLDCOMP'13 website.

(14). Provide the details of at least one student author from University of Georgia (where Hamid Arabnia is working) to whom WORLDCOMP waived the registration fee in the last 10 years. Provide all email communications exchanged with the student (if any) in this matter.

(15). Provide responses to other issues (discussed earlier): why WORLDCOMP papers are not indexed at DBLP since 2010 (although WORLDCOMP 2011 call for papers promised this indexing), why is WORLDCOMP pursuing legal action on the critiques rather than answering the questions, how the 2 page length poster papers will be reviewed for technical merit, provide the details of the students (from developing countries), if any, who received a travel grant for attending any WORLDCOMP conference.

We once again ask WORLDCOMP (and Hamid Arabnia) to accept our challenge by providing a detailed and complete response prominently visible at WORLDCOMP's website very soon. If WORLDCOMP didn't publish the response for ALL the above questions within three weeks from now (ie, in the worst case, no later than February 15, 2013), we conclude that WORLDCOMP will no longer accept our challenge. If WORLDCOMP/Hamid Arabnia accepts our challenge and publish (at WORLDCOMP website) ALL the details/documents we asked, we will take down this website once and for all. We hope WORLDCOMP and Hamid Arabnia accept this challenge rather than filing a lawsuit on this website also.

 

 

Section 7: Bernard Madoff vs. Hamid Arabnia

 

We provided some comparisons between Hamid Arabnia and Bernard Madoff (search his name in the internet if the link didn't work). Although this section is technically less important than other sections, we hope it will help you to understand the damage Hamid Arabnia has done to the society and to understand Hamid Arabnia's smartness.

Both Hamid Arabia and Bernard Madoff started “fake schemes” just to make money. So, in terms of financial goal, they both are equal.

In terms of damage done to society, Hamid Arabnia is superior to Bernard Madoff. Hamid Arabnia produced thousands of “researchers” (ie., authors who published papers in WORLDCOMP) and many of these authors do not know how to do research (see Attachment-1). These “researchers” got jobs because of their publications (in WORLDCOMP) and these researchers are now working for universities, research labs, governments, etc. and continue spoiling the society. That is, Hamid Arabnia created a damage that will impact us for several generations (probably for forever).

In terms of smartness, Hamid Arabnia is 1000 times superior to Bernard Madoff because:

(i). Bernard Madoff just cheated ordinary people while Hamid Arabnia cheated researchers and scientists (the most intelligent/smart people on this planet!?).

(ii). Bernard Madoff chose a risky path to cheat the people (from the beginning, he knows that he will be arrested at any time) but Hamid Arabnia chose a safe path. Hamid Arabnia knows that he will not go to jail unless FBI arrests him for bringing fake scientists to the USA or for similar reasons (he still is not in a jail!)

(iii). Hamid Arabnia used the University of Georgia (UGA), a public university, as a mask to cover-up his scam by listing UGA name along with his name everywhere. Bernard Madoff had no such mask.

In terms of visibility of the damage, Bernard Madoff did direct damage to the society and that's why, he became so notorious and has all his details published at public websites such as his Wikipedia page . However, Hamid Arabnia did indirect damage and that's why his Wikipedia page has no information about his scam (you can edit this page with his scam information but Hamid Arabnia's gang will remove your comments quickly. Try it if you can!)

In conclusion, Hamid Arabnia is far better than Mr. Madoff in scamming and cheating the public. Hamid Arabnia is “Dr. Madoff”!

 

Section 8: Conclusion

As the coordinator of WORLDCOMP (see Attachment-45) and as the primary Editor of the two conference proceedings (of WORLDCOMP'10) in which these two fake papers were published, Hamid Arabnia has cheated the entire computer science and related communities all over the world, for over a decade, with misleading and wrong information about the review process and quality of acceptance, for the sole purpose of collecting the registration fee. He has stated a series of lies (see the fourth paragraph of Attachment-50) about the review process:

"Full papers will be evaluated for originality, significance, clarity, impact, and soundness. Each paper will be refereed by two experts in the field who are independent of the conference program committee. The referees' evaluations will then be reviewed by one member of the program committee who will recommend a decision to the chair of the track that the paper has been submitted to. The chair will make the final decision. Lastly, the final papers will be reviewed by one member of the program committee." but there was no such review.

The fake papers violated many US copyright laws. Hamid Arabnia supported VISAs of many "fake scientists", from overseas, and brought them to the US (ie, to the conference) and he has violated many federal laws. Hamid Arabnia damaged (perhaps the biggest and most severe damage to) the computer science and related professional communities by accepting fake papers and published them along with genuine research papers in the same proceedings, for the sole purpose of registration fee collection. Several fake researchers got their Ph.Ds due to this fake conference (see Attachment-1).

WORLDCOMP is simply a money making conference for Hamid Arabnia and his family members. Hamid Arabnia has been using all possible tricks and tactics (and his professorship in University of Georgia) to keep this business running.

Since Hamid Arabnia is not stopping this fake conference business, we were obligated to publish this matter at this website. The most important way to counter a fake conference is to spread the message about its fakeness: thanks to Dr Tom Crick for his insightful comments about WORLDCOMP and fake conferences (see Attachments 93 and 94 if the previous links didn't work):

“… by systematically discouraging people from submitting [papers to fake conferences]. Spread the word.”

PLEASE email this website link to all your friends and colleagues, etc. This is the true help and contribution you can do to the entire research community. We hope that we already did our part of the contribution by publishing this webpage (we have more information and we reveal that based on WORLDCOMP's response).

We would like to remind you and also conclude this matter with the statements made by an “ old professor” (see the comment published on Mar 30, 2012 at 04:14 PM in Attachment-6):

“… I do not understand people fighting for Arabnia and still submitting to the conference. What do you want to get out of this? Making Arabnia richer and you a fool?”

Note: WORLDCOMP and Hamid Arabnia may still try to convince the research community with some tricks (such as releasing some WORLDCOMP proceedings for free (ie, freely downloadable)) to show that they are helping the community.
